EXPERIENCE

Due to the fact that I am officer at the Austrian militia system (reserve) and civilian engineer I am assigned as FCEO (Force Construction Engineer Officer) for UNDOF (United Nations Disengagement Observer Force – located at Golan Hights between Syria and Israel) since 16 Mar 03.
My section is responsible –technical and finical (current budget for FY 03/04 US$4.5mio)- for construction and maintenance of all UN owned buildings and facilities, water plants, sewer systems, A/C and heating systems as well as cooling and freezing equipment in UNDOF area. Local construction companies provide the construction of new buildings and we have to establish the planning, drawing and scope of work and manage the site supervision. In order to accomplish these tasks the section is organized as follow: CE-office (10 members), maintenance workshop (11 members), electrical shop (6 members), generator shop (4 members). My main task as military chief of this section is to coordinate all these workshops and the three Battalion Engineer Sections.
I report to the CISS (Chief Integration Support Service) and have to provide a three-year-construction-plan, budget preview, budget plan and budget review.
The technical responsibility includes also fire prevention and field defensive activities for all UNDOF facilities.
The area of responsibility has an extension of 75km (north to south) and 15km (east to west) and an altitude from 600m to 2800m (highest permanent manned UN position). To cover this area and the tasks of the Force, 1035 soldiers (contributing nations are: Austria, Canada, Japan, Poland and Slovakia) and civilian employees are posted in 30 outposts and 2 main camps throughout this region.

Major projects I established and my responsibilities:

Rauch- fruit juices (Budapest, Hungaria): construction manager for all construction work incl. electrical, A/C and heating US$8mio and in accordance with construction work scheduling for all technical equipment US$ 27mio
BAWAG – bank (Innsbruck, Feldkirch Austria): Construction manager for all construction and interior work, schedule. US$11mio
GM-Hungaria (Szent Gotthard, Hungaria): Site manager, survey engineer and soil testing US$2mio
Furniture warehouse Lutz (Horn, Salzburg, Nicklasdorf, Zell/See Austria): Site manager for all construction work, price and contract negotiation with contractors and schedule. US$8mio
Rehabilitation center (Graz Austria): Site manager/QC for fire protection doors, main entrance and roofs (glass-aluminum construction) US$3mio.
Deutsche Telekom (Frankfurt Germany): Site manager for glass-aluminum construction including the steel support construction (sound protection 65dB) US$12mio
Start Amadeus (Bad Homburg Germany): Site manager for glass-aluminum construction including the steel support construction US$14mio

In my function as an officer at the Austrian Army (reserve) I am coy commander of a heavy infantry coy (240 soldiers) including an engineer platoon. My current rank is major.

EDUCATION

According to the Austrian school-system I finished grade 8 and studied for 10 semesters (5 years) construction engineering at a construction college. June 1983 I accomplished the education and deserved my master degree for construction engineering.
In order to meet the technical requirements for some special construction I got courses for fire protection, concrete work and steel construction that have been provided by the companies I worked for.
To get promoted to a major in our military system I had to pass several educations and tests in leadership and group dynamics as well as in military techniques of course.

ADDITIONAL SKILLS

Computer: I have experience at all Microsoft Office programs including Visio and according to my work experience I am also used to handle MS project and AutoCad.
