HOE, McGILVRAY & CASH: Purchasing, Contracting & Material Management. Senior Partner, 1979 to Present. I manage project procurement for HASAN INDUSTRIES of Indonesia, a contractor to PERTAMINA, the national oil company. I purchase instrumentation & controls, pumps, compressors, mechanical drive train couplings, electric motors, pressure vessels, heat exchangers, HVAC systems, power generation plants and MRO for the above in support of major oil, gas infrastructure and power generation projects. I expedite purchases, manage transmittal of drawings, arrange testing and export via air or sea. I represent SEA SOLAR POWER, Inc., designers of ocean-based 100-megawatt power generation and 140mm g.p.d. desalination plants, to foreign governments and construction companies. I build long-term relationships and facilitate the exchange and analysis of technical, commercial and project related information with which clients and we make informed decisions. I define and negotiate contract terms and conditions for Memorandums of Understanding (MOUs), regarding fabrication and sale of plants and / or production. I provide Oil / Gas and Power Generation industries Purchasing and Materials Management consulting services to Bear Stearns and Standard & Poor.
ARABIAN AMERICAN OIL COMPANY (SAUDI ARAMCO) 1974 to 1979: As Manager of Project Procurement within The Material Management Organization, I managed US$1 billion yearly in centralized international Procurement and Contracting to support multiple concurrent projects and MRO replenishment. I chaired The Corporate Materials Task Force to rebuild and expand production of the Ras Tannurah Refinery following a major fire, formulated and implemented global corporate Purchasing / Contracting strategy, Material Management policy and procedure. I laid the template for implementation of SAP. I sourced and negotiated contracts, negotiated high value, complex and single source acquisitions. As principle liaison between the technical and commercial functions, I fostered productive alliances with ARAMCO Engineering clients and global suppliers and managed metrics to evaluate vendor competitiveness and performance. I built several project procurement teams from scratch. I oversaw major contractors such as Fluor, Bechtel, Kellogg, Brown & Root, Santa Fe, McDermott, 3D-Intl, Parsons etc and was responsible for such projects as twin 800 megawatt steam turbine power plants, the electrical distribution network for the Eastern Province, Yanbu Pipeline, a gas gathering network and fabrication of GOSPs, onshore and offshore drilling, a seawater injection network, fresh and waste water treatment plants, interstate quality road systems, a 400 bed general hospital and 10 chair dental clinic, radio and TV broadcast facilities, ARAMCO'S Dhahran office tower and others.
McDERMOTT INTERNATIONAL 1970 to 1974: Singapore. I managed US$550 million yearly in MRO, capital equipment, material purchases and contracting to support fabrication and setting of marine production platforms, laying submarine pipelines, mooring systems, harbor and LNG plant construction. I supported a fleet of marine construction equipment, including 3 derrick barges, a jet barge, water and supply barges, supply ships, crew and tug boats. I worked closely with ships' captains, barge superintendents, ship's engineers, government officials, client companies and project managers, supporting multiple oil/gas projects off and on shore Singapore, Brunei, Malaysia, Java and Kalimantan Indonesia. I selected and monitored labor contractors, contracted for all required services/materials and managed land and marine support for multiple operations across South East Asia. I held signature authority on two corporate operating accounts.
ARCS RESEARCH AND DEVELOPMENT / BENDIX FIELD ENGINEERING 1966 to 1970: As Senior Logistics Analyst, I led a team of Analysts in implementation of computerized Purchasing/Ordering, Contracting and Material Management systems at NASA Satellite Tracking Stations in Ecuador, Peru, Chile, Madagascar, Spain, Australia, South Africa and Alaska. I implemented standardized NASA/GSA Procurement, Contracting and Material Management policy and procedure and conducted seminars for management and staff instructing them in implementation, use and maintenance of NASA's computerized system.
TRANS WORLD AIRLINES (Government Services Division, Kennedy Space Center) 1964 to 1966: Supervisor and Cost Reduction Coordinator for NASA's Central Stores. I oversaw 25 to 35 Stores Clerks in local (FAR) purchasing, receipt and issue of materials and equipment used in infrastructure construction, daily operations and maintenance of the Space Center. I was instrumental in implementation of the computerized Procurement and Material Management Systems I would later implement at Satellite Tracking Stations in other countries. My responsibilities were coupled with an additional 2 hours of daily instruction in all areas of procurement, contracting, inventory and supply chain management.

Ensley High School, Birmingham, Alabama 1958 to 1961. I received formal instruction and on-the-job training in Purchasing, Contracting and Material Management from The General Services Administration (GSA) at Kennedy Space Center. I am an autodidact, subscribing to a philosophy of life-long learning. In addition to self directed studies, I have attended numerous corporate and U.S. Government sponsored seminars with subjects such as "Managing The Procurement Function", "Contracts", "Material Management", "Human Relations" (ARAMCO/Harvard Business School), "Negotiations" (European Institute of Business) "The Federal Stock Number System" (NASA, GSA) and others.
