QC Manager/Construction l Work directly with the owner of this major Centralised Utilities Facilities (CUF) project, which consists of 6 co-generation units and 2 air separation units (ASU). Additionally assisted as technical advisor to project manager on the GPPA 1 Revamp/Re-rejuvenation project, Further assisted (As Lead Auditor) Union Carbide in an audit of PMC/Contractors on their Optimal Olefins project.
* The CUF unit supplies surrounding operating plants with utilities for their plants' operations (HHS,HS,&IS steam, nitrogen, air, oxygen, and de-mineralised water).
l Advise the construction and project manager on quality assurance, quality control, NDE, construction, schedule and cost issues, from initial installation to initial acceptance (IA) and final acceptance (FA).
l Direct/manage/review all documentation from initial construction to project completion up to and including initial acceptance.

Project Management Consultant (Area Construction Superintendent)
l Represent the owner (PMC) in overseeing and coordinating a team of 6 supervisors and 8 inspectors reviewing construction work on a new (USD) $900 million gas processing plant employing 8,000 Malaysia national workers and requiring more than 44 million man-hours to complete. During the 3-year project:
Ø 1.4 million diameter inches of welding were completed
Ø 35,000 x-rays of welded joints were taken and inspected
Ø 2,700 hydro tests were completed
Ø 200 Technical Change Reports were issued for piping only l Ensure compliance to project safety/quality plans/procedure and to contract specifications and drawings by performing daily surveillance on the EPCC Contractor Quality Control and Safety Organization.
l Issue non-conformance reports and review contractor disposition of non-conformance to guarantee satisfactory compliance.
l Implement the system for punching acceptance prior to hydrostatic testing and coordinate and witness the actual tests.
l Perform first, second party and surveillance system audits. Ensure trace-ability of system at all times, especially NDE and welding.
l Audit and verify Notification of Construction Completion (NCC) and Mechanical Completion (MC), leading to initial acceptance of plant and review of Initial acceptance documentation.
l Responsible to construction manager, to highlight progress, schedule delays, cost impacts.
SNC LAVALIN (CANADA, LTD.), San Fernando, Trinidad January 1996 to August 1996
Area Construction Superintendent l Served on the senior management team for the shutdown of the Pointe-A-Pierre Refinery, a project involving 1,000 employees and valued at (USD) $100 million.
l Provided overall direction and control of the day-to-day field construction operations during the 3-month shutdown schedule.
l Scope of project ranged from original 20,000 to 36,000 diameter inches of welding l Operated successfully under tight deadlines, essential to avoid a (USD) $1 million/day penalty.
l Coordinated the total revamping of the fluid catalytic cracking unit, the gas concentration unit, and all interconnecting pipe work.
l Supervised the project's 5 superintendents, its 2 main contractors, and a third party NDT Company responsible for welding verification and x-rays.
l Ensured ongoing availability of manpower, tools, and equipment to ensure compliance with schedule.
l Oversaw all Engineering Construct Procurement (ECP) up to handover of facilities.

Mechanical Superintendent l Directed daily field construction operations for this (USD) $90 million major refurbishing of previously mothballed plant externals and internals on vessels, columns, reactors, exchangers and tanks.

Ø Renewal of external flanges, shell repairs, and structural attachments.
