This experience encompasses all construction engineering disciplines (civil, mechanical, electrical, process, etc.) and all major building trades labor forces. The overall experience are in Construction & Project Management roles in the Middle East, Southeast Asian countries and the United States. Over 17 years of my total experience has been engaged overseas (15 years South East Asia & 2 years Middle East). I have FAR and EVMS (Earned Value Management Systems) experience with advanced formal training in EVMS and direct experience in USAID funded projects. Several assignments have been long term in moderately remote locations; including two USAID funded projects in Jordan worth in excess of $80,000,000 each for that country's largest potable water treatment plants in Amman and Irbid, Jordan for the North Jordan Valley Water Authority. All utilities, pumping stations, treatment plants, roads and utilities were included. I am presently working for Parsons, Inc. on a USAID assignment in Aceh Province, Sumatra, Indonesia.

Contributed in establishing both strategic and tactical purchasing agreements for electrical, HVAC, BAS, and other equipment and services for the Capital Procurement Div. of Merck Pharmaceutical, Inc. leading to hundreds of thousands of dollars in savings to their capital improvement projects & programs
4. Contributed to overall savings in excess of $5M funded by USAID monies; brought projects to successful completion 2 months ahead of schedule by making both practical and efficiency adjustments to the Critical Path schedule for more effective and logical sequencing of the project construction tasks.
5. Submitted and had approved a more cost efficient power transmission routing system, saving tens of thousands of dollars.
6. Played an essential role in designing a more resourceful water pumping and transmission system for a company 18-hole golf course, saving thousands of dollars per year in operating costs over the original design proposal.
7. Retrained a firm's CAD technicians in AutoCAD, enhancing production of drawings 100%, and upgraded computer software and hardware to be compatible with their U.S. associates, thus improving platform speeds.
8. Streamlined the analysis and monitoring of labor costs by developing a database on the company network of detailed union labor rates for the New York & New Jersey areas the contractor is legally required to pay for every skilled trade on the site.

Working on a DoD project at the Newport Chemical Depot Facility in Newport, Indiana. The project is the neutralization and demilitarization of chemical weapons agent per Gov. Treaty on destruction of chemical weapons. For Project Controls my duties include leading a team in pricing & estimating support, support in proposal preparation, subcontractor pricing, staffing plans, other direct and indirect cost support of Project Controls and Procurement and additional functions in Cost Engineering for this over 1 billion dollar project in subcontracts administration activities, financial & risk analysis, proposals, change orders, scheduling, estimates, ICEs, and project monitoring under U.S. Government FAR and EVMS contractual requirements.
Contract PM, New York & California 2003-2004
Provided project oversight, scheduling, financial monitoring, supervision of field staff & subcontractors, reporting and monitoring for multiple commercial projects in New York and California. As PM my work also included preparation construction schedules, negotiation of subcontract and supplier contract and purchase order and tender/contract agreements, progress payment review, adherence to plans and specifications, and interfacing with other trades subcontractors.

Provided commercial oversight, procurement coordination, expediting and contract administration for engineering and construction services on two projects over $72 Million each with Merck Pharmaceutical, Inc. capitol expansion & grass roots projects. Extended consulting expertise assistance in strategic and tactical planning for the client's Global Procurement Department on Building Automation, Security, Electrical, HVAC and other Systems for plant sites throughout the world. Held a Grant of Authority up to $1M per subcontract package. One of these projects was an Animal Research Extension Facility. Another was a Sample Repository Storage Facility. Both projects were highly automated and computer controlled; including clean rooms, full biological & toxic chemical control, and so forth. I also helped in both strategic and tactical planning of a procurement nature within the confines of both the site project construction project period and Operations / Maintenance for other Merck plants throughout the United States, Canada, Brazil and Great Britain.

Performed claims analysis for arbitration, litigation, and/or settlement of troubled projects including industrial plants, high-rise commercial and residential buildings, shopping complexes, government and civil projects that ran from several thousand dollars to multimillions. Much of what went wrong on these projects (primarily civil projects) involved cost overruns from poorly planned construction schedules and insufficient inspection / quality control procedures. My job responsibility was to seek out the questionable planning, scheduling, inspections, and QA anomalies that may have contributed to the problems and then to prepare briefs for the use of the arbitrators and/or attorneys.
