SUMMARY
30 plus years' post-chartered experience in project control, design & construction of major infrastructures: including reclamation, coastal protection, highways, water (dams), drainage, sewage treatment works, underground and above-ground railways, in Hong Kong & Singapore.
50% of experience to-date spent on full-time construction site management. Held senior posts with Hong Kong Government Group C contractor (unlimited tender amount), international consultants & public corporations. Specialised in Geotechnical Engineering.

Investigation for Retrofitting of Noise Barriers (New Clear Water Bay Road) – provided lead and technical inputs for the investigation.
6.99-6.07: Kowloon-Canton Railway Corporation (KCRC), Hong Kong
Construction Manager (Ma On Shan):
Detailed Design Consultancy Tai Wai to Ma On Shan Rail (1999-2000) TDD300 (HK$68.8M) - 4 elevated stations with viaducts (precast segmental & insitu construction) and at-grade ballasted section. Ran multi-discipline team on detailed design of railway.
Construction phase (2001-2007, site based, TCC200 & 300 – total Final Contract sum HK$4.7B – 8 elevated stations, Shek Mun to Wu Kai Sha). Led KCRC team (over 15 professionals) working with consultant's site supervisory staff (over 200 staff).
5.95-6.99: Mass Transit Railway Corporation (MTRC), Hong Kong
Senior Design Management Engineer (Civil): Feasibility Study & Preliminary Design - Tseung Kwan O Extension (TKE) - 13km, underground & at-grade railway, 5 stations & 1 depot, (HK$30.5B) and Quarry Bay Congestion Relief Works: ran multi-discipline study (HK$100M, 95-97).
TKE detailed design (from 97): prepared scope of services for station, depot and tunnel design & construct contracts. Administered detailed design consultancies for underground Yau Tong Station (HK$100M); and EHC Site Formation, tunnels & ancillary buildings (consultancy: HK$32M, works contract: HK$610M). Site based from start of construction in 99.
11.92-2.95: Water Department, Public Utilities Board, Singapore
Engineer: Sg Mandai Kechil Intake Station: supervised construction of pump house, weir with timber & r.c.piles, steel pipeline, road, drains & storage pond earthworks (S$4M). Jurong Hill 65: supervised slope improvement earth & drainage works (S$0.1M). Murnane Service Reservoir Reconstruction: monitored r.c.tank repairs.
8.89-10.92: Mass Transit Railway Corporation (MTRC), Hong Kong
Engineer I (Civil), Railway Extensions Dept.: administered over 17 multi-discipline projects on planning & construction of new entrances and concourse including Times Square subway & concourse, Admiralty-Pacific Place subway, new Wanchai & Taikoo subways. Managed route protection and planning works associated with Kennedy Town Extension, East Kowloon Line and Ma On Shan Line. Liaised with Government departments, developers, contractors & consultants. Dealt with technical, legal & commercial issues. Chaired MTRC's Pedestrian Links Working Group, Station & Transport Integration, Safety & Security Co-ordination Committees.
9.81-8.89: Mott MacDonald Hong Kong Ltd., Consulting Engineers
Resident Engineer (Principal Engineer), Sha Tau Kok Development Engineering Works (87-89): administered 3 construction contracts (total cost over HK$80M) involving reclamation (seawall & hydraulic fill), sewage treatment works & pump houses with p.c. & steel pipe piles, d.i. pressure mains, submarine outfall, roads & drains. Led 11 professional & site supervisory staff.
Senior Engineer (81-86), supervised professional & assistant engineers:
Managed investigation contracts for Tate's Cairn Tunnel feasibility study (involving deep drilling & testing), submarine pipelines at Cheung Chau & Tsing Yi.
Supervised investigation for Sha Tau Kok Development feasibility study. Checked reclamation & seawall design.
Singapore Mass Rapid Transit, underground City Hall Station & tunnels (84-85): organised design investigation & testing in Singapore. Developed geotechnical parameters for design. Provided geotechnical inputs for design & construction of station, operations control centre, tunnels & underpinning of preservation structures.
Hong Kong Mass Transit Railway, shallow subways of Island Line (Shu Kuk Street, Jardine's Bazaar, O'Brien Road): worked on geotechnical aspects of temporary works and construction of subways in soft ground.
Geotechnical works: designed site formations (in soil and rock) for Ruttonjee Sanatorium (including filling of disused tunnels) & Housing Department site at Kwai Chung. Prepared various slope (soil and rock) stability & disused tunnel inspection reports.
Trunk Road to Replacement Airport at Chek Lap Kok (83): led team on design of cut & fill slopes (in soil and rock), reclamations & seawalls.
Replacement Airport at Chek Lap Kok (81-82): member of the international joint consultancy team on the Civil Engineering Design Study. Involved in various planning & design aspects. Analysed airport revetment. Checked test embankment. Examined reclamation & construction aspects. Evaluated alternative site at Deep Bay.
9.78-8.81: Enpack Hong Kong Ltd., Civil Engineers & HK Govt. Group C Contractor (unlimited tender amount)
Projects Manager for Government site formation (rock blasting, earthworks, roads, drains & caissons) & slope recompaction contracts: Hip Wo St., Nam Cheong St., Yau Tong (total costs HK$50M). Supervised site agents, engineers & site staff controlling direct labour & sub-contractors. Dealt with measurement & contractual claims. Prepared tenders for Government & private sector contracts.
Site Agent for slope stabilization contract at Shun Lee Estate (HK$20M): led team of 8 engineers plus site staff with direct labour (max.over 200) on multi-activity contract involving earthwork, raking drains, soil & bar-type rock anchors (double-corrosion protected bar type, used for the 1st time in Hong Kong), rock bolts, dowels, buttresses, r.c.retaining structures & nullah. Dealt with technical, programming, cost control, labour & contract matters.
2.75-7.78: Binnie & Partners, Hong Kong, Consulting Engineers
Engineer (77-78): led team of assistant engineers on stability studies of fill slopes & design of remedial works.
Assistant Resident Engineer, High Island Water Scheme (76-77): supervised construction of two 100m-high instrumented rockfill dams with asphaltic concrete cores, earthfill col dam, pumping station, steel pipeline, roads, drains, r.c.catchwater & small concrete dams.
Assistant Engineer (75-76):
Discovery Bay development - designed subsidiary dam (earth & rockfill). Ran laboratory testing contract for dam investigation.
Hong Kong Landslide Study Phase II - supervised investigation, testing, instrumentation & drafted slope stability reports on two study areas (Happy Valley & Pokfulam).
