June 2002 to July 2006: On contract to several of Silicone Valley's larger technology companies as a Construction Manager/Owner's Representative. While working on a project with Black & Veatch for Applied Materials the owner/client was in need of my services and kept me on as a contract employee after B&V finished their work and moved out. I was then contracted out to other smaller but similar type companies nearby, e.g., Chip Logic, LSI Corp., Agilent Tech., etc. I provided Construction/Project Management services such as collaborating with their Facilities personnel, Architectural/Engineering and Construction companies to provide solutions to their particular needs at the time. Most of the projects consisted of expansion & renovation of existing facilities, new structures, and environmental compliance of storm water/drainage systems (containment much like that used in the Petrochem industry). A good portion of the work consisted of cost and feasibility studies because most demanded that the plant/facility remain operational during construction. I managed all of the contracts from formulation to close-out including site administration. Also, it was my sole responsibility to create and update project schedules and make recommendations and approval of pay applications
August 2006 to November 2007: On contract to Kaiser Permanente as Senior Contracts Manager in Northern California. Kaiser is the largest single health care provider in the US with 8.2 million members. They have over US$30 Billion worth of construction projects scheduled in Northern California over the next ten years. I was contracted to provide Contract Management services to their ongoing construction projects. This included contract administration, cost engineering, supervision, etc. Part of my work was the preparation for a SOX (Sarbanes-Oxley) compliance audit which was done in November 2007.
November 2007 to February 2008: Senior Contracts Manager on short term contract to help finalize the EPC contract templates for the Combined Cycle Power Plant portion of the EMAL Aluminum Smelter project in Abu Dhabi, U.A.E. The Power Plant will be a gas-fired, combined-cycle 2000 MW and will be increased to approximately 4000 MW if Phase II is completed. Our intent was to develop templates and procedures for all of the EPC contracts including contractor pre-qualification surveys, bid/tender tabulation and scoring methodology & procedures. I also arranged meetings and presentations by local prospective construction contractors, fire detection & protection, cathodic protection, steel fabrication/erection contractors, material testing, logistics companies etc. to provide our Project personnel some insight into what was available in the U.A.E. and the level of sophistication. I believe that this gave a realistic view of what to expect to the great number of people who had little or no experience in the Middle East. I also advised and trained personnel in creating a useful project schedule to be kept current and how to generate reports and other valuable information.
Project Manager, Black & Veatch, Applied Materials, Hazardous Wastewater Program, Santa Clara, 10/2001 to 05/2002
Solely responsible for the design, construction and project management for the Acid Wastewater Neutralization Project on several client building complexes. This project was very high profile legally bound time schedule project which could have shut down most of the Silicone Valley's IT Industry if not completed to the satisfaction of the government regulatory agencies. Very complex neutralization process sites throughout the area had to be designed, built and tested before the industrial waste was allowed in the County's Wastewater treatment plants. Because of the extremely toxic nature, both acidic and caustic, of the chemicals used in chip making required the use of exotic materials and containment structures which were designed and built on-site. I was responsible for all of the QA/QC and safety since they were very important to all of these projects and were given the highest priority. Various filtration methods were used to capture and contain heavy metals and other materials that could not be let into the atmosphere. We also needed to install and monitor temporary facilities to allow for the normal operation of these companies. Total project cost was approx $500M. The areas under my charge was approx $150M. This is one of the few projects that I did all of the work including the planning, permitting, detailed design, all of the contracts & procurement, contractor payment authorization, testing and commissioning, etc. See above.
Project/Construction Manager, CH2M Hill, Immediate Action Program, Puerto Rico, 2/99 to 9/2001
As project manager I had full responsibility for roads, pipelines, refurbishment and new Power Plants & Distribution, several water / waste water projects for the island of Puerto Rico. These projects were part of a fast track program that would supply water and sanitary relief for thousands of residents which either had no such service or the services failed. Typically, the projects consisted the total rebuilding and renovation of water / wastewater treatment plants and new distribution systems. This modernization also required new and or upgraded Power Plants and Distribution. During this phase we also began the planning and design of new modern treatment plants and trunk-lines and power generation and supply. I oversaw and worked closely with the planners, designers/engineers to find the best locations for these plants based on the islands topography, proximity to communities being served and whatever natural & manmade storm protection we could use. I was also in responsible charge for all QA/QC for all of the sites which included instructing the Engineering and Construction companies on submitting their own Quality Plans, reviewing those plans and monitoring their execution. I also acted as the site safety manager. As in all similar types of projects, such as, Power Plants, Refineries, etc. I instructed all personnel on what was required to provide a safe working environment and made regular site visits to monitor them. Total capitol expenditure was approx $1.2B. The portions under my charge were approx $400M. I also managed the contracts and procurement of the projects in my control. Except for aerial photogrammetery & remote sensing, visits from filtration/membrane and other materials vendors all of the design and construction was done on the island.
Senior Facilities Contracts Manager, Bechtel Companies, Royal Commission for Jubail and Yanbu, Saudi Arabia, 6/96 to 2/99
Oil & Gas related facilities, including, Power Generation Plants, Refineries, Steel Foundries, Glass Factories, etc. As is common in most Oil & Gas producing areas Oil and/or Gas Fired Power Generation Plants are built to develop local industry and support infrastructure. This has been an on-going project for Bechtel for many years on Saudi's East Coast City of Jubail and Yanbu on the West Coast. I was responsible for the management and administration for many of the support facilities for the world's largest industrial city, Jubail. Besides the Power Plants and other Oil & Gas related projects that were in Jubail, some other major projects were highways, roads and bridges, sea water cooling channels, airport renovation and expansion, schools, housing developments, water/waste treatment plants and distribution and collection systems, desalination plant, and commercial developments, such as, hotel, shopping and recreational centers. We also had the Yanbu Power Plant. This is a steam power plant built near the NGL plant and the desalination plant on the west coast. Again, this is another example of the Oil & Gas Facility, Power Plant and Desalination Plant that are built together to provide for local industry and communities. I think that there may be as many as thirty of these examples throughout the Kingdom.
I was a liaison with local government, international engineering and construction companies, and foreign investors. This position required a great deal of planning and coordination because of the magnitude and diversity of the projects and parties involved with them. I was trained in the Bechtel methods and procedures of Contracts Management & Administration which has turned out to be a great asset to me and in all of the projects I have been part of. I use the Bechtel procedures and methodology and have used it to train others. I also trained QA/QC and Loss Prevention personnel to what was to be expected and supervised them when reviewing the contractor's Quality Plans and Safety Plans. I was responsible for constructability reviews, material selection for suitability in a corrosive environment, site supervision, etc. Although this is not normally work done by a Contracts Manager I had to fill this void in order that the work be accomplished in a competent manner. I am always willing and able to fill in for anybody on the Team should the need arise or to fulfill a special requirement.
Project Manager, Saudi ARAMCO, Computers and Communications Dept., Saudi Arabia, 1/94 to 6/96
I oversaw and advised Company authorities on the acquisition of funds, engineering and construction for all interdepartmental computer and communications facilities within Saudi Arabia. This consisted of 355 sites covering an area of approx one-third the size of the U.S. These facilities ranged from solar powered sub/repeater stations to 100,000 sq.ft. reinforced concrete high level security buildings with clean rooms and the required infrastructure for support and operations personnel, cross-country roads and road crossings in very remote areas, microwave/cellular towers, CATV, fiber optic lines, and satellite transmitting/receiving stations. Basically, everything to support the telecoms system for Saudi Arabia which provided telemetry services and power generation and distribution to all of the Gas & Oil cross-country pipelines, Petrochemical and Water/Wastewater Plans, Pump Stations and control valves. This was a highly advanced system. The major prime contractors for these projects were GTE, ATT/Lucent Stone&Webster and Bechtel and all work was done using the latest state of art the equipment and industry standards. I also provided QA/QC supervision of all work during the design and construction. This was a very important part of our work since most of the equipment could be exposed to an extremely harsh and sometimes corrosive environment. I instructed all of the engineering and construction company representatives in providing a Quality Plan that was useful and monitored their execution in the field.
While I was there I initiated and wrote their Contractor Pre-Qualification Program which created a pool of qualified contractors with established rates for Saudi ARAMCO to draw upon as needed. This cut down on the amount of time that it took to process a contract and saved them a lot of money. I established rates/prices for just about everything from drywall to Caterpillar D9s to 100 meter steel towers and Engineering/Design. It was a huge improvement.
Shoaiba oil-fired CCGT power plant near the southern border of Saudi Arabia. This Oil Fired Power Plant was planned by Saudi Consolidated Electricity Company to provide power to the local community along with a desalination plant. The Communications Department helped with the preliminary site planning because of their extensive Land Surveying & Mapping capabilities of Saudi ARAMCO and it's own expansion of it's communications network in the Empty Quarter. I worked on the preliminary planning, site layout & design, including, the contracting.
Project Management Consultant, Heery International, Subcontractor, State of California, Department of Corrections, 10/92 to 12/93
As a consultant, I provided construction management services to the client. This included project management, i.e., estimating, change order review and processing and general contract administration. This project consisted of a major extension to an existing high-level security prison and support facilities including the upgrade of the existing Power Plant & distribution system. QA/QC was an important part of my work since every part of the design and construction had to be made as escape proof as possible. At the request of the Owner/Client, the State of California, I later went to work for the contractor, Ford Construction, to help them finish their project in a timely manner. I believe that this helped control the entire project to finish to the satisfaction of the Owner.
Project Manager, John Brown Engineering and Construction, Central Arabian Development Program, Saudi Arabia, 4/89 to 8/92
As site manager I oversaw the civil, QA/QC, architectural and structural work being done by an international consortium of engineering and construction companies. This project, in excess of US$5B, consisted of the design and build of a major oil and gas field together with the infrastructure to support 7,000 personnel. This was a grassroots project that included, Power Generation Plants and several sub-stations & Distribution, Communications, and Petrochemical Complexes, Housing, Airport and Transportation Systems, major Highways, Roads, Bridges, etc. I was responsible for the On-site Management and Supervision, Design and Constructability Reviews, Planning and Scheduling, and Contract Management and Administration focusing on the Power Plant and other Civil and Infrastructure. This project included the renovation and expansion of the IPSA pipeline / pump stations. Oil & Gas separation and stabilization, very large diameter pipelines, water injection, processing facilities, etc. I was in charge of the Water Treatment Plant and distribution system extending hundreds of miles and the Wastewater collection and treatment Equally importantly was my role as a liaison and coordinator to help minimize conflicts and provide guidance where needed to keep the project going in a positive direction.

We did the design and construction management for the renovation and refurbishment of both which were in terrible condition and barely operational
