Contracts Engineer - EPC Community Development – Primary duties focus on performing pre-/post-award functions, permits, general/special conditions administration, RFPs, change order negotiations, claims analysis, cost estimates, and project closeouts for a 90,000-population master planned community. Projects: EPC 100 MW power plant expansion, 24-bed hemodialysis addition to main hospital, and a new EPC 2400 l/s desalination plant.
U.S. ARMY CORPS OF ENGINEERS – Korea, Egypt, Afghanistan, and Kuwait 2000 to 2004
Resident Engineer / Contracting Officer's Representative – Camp Arifjan, Kuwait (September 2003-February 2004) – Responsible for 30 Army base troop rotation projects to support a 150,000-member population. Projects included managing construction of operations buildings, mid-rise apartment housing, and utilities.
Resident Engineer / Contracting Officer's Representative – Kabul, Afghanistan (March 2003-September 2003) – Scope of duties consisted of supervising a $14 million design-build 9,000-man military base, which included housing, operations buildings, and utilities.
Project Engineer – Fayid Airbase, Egypt (Feb 2002-March 2003) – Accountable for overall quality assurance for $120 million (operations buildings, runways, roads, single standing and apartment housing) F-16 airbase upgrade program. Served as team leader for 7 construction representatives and engineers.
Office Engineer / Negotiator – Tongduchon, Korea (2000-2002) – Charged with preparing cost estimates, claims analysis, and negotiations with contractors to produce change order packages. Projects included: mid-rise apartments, officer housing, dining facilities, operation buildings, golf and recreation facilities, utility upgrades ranging in value from $3 million to $35 million.
DAIMLER CHRYSLER, INC., Auburn Hills, Michigan 1997 to 2000
Senior Value Engineer – Automobile Assembly Plants (contract position) – Responsibilities centered on negotiating design-build purchase order prices, pricing and negotiating change orders, and developing value engineering proposals. Major assignments encompassed: new $950 million Mack Engine Plant I, new $750 million Mack Engine Plant II, $35 million St. Louis Minivan Plant assembly line changes, and $10 million Kenosha Engine Plant cam/crank shaft line change-over.
ENVIRONMENTAL RECOVERY TECHNOLOGIES CO., Troy, Michigan 1996 to 1997
Project Director – Power Plant Developer – Key duties included preparing estimates, budgets and cash flow analysis for development of a 100MW fluidized-bed technology process power plant in Acapulco, Mexico. Selected and negotiated vendor contracts for construction/maintenance programs, managed consultant in performance of environmental impact statements/permits, and served as a liaison with local government officials.

Resident Engineer - Wastewater Programs, Cairo, Egypt (1989-1996) – Responsible for project site management of 63 wastewater design-build contracts (valued at $200 million) that required extensive tunneling and deep excavations in densely populated areas. Services provided 500 km of pipeline and facilities to over one million residents. Additionally, managed financial reporting to clients (U.S. Agency for International Development and government of Egypt).
Project Engineer – Industrial Wastewater Plants, Detroit, Michigan (January-March 1989) – Duties involved obtaining all EPA, FAA, state, and local government building/regulatory permits for 9 General Motors industrial wastewater pre-treatment plants nationwide on fast-track design-build program.
WASH/BLOUNT CONSTRUCTION JOINT VENTURE, Detroit, Michigan 1987 to 1989
Project Controls Engineer - State Correctional Facilities – Held accountable for developing/monitoring procurement and construction schedules for a $160 million, 17-building medium security prison. Recommended work and activity improvements, assisted with payment requests and change orders, and prepared bid/award documents (26 bid packages CM at-risk contracting).

Civil Design Engineer / Project Manager – U.S. Army Facilities – Designed warehouses, office renovations, boat docks, steam plant modifications, light duty roads, and harbor dredging projects. Other duties included preparing tender documents and engineers' estimates, managing time/money budgets, and coordinating with other engineering and environmental disciplines to produce bid documents.

Project Engineer-Petrochemical Plants – Tasked with field inspection, supervision of contractors, and quality control of earthwork, structural steel, concrete, pipeline, and process piping for a new $120 million polypropylene plant. Project engineering of refinery tank farm and process maintenance projects.
