* Overall management, direction and supervision of the Consultant's team.
* Liaison with SIP's Project Coordinator (PC) and Project Engineer (PE);
* Coordination of the team technically and administratively via group and individual consultations;
* Organize field visits of the team members and collect available related data;

* Monitoring and overseeing accounting, banking, and financial matters and manage the allocated time of the team of experts;

2006-Present FINTECS' Irrigation Engineer/Hydrologist to the on-going AfDB financed "Smallholder Irrigation Project: Blantyre ADD", Malawi.
Main duties is to conduct qualitative and quantitative assessment of water resources for all the eight (8) selected irrigation sites including six (6) dams sites in the Blantyre ADD.
Specifically, he undertook:
* Analyse climatological data from the nearest reliable meteorological station in order to establish a historical series of most critical events and the need for protection measures;
* Determine possible surface and groundwater resources for irrigation; from the identified resources, determine volume of water available for irrigation including use of dams, ground water, pools, rivers etc.
* In case of rivers, provide river flow regimes, particularly dry season flows;
* Analyse water quality from the identified water sources;
* Prepare layouts of main canal networks serving the 8 selected irrigation schemes;
* Determine the infrastructures required for the efficient operation and management of the proposed canal networks;
* Determine drainage and flood protection works for the 8 irrigation schemes; and
* Prepare an ''End of Assignment'' Report

- Sept. 2004): Senior Water Resources Engineer: Integrated Management Services Consultancy Firm, USA
Main Duties Included the Following:
* Compute and verify the computations of Storm sewer system for subdivision (Lake Splendour, Country Meadow Part 1 &2, Barrington Part 2 & 3 and Breach creek) for Hinds County, MS, USA.
* Quality Assurance and Quality Control (QA/QC) for final plans and specifications for Lynch Street improvement project for City of Jackson, MS, USA.
* Quality Assurance and Quality Control (QA/QC) for final plans and specifications for Boling Street improvement project for City of Jackson, MS, USA.
* Quality Assurance and Quality Control (QA/QC) for final plans and specifications for the for John Hopkins civil site, Wingfield High school civil site and Bailey Magnet civil site improvement projects for Hinds County, USA.
* Verify and review the Storm Water Management System, for the New Raleigh Road and Walnut road in Hinds County, Mississippi. The revision includes computation of the pipe size, slope for the whole system and 10-yr recurrence period discharge for the subdivision.
* Writing a proposal for a complete wastewater system development for the City of New Orleans. Proposal includes gathering the required data to design the force main pipe and lifting pumping station and water well and check the standards and criteria developed by the city by running the Sewer Cad model.
* Verify and review the Storm Water Management system for the BARRINGTON Part Two Subdivision, Hinds County, Mississippi, USA. The revision includes computation of the pipe size, slope, and discharge for the whole system.
* Involved in Hinds County State Aid Local System Bridge Replacement and Rehabilitation Project. The work limited to in drainage area delineation and computing the discharges for critical location, and also includes the determination of the up/down stream water surface elevations.
* JC McDonald Industrial Center Flood Plain Management Study (FEMA ZONE "A". This project is to develop a flood study (including a general description of the project features and background) for the JC McDonald Industrial Center located in Southern Hinds County for The Hinds County Economic Development Authority (HCEDA). The work includes to write the scope of the work and to provide engineering services to develop a hydrologic and hydraulics analysis/model to let JC McDonald Industrial Center able to attract large industries that are interested in locating their businesses/operations in Hinds County, USA.
* Conduct the Storm Water Pollution Prevention Plan for the Water Plant facility at Jefferson County Mississippi, design includes the water ways design and the sediment and detention basin and diversion dike all the catch basins and storm water management system (pipes and culvert).
* Complete design of sanitary sewer system for Water Treatment Plant Facility (washing tanks and the administration building). Design included full description of the system path, line dimension, manholes (locations, depth, diameter and invert in and out flow).
* Responsible for design of stilling basin, and slope stability, quantity specifications for three (3) Low Drop Grade Control Structures that will be constructed in Dry Creek in the Yalobusha River Chickasaw and Webster Counties, Mississippi. Engineering Team simulate the pre/post condition by using hydrological and hydraulic models for each case and utilize the U.S. Army Corps of Engineers (COE) to design criteria to design the stilling basin and determined the required riprap size and the length of this riprap to keep the channel reaches bank stabilized. Engineering services included civil, hydrology, hydraulics, surveying, mapping, geotechnical, and CAD.
* Responsible for the design, quantity estimation, construction plans, and specification for a Flood Water Retarding Structure (FWRS) that will be constructed on the Black Creek Watershed in the Yazoo River Basin located in Holmes County, Mississippi, northeast of City of Lexington. Once constructed, the dam will be the largest flood water retarding structure built by the Vicksburg District having an embankment that will support a maximum surface area of approximately 865 acres (1.351 square miles). Engineering Team also utilized design criteria established by US Army Corps of Engineers (COE), National Soil Conservation Service (NRCS), and US Department of Agriculture (USDA). Engineering services included civil, structural, hydrology, hydraulic, surveying, mapping, geotechnical, and CAD Design. Project includes designing for the construction of principal features which are comprised of an earth embankment dam; a flood inlet (principal spillway), and an overflow (emergency) spillway. The flood outlet consists of a rectangular shaped, vertical drop inlet (riser); a 7-foot (2.1 meter) reinforced concrete conduit; and an impact outlet basin. These structures serve to impound, retard, and pass specific storm events for design purposes. The principle spillway will allow a certain amount of flow to pass up to certain water surface elevation in the pool area. Once flows exceed a certain water surface elevation in the pool area, the emergency spillway will control excessive flows to prevent flooding and/or dam failure.
* Conduct the breach analysis for the dam, drainage area delineation and water surface profile for the emergency spillway channel have been implemented and design the baffle of the vertical riser.
* Design the flood plane analysis downstream the Big Black River to delineate an inundation maps for the affected area to classify the dam. Run dam safety analysis for overtopping to flood water structure at Big Black River due to Precipitation Maximum Probability (PMP) of South East Region using HEC 1 package. Run the independent technical review for the stability analysis for the riser and the conduit design.
* Involved in preparation for EPA grants for Jefferson County to improve the drinking and sewer water system. Responsible for hydrology and hydraulics analysis for drainage area for five bridges in HINDS County "Local System Product and Replacement" Project
* Team leader and responsible for design of stilling basin, and slope stability, quantity specifications for three (2) LOW DROP GRADE CONTROL STRUCTURES that will be constructed in Mud Creek in the Yalobusha River Chickasaw Counties, Mississippi. Engineering team simulate the pre/post condition by using hydrological and hydraulic models for each case and utilize the U.S. Army Corps of Engineers (COE) to design criteria to design the stilling basin and determined the required riprap size and the length of this riprap to keep the channel reaches bank stabilized. Engineering services included civil, hydrology, hydraulics, surveying, mapping, geotechnical, and CAD.
* Responsible for design engineering and surveying to develop plans and specifications for the construction of approximately 17,000 linear feet of 24" to 30" diameter gravity effluent line with a capacity to carry 8 MGD in the future. Design includes the design of a triangular shaped steel cage that would serve as a structural support system to stabilize the bank as well as support a 24" to 30" diameter gravity effluent line and river diffuser system.
* Involved in environmental site assessment for the centre park at Holly Springs City, Marshal County, MS.
* Involved in design a Methane digester and in a visibility study for using Methane (biogas) as a clean environmental energy source at the city of Jackson.
* Participated in the sewer system design and review the hydraulics calculations of the Villas of Byram Pt. 1&2 and Willow Bay Subdivision, Brown street at Jackson, MS. Drainage catchments for Barrington, Part 1, Willow Bay subdivision, Live Oaks Estates Part 1&2, Indian Hills Estates Part 2, and Western Hills Part Three projects.
* Participated in the preliminary bridge recommendation for highway 444 crossing Hushpukena stream at Bolivar county SCOURING DESIGN using, HYDRAIN "Integrated Drainage Design Computer System" and WSPRO "Step Backwater and Design Bridge Hydraulics".
* Preparation for Tunica County drainage system and Hydrological simulation.
1997-2000: UK: On leave for studying PhD at the University of New Orleans. Also, during this period. Dr. El-Shafie participated in the following projects:
* Extending the application of the DYNHYD-WASP model to whole Lake Pontchartrain ecosystem (Agricultural, Urban) Runoff, including the wind speed and direction, evaporation, and precipitation.
* Developing a simple fast modelling approach to simulate the Lake Pontchartrain ecosystem, by using spreadsheet, dealing with the whole Lake as a one cell in order to study the actual and future Maximum Daily Loads to Lake Pontchartrain under the proposed regional management policy.
* Estimating the water budget of the Frinche Marshes and wetland areas, Slidell, Louisiana.
* Developing a two Layer model which is a modified modelling approach to achieve the salinity concentration, stream velocity and depth under stratified flow conditions particularly at the estuaries and out-fall.
* Preparing a technical report in Sediment Oxygen Demand for Lake Pontchartrain at the East transaction during summer 1999.
1987-1996: Assistant Research Engineer and Member in the Design and Simulation Modelling Department, National Water Research Center, (NWRC)Cairo, Egypt
During this period, Dr. El-Shafie participated in the following projects:
* Carrying out water quality and hydrological parameters measurements in field.
* Studying the environmental impact of reusing the drainage water in irrigation the Nile Delta Region.
* Contributing in the special studies, such as network connections and the Laboratory construction supervision. (2 days/week).
* The Regional Water Distribution Model in Western Delta, with the Dutch team.
* Establishing a Water Quality Monitoring Network all over the Nile Delta and Fayoum Depression in Egypt with the cooperation Dutch teams (Delft Hydraulics).
* Development of a Geographic Information System (GIS) for the water resources planning and management of the Beheira Governorate Development of a drainage water reuse policy for the western Delta region.
