The Purpose of the visit was to look at the contractors on FLUORS bid list to verifey their specifications for building of the housing verses U.S. specifications and for a over all QUALITY ASSURENCE look at fabrication of these Contractors Facilities and return to GREENVILLE, S.C. in December to review the bids verses my visit to all of these contractors and award the contracts to 5 of the contractors.

Establish and Supervise a Engineering & Quality program for the (USAF) for a (2,080ft) x (980ft) concrete parking ramp for USAF's B-1 Bombers and a (14,000ft) x (100ft) Asphalt parallel taxi way to the exiting OMANTI airport runway. The project consisted of ASTM & BRITISH STANDARDS. The Concrete parking ramp was a combination of both ASTM & British standards for 5,500-psi concrete. Direct magament of three contractors, OMAN GULF, L.L.C. Thumrait Oman, Asphalt plant and Aggregates for both concrete and asphalt & base coarse materials. READYMIX ABU DHABI, ABU DHABI,U.A.E. for the concrete plant operation, reviewed and accepted their mix designs for each operation & QA/QC plans for testing and sampling of aggregates on a daily and weekly basis for compliance to site specifications for ASTM, BRITISH STANDARDS. Third party material testing: TARMAC ALAWI, L.L.C. Muscat Oman, reviewed & accepted their QA/QC plan, scheduled all testing of Concrete, Asphalt, Sub-base, & base coarse material PER: ASTM & BRITISH STANDARDS. Testing activies, Sieve analysis of aggregates, Slump testing of concrete, air-entrainment, compressive strength of concrete cylinders & beams.
Asphalt: Daily extraction method, for bitumen content, voids in mix, specific gravity, and sieve analysis of aggregate after extraction & field (CBR) testing. Contracts manager for 3 Civil contractors total contract award for 3 contractors was $67.million

Generated all ASME weld travelers required for ASME Section I work for 450 MW Co-Generation Facility. Contacted and scheduled weekly visits with Site (AI). Performed daily weld inspections and assisted craft and engineering in technical areas related to HRSG'S and welding. Assisted other inspectors in daily activities related to high energy piping (PWHT, XRAY, Pre-Heat, etc.) Monitored sub-contractors to ensure a quality product was given to SCE&G at job completion, Tank Fabricator, Painters, and Insulators. Witnessed Hydrostatic testing of piping systems. Night Shift Construction Manager /supervised all activities for Piping, Electrical, Civil., and sub-contractors for 6 months.
Performed shop visits to local pipe fabrication shops when required to ensure quality and schedules were being met.
