DETAILED BACKGROUND:
I began my career working in industrial construction after graduation from Arizona State University in 1973.

I was first assignment was in New Orleans, LA, at the Shell Oil Refinery working on-site as a field engineer for M.W. Kellogg. At Shell, I performed foundation layout and coordinated subcontractors. I later prepared schedules, made minor design modifications, purchased materials, and conducted hydro tests.

In 1976, I returned to Arizona for graduate studies in Civil Engineering. During my term at ASU, I worked part-time throughout the year. Positions included additional field work for Kellogg, analysis and design for Dames and Moore, and as a trade labor boilermaker for Phelps Dodge.

Upon graduation in 1979, I joined the Nuclear Project Management Staff of Arizona Public Service. My responsibilities included review of all engineering, design, equipment, costs and procurement of all items of a civil or architectural nature and coordination of any additional review which was necessary.

During my term with the Project, I gained specific knowledge and experience in contract administration, procurement methods, nuclear power plant design, construction and engineering standards, cost estimating, quality assurance, and nuclear power plant licensing.

In 1984, I began as Owner and Project Manager at KS Engineering and Construction. Since that time, KS performed public works contracting with most of the major municipalities and school districts in the Phoenix area. All projects have covered the broad spectrum of commercial and industrial construction. The diverse nature of these projects include; stadium renovations, waste water dechlorination facilities, an emergency chlorine scrubber, water well modifications, computer and remote telemetry units, and hazardous waste storage facilities. KS also built school modifications, additions, and sports facilities.

In January, 1993, KS ceased operations and I accepted a temporary position with the State of Arizona, Department of Administration to assist in a 15 million dollar build out of newly purchased buildings and to augment the needs of the prison construction program. Duties included negotiating and contracting for professional services, preparing and competitively bidding for construction services and administering construction contracts. Project responsibility included office space renovation, gas line replacement, installation of plate and frame heat exchangers, purchase of HCFC chiller units, fire safety systems, and voice\data systems.

After completing projects for the State, I accepted the position of Construction Engineer with the Ft. McDowell Indian Community in 1995. In this position, I have managed construction and helped design a Bureau of Reclamation funded 1500 acre mist irrigated pecan farm. Activities included clearing, fencing, construction of roads and drainage structures, overseeing testing, building two VFD electric turbine pumping plants, a 5 plant backup well field, over 15 miles of mainline piping and over 150 miles of distribution piping. Approximate cost - $6Mil. During and after project construction, I have also managed bidding and construction of 50 new homes, a $3Mil Community water, electric and telephone upgrades, along with new subdivisions and roads.

In January, 2002, Ft. McDowell constructed an $11Mil SBR Wastewater Treatment Plant using a modified Design/build contract. I had the full responsibility for overseeing the design and construction of the facility. The plant completed, on time with no change orders and has functioned excellent. After the completion of the facility, I oversaw completion of design and bidding for $4.5Mil domestic water upgrade. This upgrade consisted of refurbishing two existing wells, installing 4 storage tanks with about 1Million gallons of storage, 7 miles of new waterline and an automated booster pump station. This project completed in October, 2004. Currently, I have started construction on a $5.3 million sewer system and lift structures.
