I have experience in 25+ US States and in several overseas countries working on the environmental and regulatory aspects of large-scale energy facilities -- LNG terminals, power plants, pipelines, transmission lines, petrochemical plants -- including: Developing environmental criteria; Preparing and acquiring permits; Preparing EIAs/EISs, regulatory compliance plans, environmental monitoring plans, spill response plans, waste management plans, mitigation plans, revegetation plans and associated documents; Coordinating with agency personnel; Oversight of construction activities; Commissioning; Resolving compliance issues; and Conducting environmental audits at company facilities and acquisition targets. My experience encompasses:
* Working with senior management, developers, project managers, construction managers, design engineers, schedulers and cost controllers at major energy companies and EPC contractors,
* Managing senior staff and outside environmental consultants,
* Discussions with legislators with numerous local, state, territorial and federal agencies, including US Senators and Representatives, various State and local legislators, FERC, US EPA at headquarters and various Regions, US Coastguard, US Army Corps of Engineers, NOAA,
* Discussions with and presentations to news media, including TV, Business Week, USA Today, Wall Street Journal,
* Making presentations at public hearings on regulatory issues,
* Interacting with major financial institutions (World Bank, IFC, IDB, ADB, AfDB, OPIC and commercial banks).

2001 – Present Environmental / Regulatory Consultant

1. Environmental / Regulatory Manager for an offshore LNG terminal to be constructed in Spain, UK and Korea for installation near Venice, Italy for Aker Kvaerner / ExxonMobil. Responsible for: Evaluating applicable regulations; Determining environmental design basis; Preparing compliance plans; Preparing and implementing pre-construction and post-construction monitoring plans for air quality, water quality, noise and aquatic resources; Preparing spill response plans, waste management plans and emergency response plans; Preparing permit applications; Coordinating with process and engineering managers and outside environmental consultants; Managing environmental consultants.
2. HSE Manager for a gas development / gas processing plant / 250 km marine-land pipeline / 120 MW power plant project in Tanzania for CDC-Globeleq of Houston. Hired and trained company staff to international standards. Hired and managed local and US-based environmental consultants. Reviewed -- and modified as necessary -- procedures for stream crossings, erosion control plans, environmental management plan, waste disposal practices, revegetation plans, monitoring plans and remediation plans. Responsible for ensuring criteria specified in the EIA were implemented by in-house staff, outside consultants and field workers. Coordinated environmental activities with company management locally and overseas, Tanzanian agencies and the World Bank.
3. Environmental Coordinator for a gas pipeline / barge-mounted 360 MW power plant / transmission line in Nigeria for AES Corporation. Responsible for ensuring that the environmental work -- from site remediation to conceptual design, construction, commissioning and plant operations -- would be in compliance with national regulations and international environmental criteria. Selected and managed in-country and US-based consultants. Predicted impact of the plant on air quality, water quality and noise. Managed preparation of the EIA and obtained necessary approvals from Nigerian agencies. Prepared Environmental Management Plans, Spill Plans, Stormwater Plans, Waste Management and Disposal Plans, Emergency Response Plans and HSE Manuals. Ensured construction activities complied with applicable requirements. Determined plant's impact on air quality, water quality and noise during operations and prepared reports to demonstrate operational impacts were within applicable limits.
5. Deputy Program Manager for 150-person team of international environmental specialists in Kuwait to determine impact and rehabilitation costs of 1991 Gulf War on air quality and marine and terrestrial environments. Involved with designing and implementing laboratory procedures, air quality monitoring network, soil remediation techniques, revegetation plans, fisheries programs and social studies.
6. Health, Safety and Environmental Adviser for a 360 MW barge-mounted power plant in Nigeria for Ebute Power Plant. Provided advice on environmental monitoring requirements, test methods and recordkeeping.
7. Environmental Coordinator for a landfill gas – to – ethanol facility in South Carolina. Prepared environmental analysis and managed environmental approval process.

Managed environmental aspects during conceptual development, engineering design, permitting, construction, start-up and operational phases of major power plants, LNG terminals, pipelines, refineries and transmission lines in Latin America, the Caribbean, Eastern Europe, West and East Africa, the Middle East, Israel, China, the Philippines, India, the Pacific Islands and in the USA.
Conducted fatal flaw analyses at early stages of project development to ensure proposed projects were feasible from an environmental perspective.
Ensured design criteria were in accordance with governmental regulations, permit conditions, EIA limits and international criteria, and that any contamination present was removed and disposed of in accordance with acceptable criteria.
Evaluated, selected and managed environmental staff as well as host country and US-based environmental consultants.

Monitored noise levels, ambient air quality and water quality discharges for operating facilities and conducted audits to demonstrate compliance with authorized limits and approved procedures. Developed mitigation methods when issues were discovered.
Coordinated with local, State and Federal agencies and funding organizations to ensure that the project complies with their requirements.
