Logistic and Administrative Systems Specialist
Transportation and Warehousing Division a. Project Manager: Responsible of the coordination and execution of the following projects:
* Warehouse Management System (Oracle WMS) implementation, which includes the Warehouse and Inventory Management sections, and the simultaneous implementation of the Bar Code and Locator Systems in Oracle 11i.
* Overall Revision to the actual ACP Master Catalog item's descriptions and the introduction of graphs, pictures, diagrams and drawings, to ease the processes of acquisitions and other transactions.
* Development and execution of the division's strategic planning and use of best business practices as part of the Inventory Re-engineering Program.
* Bench Stock Consolidation Project responsible of consolidating all the bench stock dispersed throughout the different divisions in order to optimize and reduce inventory levels and costs.
* Inventory and Distribution optimization Project, to achieve more efficiency in the supply chain, both in-bounds and out-bounds. I had to ponder the application of List Price Agreements, strategic alliances, item rotation analysis, obsolescence policies, products reclassification, etc.
* 2000-2001 The design of the new warehouse for the relocation of the Main Warehouse and later transfer of all stock from the original site at Balboa Industrial Area to the new location at the former PX Military installations of Corozal West. My responsibilities included: stock & equipment optimization, building's safety, facility infrastructure remodeling, 25,000 plus line items transfer ($14,500.000 value of stock), building labeling and codification, documentation and communication policies and procedures, etc.
b. Purchasing Manager: Responsible for managing all purchasing functions of Locks Division, Maritime Department. Oversees the daily activities, reviews purchasing decisions, analyzes changes with new issues or materials. Provides leadership and creative direction to Purchasing Agents and Assistants. Ensures that products are purchased and completed on time and in budget. Work with vendors and marketing departments, carry out all the purchasing process using Oracle 11i information system purchasing application, performing markets surveys, purchase requisitions, requests for quotation, purchase orders, releases, contractor proposal evaluations, contractor's service evaluation, etc. Experience includes purchasing raw materials, specialize locks equipment and their parts, manufacture to drawing and spec parts, bar stock, casting, tooling, machine tool replacement parts and general shop supplies.
c. ISO 9000 Lead Auditor: Coordinator for the division. I am responsible of writing the procedures for the different processes of the division, based on ISO 9001:2000 standards. Coordinate the development and implementation of the different processes between divisions. Perform ISO internal audits to these processes in order to determine compliance to standards. Responsible of planning, conducting and supervising the internal audits which are performed by a group of internal auditors. Train personnel on the use and execution of ISO 9001:2000 standards in preparation for ISO recertification. Establish a continuous quality improvement system to evaluate and measure the processes in order to achieve the maximum efficiency of the system.
d. PREVIOUS POSITIONS AND EXPERIENCES IN THE ACP
o Quality Assurance Specialist: Revision and implementation of the quality policy of the company, technical support to the field units, revision of designs, drawings and specifications, technical support to material managers and warehousing managers, liaison between the field end users, the engineering department and the purchasing department. Inspection of parts and materials purchased for our inventory to make sure of their compliance with specifications. Materials include: electrical, plumbing, structural, mechanical, locks parts and equipment, marine, tools, paints, wire rope, lifting equipment and accessories, dredge parts, etc. I have leaded technical committees to evaluate the purchase of specialized equipment for different divisions of the ACP.
o Contracting Officer Technical Representative: Provide technical support to the Contacting Officer in supervising Technical Service and Preventive Maintenance contracts.
 COTR for the Elevators Maintenance Contract: Perform periodical surveys to elevators maintenance, inspections and tests performed by the contractor,. Make decisions for maintenance requirements, review invoices and approve payments and other administrative responsibilities of the contract to assure that contractor complied with the contract and ASME A17.1-3 "Safety Code for Elevators and Escalators".
 COTR of Pressure Vessels inspection Contract with similar duties.
o Excess Disposal Manager: In charge of Reverse Logistics Operations at the Panama Canal Authority, supervising all inbound and outbound flow of excess property generated and managing its final disposal. Responsible of handling, upgrading, classifying, pricing, storing, marketing and selling all the excess property generated throughout the entire company, strictly following CFR regulations. Responsible to manage and dispose of scrap ferrous metals, non-ferrous metals, recycle paper, burned oil and other recyclable material through auctions sales and contracts. Market a wide variety of goods through the different means available such as Internet, Intranet, telemarketing, etc. Responsible of making all units of the Panama Canal Authority follow and comply with disposal policies and regulations applying a strategically well designed, planned and disseminated program, providing follow-up and support to the units. In this position I need to make contact with people of different influence groups such as politicians, government officials, social organizations, NGO´s, etc.
o Operations Manager: In charge of ACP Warehousing Branch operations, which involves 121+ employees and a wide variety of equipment and accessories (forklifts, trucks, overhead cranes, mobile cranes, industrial sweepers, safety equipment, etc.). Responsible for the surveillance, handling, preservation, and distribution of more than 28,000 line items of inventory. Perform cycle counts and periodic inventories.
o Training: Supplied training to a group of administrative personnel of the Marine Department, in the different topics and knowledge acquired during my professional development studies in the Hubert H. Humphrey program at Penn State University, USA. These advanced studies were basically in the area of "Business Logistics Management", and the topics of intermodal transportation operations, purchasing, strategic alliances, third party logistics, quality program developments and environmental laws. I have trained all the personnel of the department in ISO 9001:2000 and Organizational Motivation topics.
Other Temporary Assignments: Project Engineer for Locks Division (for one year).
2. Azucarera Nacional S.A. (Sugar Industry) El Roble, Aguadulce, Panama
Electrical Engineer Manager 1/87 - 7/91
Engineer in charged of the Electrical Branch at the Sugar Mill. Responsible for managing maintenance and repairs of all the electrical equipment and assets at the sugar mill, including: Steam and diesel electrical power plants, motor control centers, electric distribution system, conveyors, overhead cranes, packaging machines, centrifugal machines, boilers, central air-conditioning systems, residential units, and a great number of industrial and commercial equipment and installations. (Supervised a total of fifteen electricians and electronic personnel). I was responsible of purchasing (local and international) all the electrical supplies for inventory. To achieve this purpose I had be in direct contact with supplier and forwarders, both national and international. I was involved in the cycle of the purchasing process: quotation, awarding, follow-up, inspection of received products, payment approval, etc. Responsible of the preparation for the budget of the department and responsible for it's execution.

During my career at the ACP, I have constantly received awards for the achievement of annual goals and objectives and for the outstanding performance of my duties. This includes: 7 Outstanding Awards, 4 Superior Awards, 8 Special Acts and On-the-Spot Awards. My most recent recognition received was a Special Achievement Award for my effort and participation as coordinator in the effort to re-certify our organization to the ISO 9000:2000 Standard last October 30, 2003.
