Project Manager for Camden Water Treatment, Distribution and Wastewater Collection
Direct charge of day to day operations for water treatment, distribution and wastewater collection.
Oversee process, process changes and laboratory procedures, direct all maintenance activities in both distribution and collection systems. Including main replacement, repair, service installation, repair, hydrant installation, repair, disinfection, sample collection. Developed a record keeping system for reporting to state regulatory agency and maintenance on system and assets.

3/2003 – 3/2007 Earth Tech Contract Operations New London Ct. Water and Wastewater
Project Manger for New London CT. Water, Waste Water, Distribution System, Collection System, Metering, Billing and Collection. The New London system services 45,000 customers through 13,000 water and 13,000 sewer connections. The Lake Konomoc Water Facility process 8 MGD and distributes it through 100 mile of pipe, 3 surface level tanks, 3 elevated tanks and 4 pumping station. The Thomas E. Piacenti Regional Water Pollution Control Facility receives and treats 10 MGD from the 300 mile collection system and 13 pump stations. The meter department is conducting a 6000 meter change out over the next 3 years. Billing is done quarterly and the outstanding balances have been reduced by 85% in the past 2 years. The staff consists of 4 managers and 31 unionize employees.
* Extensive experience in the day-to-day management of water and waste water utility operations, including process control functions for water and wastewater, sludge handling and personnel
* Prepare annual budget for all construction and operating accounts and for non-recurring major expenditures

1998 – 2003: American Water Services, Inc., NJ
1998 – 2000 Division Administrator for Kearny/ Harrison, Bayonne and East Orange, NJ Water
Systems. Serviced 375,000 costumers with 130,000 water connections from ½" to 16". All water was purchased and traveled through 15 miles of 72", 60" and 48" transmission mains and was re-chlorinated at several locations within the systems. The systems consisted of 1,100 miles of pipe from 4" to 36'' and 6,500 fire hydrants. The pipes are ductile iron, cast iron, asbestos cement and plastic. Repaired approximately 900 leaks to mains and services on an annual basis.
2000 – March 2003 Project Manager/Licensed Operator Wildwood NJ Water. System serves 12,000 customers through 11,000 service connections from October to May with 2.5 MGD.
June to September the demand increased to 12 MGD to satisfy the demand of a summer population of 150,000. The system consisted of thirteen off shore wells, three 1 MG standpipes, one 1.25 MG elevated tank, and four on island recharge wells. The pumping station is located 5 miles off shore and delivers water to the Island through twin 24" transmission mains after treatment with liquid bleach and a sequestering agent. The system is comprised of 95 miles of pipe from 2" to 20" consisting of ductile, cast-iron, and asbestos cement with 800 fire hydrants. During 2002, a state-of-the-art VFD, motor and pump were installed with a radio frequency SCADA system to monitor and control the pumping station. During the course of a year, 350 main breaks and service leaks were repaired, 1,100 meters were replaced and 100 services installed.
March 2003- May 2003 Project Manager North Brunswick NJ Water. This 8 MGD facility treats surface water from the Delaware/Raritan canal and supplies it to the city of North Brunswick through 7 miles of 24" transmission main. The water is treated with PAC, liquid bleach and a sequester agent. This water supplies 36,000 customers through 12,000 service connections, 1" to 10". The distribution system is made up of 4' to 20" cast iron, ductile and asbestos cement mains. Also one 1.5 MG elevated tank, one 2 MG stand pipe, a. 75 MG ground level tank and two booster stations. The system averages 250 main repairs a year and a change's out 800 meters annually.
1993 – 1998: Trenton Water Works, Trenton, NJ
Trenton Water process 36 MGD from the Delaware River and pumps it to a 100 MG open finished water reservoir by way of dual 48" mains. The water is distributed from the reservoir to five municipalities through 720 miles of 4" to 36" cast iron and ductile iron mains with 4700 fire hydrants. The system supports 72,000 services from ½" in to 20" and supplies 265,000 customers. Trenton averages 1300 main and service repaired, installs and replaces 500 services and changes out 8,000 meters per annum.
* Directed and supervised a staff of forty-seven employees consisting of seven construction crews, two curb-box and valve crews, two mark-out crews, and a hydrant repair crew.
* Assigned crews on a daily basis for water service repairs and water service installations, water main repairs and water main extensions, fire line cuts, fire hydrant installations and fire hydrant repairs
* Instructed and trained maintenance and construction personnel in all phases of safety procedures, including but not limited to, PPE, competent person, trenching and shoring and work zone safety management.
* Interviewed, evaluated and recommended for hire prospective employees for the following positions: laborer, water repairman, heavy equipment operator, supervisor, mechanic, and storehouse stock clerk.
* Specified vehicles for service crews, valve operation crew, and hydrant repairs crew as well as wrote vehicle bid specifications to meet the needs of the water utility.
* Assessed the need for replacement as well as determined the need for new equipment purchases
* Developed and implemented procedures for a valve operating program and a leak detection program to identify problem areas within the system and reduce water loss and facilitate emergency shut downs.
* Effectively worked with storehouse to maintain proper inventory levels to provide needed materials for emergency and planned work.
* Coordinated work between other operating units in the Water Utility including the Engineering
Office and the Meter Office
* Assisted subordinates and foreman in analyzing, identifying and determining effective solutions to distribution system problems.
* Served as liaison on behalf of the Water Utility with City officials, contractors, and customers
