WORK EXPERIENCE
United Nations Office for Project Services (UNOPS), Ampara, Sri Lanka
District Engineer, Community Access Programme (CAP) – European Union Funded
March 2007 - Present
A European Union-funded €30 Million labour-based village road reconstruction and maintenance project with core goals of constructing 400km of rural roads and developing an asset management/maintenance regime, carried out in the eastern district of Ampara, Sri Lanka over a period of approximately 3 years.
Roads were constructed using locally available lateritic materials, graded aggregate or water bound macadam basecourse materials and typically surfaced with a sprayed seal. Mortared masonry or concrete drainage structures were also constructed where required. The majority of the work was carried out using labour-based methods under direct supervision, and contractors were also used.
The project was implemented with Local Government Authorities, the Eastern Provincial Council and the Ministry of Provincial Councils.
Core duties included:
* Management of 4 Senior National Engineers and 8 Junior Engineers/Technical Officers as well as non-staff Technical Officers and Supervisors for planning, document preparation and construction of labour-based works (65 contracts, 125km, $6M);
* Selection of suitable roads following an Integrated Rural Accessibility Planning (IRAP) study;
* Liaison with local councils and community groups with regards to road selection, construction plans and requirements, ensuring fair representation and distribution of work to all ethnic groups where necessary;
* Mobilisation of communities to carry out the work, including ensuring all people who wanted to work were given a fair opportunity to do so;
* Preparation of Bills of Quantity and controlling costs to construct within the budget at a time when inflation caused many changes in transport costs, which affects both material and labour inputs;
* Planning of construction sequence including timely allocation of resources (machinery, materials and personnel);
* Ensuring Technical Specifications for source materials and construction quality were adhered to;
* Ensuring all paperwork and procedures, especially procurement practice and invoices, was completed or carried out within established rules;
* Training/mentoring of Junior Engineers, Technical Officers and Supervisors;
* Engineer to the Contract for roads tendered out to contractors, responsible for assessing and authorising claims, overseeing quality control, and ensuring works completed to time and budget (3 contracts, 13km, $1M);
* Manage extensive renovation of office and international staff guesthouse premises.

Construction Project Manager, Revive 2 (EGCAP) – USAID Funded
September 2006 – November 2007 (overlap with CAP project above)
The Revive 2 project was a USAID-funded US$1 Million labour-based village road reconstruction project with the aim of reconstructing 8km of internal roads and providing mass employment in a Tsunami and conflict affected community over the wet season, when both traditional and day-labour job opportunities are severely reduced. This project was carried out in Pottuvil town in the Ampara District over a period of 1 year.
Core duties included:
* Management of around 20 technical and support staff.
* Identification and prioritisation of roads to be constructed in consultation with the community;
* Setting up and managing a casting yard to produce approximately 1 Million hexagonal paving blocks, produced by 300 people at the peak of production;
* Managing traffic counting and site investigations, carrying out pavement design and overseeing construction;
* Ensure that all timesheets and expenditure reports were prepared in a timely manner so that all labourers could be paid on a weekly basis;
* Training local labour in concrete block laying and road construction to ensure some maintenance capacity was left behind in the community;
* Training/mentoring non-staff Technical Officers, many of whom were still studying;
* Full financial responsibility for the project including budgeting and reporting.

Construction Project Manager, Revive (ALRT) Project – USAID Funded
April 2006 – September 2006
The Revive project was also a USAID-funded US$0.75 Million concrete worker training project, where 2.3km of reinforced concrete drainage, 30 masonry culverts and 3 2.4m span reinforced concrete box culverts were constructed in Pottuvil town. This provided training for approximately 300 people in steel fixing and concrete mixing, pouring and compaction in preparation for the anticipated demand from contractors during the construction of a large bridge in the area.
Core duties were similar to those mentioned for the Revive 2 project above, but also included:
* Setting up office and hiring local staff;
* Co-ordinating and performing both field and classroom training;
* Establishing UNOPS presence in the area, and establishing and cultivating relationships with local and district leaders, including non-state actors that had significant influence in the area.

Regional Engineer, SIDA Project and USAID District Centre Roads Project
May 2004 – April 2006
This position involved the implementation of various sub-projects in the Eastern, Central and Southern regions of Afghanistan, with significant challenges including security issues in the East and South, and the limited experience of Local Engineers and Contractors.
Core duties included:
* Project identification, site evaluation, survey, design, tender preparation and tender evaluation of both sprayed seal and Asphaltic Concrete surfaced district centre roads;
* Working with communities to dress stone blocks for construction of a stone-paved road;
* Overseeing teams of National Engineers, and ensuring that they effectively monitored the works and accurately measured quantity and quality;
* On-the-job training of National Engineers including assisting them to interpret specifications and teaching about alternative methods for construction;
* Measuring work completed by contractors, processing payments and agreeing amendments/variations where necessary;
* Liaison with international Donors and their field representatives, Military personnel, national and international NGO's and other UN agencies, Local Elders and Government representatives at district, provincial and national level;
* Pavement Design using the AASHTO methodology and preparation of various design options for the feasibility study of a 109km Secondary road.
RoadCare Pty Ltd, Bunbury, Western Australia
Pavement Engineer, Main Roads WA Term Network Maintenance Contracts 5 and 6
April 2002 – May 2004
Providing technical support to RoadCare (a Fulton Hogan-Pioneer Road Services Joint Venture) on Main Roads Western Australia's Term Network Contracts 5 and 6 (10 year lump sum contracts, AU$130 Million, 4,500km sealed network). This contract required balancing the client's very "hands on" attitude and high expectations with tight financial constraints of the contract, and building a presence in a new market.
Core duties included:
* Fault identification and treatment scheduling for both routine and heavy maintenance tasks;
* Assisting with the day-to-day work assignment of routine maintenance crews;
* Management of a hand-laid asphalt crew (up to 5 staff) including sourcing, scheduling and pricing work and fully responsible for financial performance;
* Management of maintenance achievement database and development of associated short term maintenance procedures;
* Pavement rehabilitation investigation, structural design and review using AUSTROADS design guide methods and CIRCLY design software for maintenance rehabilitations to flexible pavements. Treatments included gravel overlays and rip and remake, typically with a sprayed seal;
* Asset management tasks including development of maintenance strategies and long term planning, high speed data analysis and pavement deterioration modelling using dTIMS (Deighton Total Infrastructure Management System) software, to meet contractual targets at minimum cost.
Fulton Hogan Ltd, Tauranga, New Zealand
Road Maintenance Engineer, Western Bay of Plenty District Council Road Maintenance
April 2001 – April 2002
Mainly assisting the Maintenance Manager with the Western Bay of Plenty District Council road maintenance contract (3 year schedule of rates, 1,300km sealed and unsealed network).
Duties included:
* Managing unsealed road strengthening programme, ensuring that supplied materials met specification through random sampling and testing, co-ordinating material supply with work programmes for the most efficient use of internal and external plant, and ensuring the end product met Council specifications;
* Fault identification and maintenance treatment selection;
* Site Engineer for a section of Tauranga's PJK expressway project Included construction and co-ordination of pavement and surfacing (sprayed seal and Asphaltic Concrete), kerbing, footpaths, guardrail, New Jersey barriers and street lighting by both internal resources and sub-contractors. This section had to be completed in a very tight timeframe to allow tie-ins to existing roads to be completed as temporary diversions before the busy Christmas period;
* Pavement structural design using AUSTROADS design guide and CIRCLY software, and deterioration modelling using dTIMS as part of a technical team for Fulton Hogan nationally;
* Some in-house laboratory experience conducting basic materials and construction tests.

As a recently graduated Engineer, working under Transit New Zealand's (New Zealand's National Highway agency) National Asset Manager in a regional office, performing tasks at both regional and national level.
