Project Test Engineer for the Department of Army Chem. Demil. Program "Speedy Neut" program. Performed engineering reviews, prepared specifications, engineering calculations, environmental engineering support, and operations support of a prototype Modular Agent Treatment System (MATS).
As Project Test Director provided supervision of installation crews for upgrades to the Army RTAP mobile laboratories. Inspector for factory acceptance testing, final checkout, and release of upgraded vehicles to the Army for their use. Job also required training of operators working with the new installation upgrades, troubleshooting, engineering support, equipment repair, and preparation of technical manuals including the RTAP Operations and Maintenance (O&M) manual. Successful project lead to follow on work.

Prepared process start-up and maintenance instructions for the O&M manual, and reviewed vendor data, process and instrumentation diagrams (P&IDs), process flowsheets, instrumentation and controls (I&C), specifications, cost estimates, etc.
Prepared Evaluation of Vortec Vitrification System Radionuclide Waste-Water Discharges at PGDP, examining DOE Orders, reviewed recommended Derived Concentration Guides (DCGs) for radionuclides and recommended radionuclide discharge limits for PGDP's vitrification system. Performed engineering and health physics calculations on a computer spreadsheet, evaluated process parameters, designed wastewater discharge system in the outfall and recommended discharge flowrates.
Conducted a process engineering review of the Environmental Assessment for the Proposed Treatment of Mixed Wastes at the Paducah Gaseous Diffusion Plant by Using the Vortec Vitrification System.
Prepared white paper reports: Evaluation of Incineration versus Vitrification Technologies at the PGDP; Evaluation of the Waste Information Tracking System; and Lessons Learned for the C-746-U PGDP Solid Waste Landfill. Examined mixed waste management issues and provided recommendations.

Prepared and reviewed Environmental Monitoring Plans (EMPs) for FUSRAP sites; reviews included Quality Assurance (QA)/Quality Control (QC) to ensure compliance with applicable regulatory requirements and DOE Orders.
Performed radiological dose calculations for hypothetical accident scenarios for FUSRAP Sites.
Reviewed engineering documents and drawings, conceptual design reports (CDRs), and cost estimates for DOE environmental projects.
Assisted DOE Environmental Engineers in compliance activities, appraisals, and site inspections. Prepared a Close-Out Report for the K-25 Decontamination and Decommissioning (D&D) Electrical Compliance Project. Also prepared Project Plans for the K-25 D&D Program.
Prepared a Chemical and Radiological Sampling Plan for the City of Oak Ridge Substation 800 Site.
Coordinated NEPA efforts between DOE/HQ, DOE/ORO, and Martin Marietta Energy Systems and reported environmental data accordingly while at the PGDP DOE site office.
Provided support to the DOE ORO NEPA Compliance Officer (NCO) at the Environmental Protection Division (ENVPD), including technical review of NEPA documents. Also provided support to the DOE ORO CRMC, assisting in the preparation of reports and Memoranda of Agreement (MOA) in accordance with Section 106 of the NHPA.
Prepared several EAs for the PGDP including Construction and Operation of the Waste Storage Facilities at the Paducah Gaseous Diffusion Plant and Construction and Operation of the Solid Waste Landfill at the Paducah Gaseous Diffusion Plant. Functioned as a technical liaison between the PGDP and DOE ORO personnel, and assisted in securing a FONSI for these EAs. Assisted in providing NEPA training for DOE ORO personnel and contractors.
Fully versed in waste treatment technologies, including bioremediation, soil vapor extraction (SVE), soil washing, in-situ electro-thermal treatment, and other innovative treatment technologies for soil and groundwater clean up. Gained full knowledge of computer programs such as VISITT and ReOpt, and used them to select innovative treatment technologies.
Participated on the Tiger Team verification for Portsmouth Gaseous Diffusion Plant. As Tiger Team member, verified that the findings were closed as stated using interview and other investigative techniques.
