SUMMARY OF QUALIFICATIONS:
Over 25 years of diversified experience in the natural gas transmission and distribution pipeline industry. This experience includes managing and supervising company staff, contractors, and engineering consultants for large pipeline and facility projects. Responsible for the technical accuracy of engineering plans, review of construction, operation and maintenance specifications and procedures, assessment and selection of potential contractors, validate the installation and construction of pipelines and facilities meet DOT CFR 49 Part 192 and company guidelines, and ensure projects are completed on time and within the specified budgets.

PROFESSIONAL EXPERIENCE:

SUPERVISOR DISTRIBUTION OPERATIONS. Virginia Natural Gas, Inc.
Norfolk, Virginia. May 2005 – October 2000.
Manage the operation, construction, and maintenance of a 155-mile, 24" transmission pipeline system designed to ANSI class 600 and appurtenances, which includes sixteen point of delivery stations that deliver natural gas to the City of Richmond, Columbia Gas of Virginia, Dominion Power, Virginia Natural Gas, and numerous large industrial customers which includes combined and simple cycle combustion turbine facilities. Accountable for the safe delivery of natural gas to over 150,000 residential customers.

Most recently managed the "Mid-Atlantic Expansion Project" which involved replacing segments of transmission pipeline due to changes in class location. This project also included modifications to several large points of delivery stations, which involved installing flow control valves and revising station piping. Besides managing the overall project, I supervised and inspected all facets of the project from the interpreting and verifying the results of a class location study from "Front End Engineering Design" (FEED) through construction. The engineering and construction time frame to complete the project was of short duration and funding was limited. The project was completed ahead of schedule and 10% below budget allocation of $1,000,000.

I was responsible for administering budgets for four departments for an annual amount of over $1,500,000. Budget items include departmental payrolls, as well as funds for all operations and maintenance activity. Over the last 5 years I have consecutively reduced budgetary spending an average of 8% annually while continuously increasing productivity and scheduled maintenance work. I supervise and coordinate annual contracts for system construction, operations support, and maintenance, right-of-way mowing, site vegetation control, and aerial patrol.

I was a founding member of the "Risk Management Oversight Committee" for the company. I functioned as a consultant to design engineers, construction inspectors and other supervisors on matters of pressure control, system operation, tapping and stopping, outage planning and other high profile projects throughout the system.

I administered the company's participation in "Miss Utility", which monitors contractors and ensure they excavate safely near pipelines and facilities. Responsibilities also included managing a maintenance contract on an additional 16-miles of transmission pipeline, appurtenances and associated meter and regulator stations.

SUPERVISOR AREA OPERATIONS, HANOVER DISTRICT. Virginia Natural Gas, Inc.
Norfolk, Virginia. October 2000 – September 1995.
Managed district operations and construction department serving Hanover, New Kent and Charles City counties. Duties included the development and tracking of annual capital and operation and maintenance budgets of $2,500,000. Administered and coordinated annual contracts for pipeline contractors and engineering consultants. Participated as assistant team leader on annual contract review team, which continuously sought improvement in contract language, contractor performance, quality and other contract related issues. This team rewrote and restructured the company's standard annual contract for a total annual savings of $6,000,000 company wide.

I awarded pipeline contracts based on competitive bids, coordinated, inspected and commissioned pipeline projects, verified and approved contractor invoices, confirmed "as-built" construction plans. Managed a parts and material inventory that had a monthly account worth $115,000.

GAS SERVICE MECHANIC. Virginia Natural Gas, Inc.
Norfolk, Virginia. September 1995 – March 1979.
Performed construction inspection on a 155-mile, 24-inch, 1250 psig, transmission pipeline which included coordinating and supervising a team of pipeline personnel, commissioning, testing, and pipeline start-up activities, which included associated meter and regulator stations. Planned, scheduled and performed all operation, maintenance, preventive maintenance, procurement and installation of appurtenances; analyzed malfunctioning equipment and controls, recommended solutions and modifications to Corporate Engineering, supervised repair, ensured compliance on required DOT and company inspections for fifteen meter and regulation facilities and fourteen main line valve sites. Responsible for the proper operation and maintenance odorization equipment, performing meter proving and verification, instrument maintenance, calibration, and repairs. Other duties included maintaining a company welder certification for the installation of line pipe, hot tap's and stopples, and the construction of meter settings and regulator stations. Invented a pressure control system for the company's largest meter setting at a combustion turbine facility which alleviated control issues that seriously affected quality of service to the customer, this system is still in service with no modification since 1991.
