Employment History.

Presently. Regional Airports Manager, for the Territorial Government of Nunavut. Responsible to the Regional Superintendent for the regulatory compliance and operational efficiency of Baffin Island airports. The work encompasses contract "request for proposals," (RFP.) negotiation and implementation with independent consultants, contractors, municipal, regional, federal and other government authorities/agencies. Management and operation of regulated standards, regulations and programs. Purchase and procurement of goods and services. Vocational skills training. Providing technical leadership to trades & ground staff.

1995 - Owner CEO of Mill-Air Service Centre Inc., A general and service engineering company with various franchise for both 2 and 4-cycle engine equipment manufacturers. Beyond the basic dealer services provided, the business specialized in very elaborate chassis and high performance engine modification. Provided dynamometer test, repair and certification on outboard and inboard engines. In addition to managing the billing, performance, quality and throughput or our service, parts and sales operation, I maintained a very hands-on management style for all other day to day operational aspects of the business.

1991 – 1994. Marine Engineer. British Columbia Ferry Corporation. Completed WHIMS training and other marine technical and safety training courses. Served as a relief engineer on a number of BC Ferries operating out of Vancouver BC. As engine room staff I was responsible for the safe operation of the vessel and its equipment. This included diesel main engines, gearboxes, steering gear and all related equipment. Pumps, air starters, valves, piping, electric's, controls etc., The majority of the on-board work is running repair, preventative maintenance and system monitoring.

1985 – 1990. Project Engineer. Hunting Technical Services. US$20M Agricultural community development project in Mozambique funded by ADB. Maintained engineering management database. Reporting to the project leader for all engineering services, maintenance and rehabilitation activities – this included purchase and international procurement of engineering consumables and capital equipment. New construction and technical leadership to trades and field staff.

Project Engineer. US$15M Tsetse fly eradication project in Somalia. UK funded. For very time sensitive turnkey night-time aerial application of insecticide by low flying aircraft, I constructed 2 x 4000 ft aircraft runways, together with aircraft re-supply/service facilities and accommodation for a 30 man flying and 30 man ground crew. Reporting to the team leader and responsible for optimum availability all surface maintenance equipment and services. Included purchase and international procurement of engineering consumables and capital equipment

Project Engineer. US$50M Agricultural and National Water Corporation, tube well rehabilitation project in Western Sudan. tri-partied funded. UK/EU/UN. Reporting to the project leader and responsible for 800+ units of mobile equipment and 300+ wells, together with associated service installations over a huge geographical area. (100,000 sq. miles.) Vocational training to maintenance trades and equipment operators. Instigate international procurement process by preparation of RFP's for capital equipment, and associated engineering goods and service.

1983 – 1985. Branch Engineer/Business Development Manager for Scottish Power Services. The Scottish national distributor for Rolls Royce and Perkins industrial engines. Providing dealer support to N.E. region of Scotland and the UK North Sea oil and gas industry. Reported to the CEO, activities and developments of the Aberdeen branch which I was wholly responsible for. Generated a bigger market share in the parts and service business, primarily by offering innovative turnkey solutions to consumer concerns, in the form of convenient service maintenance contracts, which I designed, prepared and implemented.

1981 – 1983. Plant Superintendent. Employed by Roughton & Partners seconded to UK ODA on a road construction project in Southern Sudan.
Technically difficult work in a very remote location with absolutely no locally available service support resources. The operations management, logistics and extensive equipment which I was responsible for maintaining, constructed a total of 84 kms of road together with all the necessary culverts and bridges within my contract period. I was instrumental in establishing a roads maintenance programme for the local regional government.

1978 – 1981. Plant Manager/Chief Engineer. Prospect Estates Ltd., (PEL.) Tortola, British Virgin islands. PEL was a large holding company with numerous and substantial interests throughout the region. I was responsible to the absentee owner for the operations and profitability of the dredging and equipment rental companies, and all technical plant and equipment issues relating to the other associated BVI companies/facilities. Hotels and executive properties.

1977 – 1978. Mechanical Workshop Supervisor. Jedco Corp, Jeddah, Saudi Arabia. Jedco is the national distributor for Porsche and Volvo automobiles and construction equipment in the kingdom. I instructed third country nationals in repair techniques and automotive engineering technology.

1969 – 1977. Corporal. Royal Electrical & Mechanical Engineers. Army apprentice, trained as HD mechanic and auto electrician. Also completed some specialized military skills training. My duties revolved around R&D, vehicle, plant & equipment inspection, technical evaluation and operator training. Supervised junior inspection staff.

A British/EEC passport holder - I currently live and work in Canada under my Canadian Landed Immigrant/Permanent Resident status. Presently an employee of the Government of Nunavut, based (bachelor status.) in the Canadian High Arctic where I am the Regional Airports Manager and part of the Nunavut (Baffin Region.) emergency management organization, (EMO) as a duty officer and first responder for community, maritime and aviation emergencies. My earnings for 2003 were CAN$104,000.00 Although I find the work both challenging and technically interesting - the duty cycle of 1.5 days per month is inadequate in light of the cost and travel time involved.

Whilst being sensitive to local customs and cultures, I have always been proactive in encouraging a healthy dialogue and relationship within the local community to foster a positive and productive working environment. I have some working knowledge of colloquial German, Arabic, Swahili and Inuktituk.
