Established and initiated a QC program for Zachry's Construction and Maintenance responsibilities. Tested and Qualified welders per ASME Sect IX. Directed and documented over 50 ASME Sect VIII Vessel Repairs. Erected, installed and tested (4) Combustion turbines, (4) Heat Recovery Steam Generators and (1) Steam Turbine. Fabrication, erection, installation and testing of a Selective Catalytic Reduction (SCR) reactor module for the purpose of reducing NO2 emissons. Maintained dual role as Jacksonville Electric Authority (JEA) site QC Manager and Zachry QC Manager during the construction and erection of (2) 300MW Centrifugal Fluid Bed Boilers in Jacksonville, FL. Testing and examination of all pipe and vessel welds. Mapped all welds and gave each weld a number. QC team monitored all welding, testing and examinations of welds. Assured all welds were inspected per specification and contract. Coordinated all QC functions of Zachry QC personnel as well as JEA QC personnel. Scheduled all third party inspections and testing. Maintained financial records and budget.

Initiated and maintained a site specific cost/budget program to meet US Government environmental contract requirements. Performed maintenance activities on Mechanical equipment, piping, vessels and structures.
Set-up Sub-Contractors site logistics/activities and audited their site programs and procedures to assure proper installations, testing and examinations were per outlined budget. Worked directly with finance team.

Coordinated Supervision and welder activities during pipe fabrications, pipe welding and pipe installations. Performed weld trouble-shooting. Many pipe welds (prior to my arrival on site) were not accountable either during fabrication, welding and/or installation. Coordinated a Construction Management team and a QC team of personnel to search drawings and match field welds to the drawings/iso's. Identified additional welds not on drawings and welds which were deleted due to installation drawing changes. Counted and numbered all welds per Iso. Assured all test and examinations were performed on each and every weld through documentation. Completed weld mapping, testing and documenting of all welds on site. Client was satisfied.
Coordinated another team of QC personnel to perform all required inspections on site and monitor/witness all testing on site. Coordinated all activities of Third Party NDE contractor while performing required examinations on site.

Coordinated the construction efforts of Sub-Contractors to assure each had an area to safely work at any given time. Audited Sub-Contractors for adherence to their required Safety and QC Program and Procedures. Supervised the inspection, repair, removal and replacement of boiler parts to include water tubes. Supervised crews during rework of Jack-Up Rigs and a other types of oil rigs brought to the yard for repair and overhaul. All rigs were delivered with major list of items to be replaced or repaired. The extent of work varied from structure, handrails, decking, helipads, piping, machinery, cranes, motors, engines, electrical, architectural, pantry, kitchen, and welding. Fabricated oil rig modules from drawings having very tight tolerances and shipped to Louisiana for assembly. Monitored budget closely due to hard dollar contracts.
