EXPERIENCE
30 years of experience in conducting and managing arctic engineering and construction projects. He has provided senior direction to numerous field investigation, design and construction projects for northern facilities, arctic pipelines and petroleum facilities, offshore gravel islands and drilling structures, and northern mining developments. In addition to his administrative and managerial experience, typical direct project experience for Mr. Stangl includes the following:
Northern Pipeline Projects
* Lead geotechnical engineer for Vankor Oil Field Development project in western Siberia
* Geotechnical studies for Yamal Peninsula Oil and Gas Projects in western Siberia
* Principal engineer conducting general research on state of the art embankment design in permafrost regions lacking good quality local construction materials. In addition to Canadian, US and Scandinavian firms, Russian design bureaus were contracted to provide information on Russian techniques and practices.
* Project Manager for a mechanical trenching feasibility study for several natural gas pipeline routes from Prudhoe Bay to tidewater in southern Alaska.
* Lead Arctic Engineer for a gas pipeline feasibility study for both southern and northern routes from Prudhoe Bay to Edmonton, Alberta.
* Senior Geotechnical engineer responsible for preliminary route evaluation of the onshore Sakhalin oil pipeline in eastern Siberia.
* Managed evaluation of foundations at Pump Station1 in Prudhoe Bay. Foundations consisted primarily of refrigerated concrete slab on grade.
* Conducted numerous geotechnical exploration programs for natural gas pipelines along the Alaska Highway in the Yukon and various locations in the Mackenzie Delta. Supervised several onshore borrow materials investigations and evaluations in the area of potential petroleum development and along pipeline corridors.
* Supervised a number of major airborne geotechnical drilling and reconnaissance programs along several thousand miles of proposed pipeline routes in the high arctic. Work included terrain mapping, airphoto interpretation, and ground truthing. Projects were carried out over a period of eight years.
* Directed the geotechnical evaluation of full scale mechanical trenching tests for a buried natural gas pipeline in extremely cold permafrost conditions in the Canadian high arctic.
* Managed several extensive frost heave and thaw settlement laboratory testing projects for Yukon Pacific natural gas pipeline study. These projects included development of new test cells and testing methodologies.
* Responsible for investigating a proposed 80 mile marine pipeline crossing of the Northwest Passage in 1500 foot water depth.
* Project Manager for a geophysical survey using Ground Penetrating Radar to define locations of underground structures at the West Dock VSM Installation site in Prudhoe Bay, Alaska.
Large Arctic Civil Projects
* Resident Engineer during winter construction of Northstar Island, an artificial island in 45 feet of water in the Beaufort Sea, Alaska. A comprehensive construction surveillance and testing program was performed. All aspects of construction QA/QC including ice road construction and maintenance, borrow excavation, fill placement, pile installation and manufacture of concrete slope protection blocks were under his direction.
* Responsible for field crews conducting construction surveillance and field testing of earthworks and concrete foundations for the Endicott Project, Prudhoe Bay, Alaska.
* Supervised on-site technical Quality Control for site and borrow investigation conducted by another geotechnical consulting firm at the Endicott Project site, Beaufort Sea, Alaska.
* Project Manager for geotechnical field work and design of erosion control structure at Nenana, Alaska. Study also involved evaluation of rip-rap borrow sources.
Onshore and Offshore Arctic Projects
* Project Manager for several offshore over-the-ice site investigations conducted in the Beaufort Sea for offshore exploration structures. Projects were performed utilizing heliportable, track mounted, and rolligon mounted drill rigs.
* Specialist review and feasibility of offshore shallow water causeways in the Beaufort Sea.
* Project Manager for geotechnical field programs for proposed mobile drilling structures and gravel island sites in the Beaufort Sea.Projects included geotechnical drilling, cone penetrometer testing, and foundation conditions analyses.
* Project Manager for summer offshore site investigations and instrumentation installations for the SSDC mobile drilling structure in the Beaufort Sea.
* Responsible for design and installation of slope movement, settlement, and temperature instrumentation for artificial islands and several onshore projects on the North Slope of Alaska.
* Responsible for several offshore and onshore granular borrow investigations along the North Slope of Alaska.
* Project Manager for many geotechnical site investigations and construction surveillance projects for pile supported structures in permafrost in numerous arctic communities.
* Involved with field investigation and design of several thermal tube foundation systems on Alaska's North Slope. Some thermal tube systems were designed to existing structures which were experiencing severe foundation settlements. Also provided input to the construction of the Barrow Utilidor System.
* Was extensively involved with remote arctic geotechnical exploration programs throughout northern Canada and the Arctic Islands.
* Project engineer responsible for several offshore artificial island investigations in the Mackenzie Delta and Beaufort Sea.
* Directed field instrumentation installation and monitoring program on shallow water artificial islands in the Mackenzie Delta and Beaufort Sea.
* Conducted several onshore borrow investigations and evaluations in area of potential petroleum development and along pipeline corridors.
* Project Manager for a dock condition survey and structural review of four dock facilities in Cook Inlet. Included an engineering report on the state of condition of the piers, a photographic and video log of the facilities.
* Project Manager for a site investigation and engineering analysis for a proposed loading dock facility in Cook Inlet, Alaska.
* Project Manager for several major site clearance programs in the Beaufort Sea during the summer season. Projects included geotechnical borings as well as geophysical surveys.
* Involved with design of remedial measures to mitigate severe gully erosion at a water reservoir site in ice rich permafrost terrain at Kuparuk on the North Slope of Alaska.
Mining Projects
* Conducted aerial and ground reconnaissance in permafrost terrain at the Donlin Creek prospect near Aniak, Alaska, to determine topography and subsurface characteristics for potential development sites of a tailings dam, plant site, and access routes for a large open pit mine.
* Project Manager for Cominco's water diversion dam project at Red Dog Mine. This fast track project included site investigation, dam design, permitting, specifications and construction surveillance.
* Responsible for several winter geotechnical site investigations of the ore concentrate storage building at the Cominco Red Dog Port Facility and millsite structures at the Red Dog Mine Site, Alaska. These structures were located in an area of warm ice-rich permafrost soils.
* Responsible for several construction inspection projects for the Red Dog road and mine facilities over a period of three years.
* Project Manager for feasibility design activities at the Fort Knox Gold Mine. Specific assignments included detailed pit slope stability prediction and pit orientation effects evaluation, design of roads and dams, and development of stability concepts for over 5 miles of sidehill diversion canal. Permafrost, surface hydrology and groundwater studies were also conducted.
* Project Manager for geotechnical and geophysical site investigations at the proposed Pogo Prospect north of Delta junction. Specific assignments included evaluation of several siting alternatives for "dry stack" tailings storage as well as more conventional tailings impoundments. Groundwater and ground temperature studies were also conducted. Permafrost was a major design consideration.
* Responsible for waterborne geophysical survey of the dock face at Green Creek Mine.
* Performed preliminary field and office feasibility studies for new mining developments in the Nome area. The work included siting of tailings dams, water dams, and mine facilities and evaluating on-site construction materials.
Environmental Projects
* Project Manager for several Milne Point drilling waste reserve pit closures. Projects consisted of conducting environmental soil borings, thermistor installations and a laboratory analysis program.
* Project Manager for geotechnical site investigations at the Central Drilling Solids Disposal site at the Beluga River Gas Field. Responsible for the recent installation of ground water monitoring wells at this site.
* Project Manager on the Kustatan Well Pad and Reserve Pit project. Responsible for geologic, geotechnical, hydrogeological and Solids Waste Disposal permit application proceedings.
* Project manager for several Phase I environmental assessments ranging from gravel pits to commercial facilities.
* Project Manager for a subsurface facilities investigation and inventory assessment to locate buried objects, debris, and materials at hundreds of locations including production facilities, well pads, storage yards, roadways and runways in Kenai and Beluga.
