* Finished civil works on schedule by working around six-month design delay.
* Employed unusual construction methods demanded by site conditions, e.g. cableways, cyclopean concrete, hand-drilled tunneling, and placing concrete through chutes up to a half-mile long.
* Evacuated staff on foot when civilian roadblocks shut job down. Protected archaeological discoveries.
Wastewater Treatment Plant Inspections, Puerto Rico (2000)
* Inspected over 20 WWTP's owned by PRASA (Puerto Rican Aqueduct and Sanitary Authority) on behalf of Chase Manhattan Bank, bondholder. Identified issues affecting operability.

* Oversaw engineering and bidding of procurements and specialty works for 80 MW powerhouse, the first privately developed powerhouse on US Army Corps of Engineers (COE) property in history.

* Managed production of specifications for four wastewater treatment plants, dredging, and flood control works in Spanish. Good specifications resulted in few claims during construction.
* Developed prequalification documents and procedures according to Japanese lender's requirements.
Chief Engineer, Valparaiso Water and Sanitation Project, Chile (1995-1996)
* Performed constructability reviews of water and wastewater system designs and specifications.
* Administered engineering contract with aggressive local public sector client, in Spanish.
* Developed bid and prequalification documents, in Spanish, to Japanese lender's requirements.

Construction Management Consultant, Monterrey IV Wastewater Project, Mexico (1993-1995)
* Engineering/construction oversight of turnkey construction of three secondary wastewater treatment plants. Reviewed and approved designs of over thirty large basin structures.
* Led slip-form crew to world-class performance on six large digester tanks, finished in 11 weeks.

Senior Resident Engineer/Resident Engineer, Greater Cairo Wastewater Project (1985-1993)
* Led under-funded Egyptian public-sector contractor to complete large, deep pipelines in crowded city. (Work had previously been awarded to a large US contractor who failed to perform.)
* Personally managed public disturbances caused by concerns about construction vibrations in the aftermath of Oct. 12, 1992 earthquake, which had caused extensive damage and 800 deaths.
* Prepared contract documents, estimates, oversaw bidding and construction, obtained permits, arranged utility relocations for concrete pipelines installed by US contractor. These were the largest, deepest pipelines ever designed by Black & Veatch. Completed construction ahead of schedule.
* Defended Owner against third-party liability claims associated with deep trenchworks in narrow streets.
* Conceived / kicked off Sphinx Emergency Project to clean up sewage-contaminated groundwater affecting the monument, in response to international concerns about its deterioration.
* All work was funded by, and administered according to, USAID regulations.
