EXPERIENCE AND ACCOMPLISHMENTS
Nov 2002 - present: Self employed as PTI/PSS/E consultant and new generator connection assessment consultant.
Using PTI/PSSE Transient and Linear Analysis Programs I have calculated EIGENVALUES of a group of generators. The eigenvalue results will be used to design and tune the respective power system stabilizers (PSS). Recently completed various connection reliability and connection assessment studies for the IMO/IESO.

Using PTI/PSSE Load Flow and Transient Study programs and based on the existing guidelines (PPG), which include voltage, transient, relay margin, thermal, load (mw, mx) etc criteria calculated OSL for the following Ontario system interfaces:

- Ontario-Manitoba Interconnection Flows.
- Sudbury Flow West

* Provided short term planning studies to the Planning and Technical Depts.

Note: I am providing below the details of my extensive Outage Coordination, Integration and Management experience:

Here in Ontario we apply an Outage Coordination procedure called the WINTOP, i.e.: Weekly Integrated Transmission Outage Plan. This plan has several levels:

Level I: The real time BES (Bulk Electricity System) operations including the forced outages. In case of forced outage, immediate emergency operating limits are provided by the outage coordination to the system control operators and after performing studies these limits are updated.
- Level II: One week or 7 days period, starting every Friday. In this time slot, using all the approved outages the BES 'operating window', FERC:889:TTC/ATC, is calculated. No outages are accepted from the field in this period. Using
- PTI/PSSE transient, voltage and thermal studies are performed
- Using the market rules, the BES demand and the resources are also established.
- Level III: Five weeks period. In this period all the BES security related outages are identified and resolved. Outages from the field may be accepted. BES operating window is calculated and updated as required. Majority of the outages are processed, finalized and approved in this period.
- Level IV: Six week to two years period; Major Power System component changes such as
- HV transformer replacements, which may require extended outages, are processed and approved. In case of extended outages (> 6 weeks) the ABB EMS software may need modification because some extended outages (i.e. Critical Elements) may degrade the definition of the normal system and n-1 system. This period also covers small system upgrades and short term system planning items such as adding reactors and/or capacitor banks etc.

The above WINTOP plan is also a part of the IMO/IESO Market Rules, FERC:888/889. The whole WINTOP process is fully computerized and there are about ten participants located in the various geographic location of the BES who use this process. All these participants, (i.e. field/regional office and construction staff, generating stations, weather office, control room, outage coordination, MISO, NYISO, studies section etc.) must follow their fixed time to enter and update the WINTOP file. Generally the WINTOP process, regular face to face meetings are not required. However, there are the weekly meetings, next to the control room, to finalize the available transmission (FERC:TTC/ATC), the load forecast, the required resources (i.e.: IESO generations(MW & MX) plus imports from NYISO, MISO etc.) and the market prices for the next 48 hours of the market.
