Summary

My name is David Paul Schenk, born in Billings, Montana, August 2, 1958 to Fred and Ruth Schenk. I attended Forsyth Public Schools continuously, until my graduation in 1976. I lived and worked on my parents farm/ranch/trucking operation though school and intermittently to current date.

John Prince of Prince Inc., a sand gravel /specialized transportation business, hired me in 1975 to perform light maintenance on heavy equipment, class 8 trucks and light vehicles, also performed shop cleanup and equipment cleaning. This I done after school and when I graduated from high school I also operated the equipment until 1977.

At that time I applied for and was considered for a operators position at Rosebud County Road Department, where I operated equipment and performed all phases of equipment, road, highway and building maintenance.

In 1980, I applied for and was awarded a position at Peabody Coal Co.'s Big Sky Mine located south of Colstrip, Montana. I performed labor tasks, operated heavy and stationary equipment, as well performed down to last bolt repairs of same equipment, as a class 1 mechanic.

A hobby of rebuilding car engines got me interested in the business of remanufacturing gas and diesel engines, and 1985, after much thought I decided to operate my own business full time. I operated DC Machine from 1979 to 1994, where I learned about the impact of public relations and accounting. The competition in my area became so fierce that no money could be made. Even though my clientele was fairly large, the loyalty was becoming harder for them to justify the extra cost. So I ceased operations, applied for other work, and I am proud to say that I continued to honor any possible warranty problems until my obligation was cleared.

Bart Kraus, of the Rosebud County Road Department, hired me June of 1994, to fill a shop mechanic position, which I held until in 1999, when major tax roll reductions caused a major reduction in labor, including the mechanic position.

At the end of 1999, I applied for and was hired by Scott Wagner, of High Plains Stone Company in Littleton, CO. At High Plains Stone Company I am responsible for all shop building maintenance and repair as well as satellite shop buildings and all equipment, mobile and stationary, down to last bolt rebuilding as well as accounting and purchasing.

My continuing education has come from the “School of Hard Knock's” of which I am still enrolled in. With an exception of a few seminars, my ability to find, read, understand and apply service and technical information has allowed me to perform quality repairs and accurate cost accounting figures. I feel that I have had exposure to many facets of heavy thru light equipment management, operation, maintenance and all phases of repair, to be a valued employee that would allow me to do the best possible job for you.

Hired on as 1 of 3 mechanics on late 1999, Remained as sole mechanic and became responsible for all shop, equipment and stationary equipment last to last bolt repair. I was responsible for creating and maintaining a maintenance plan, recording said plan and a permanent record and performing all phases of maintenance and down to last bolt repairs to all company owned mobile and stationary equipment. The following tools used, other than typical hand tools, include Caterpillar Press Group, Caterpillar portable line boring tools. Hired on as a shop mechanic, in a few months I asked for and was awarded a raise in pay. I did not get what I asked for, but what the Commissioners offered was good and was also awarded lead mechanic. I was responsible for creating and maintaining a maintenance plan, recording said plan and a permanent record and performing all phases of maintenance and down to last bolt repairs to all County owned mobile and stationary equipment. The following tools used, other than typical hand tools, include Caterpillar Hose Press Group, Caterpillar Pressure Test Group, Caterpillar Engine Cranking and Charging Test Group, Caterpillar Tachometer Group, Caterpillar Nitrogen Charging Group, South Bend 18 x 96 engine lathe, JET bench top milling/drilling machine, Torch Mate track torch, Lincoln 205 MIG welder, Various adjustable hand reamers, Various micrometers, gages, and dial indicators, Mobile Air Conditioning Service Tooling, Linde Plasma Arc Torch, Smith and Victor Oxy/Acet torch, Snap-On Charging, Starting and Battery Analyzer and retrieved information from Caterpillar's Service Information Retrieval System, Truck Engine Magazine. When needed in the field, I also performed manual labor, repaired and operated equipment, which include the following equipment; Caterpillar D7G, 966D, 627B, 627F, 140G, 140H, and 12E, Clark 75C and L30, John Deere 644B, 644G 862B, 770AH,770BH, 310D and 450G, Ford, Peterbilt, Kenworth, White and Autocar class 8 trucks, and belly dump gravel trailers as well as a detachable gooseneck 50 Ton lowboy trailer. I have actively been involved in repair parts procurement for equipment and supplies for road maintenance while complying with the Value Engineering law and working well with in the limits of budgets. In 1999, the repair parts was in complete compliance with the General Accounting Office's, in Washington DC, procedure of accounting requirements. This task was done with an inventory control file that I created, and has automated, increased the reliability and accuracy of the inventory, that is based on Microsoft's Work for Windows 95. This is very desirable because I can adjust all fields to fit the job required at any time, something that can not be done with canned programs. In 1997, my supervisor and I purchased and installed Caterpillar Inc.'s Maintenance Control System. The features of this program provided enough information for us make accurate and reliable comments to the Commission on the condition, operating cost, availability and when to trade, all of the counties equipment. Also a feature of the program helped us with accurate figures for budget purposes. This has saved county taxpayers $100,000.00 over the last 2 years and has allowed the mills to the road department to lower!

I was also directly involved with compliance with DEQ regulations, including the conception, research, design on CAD, procurement of supplies, actual construction and submittal of compliance of Class V Injection Well regulations, to the DEQ. Attended OSHA and MSHA safety inspections and made sure all problems found were corrected.
In the absence of the Superintendent, I was responsible for 22 employees and was also involved in the hiring process. Warranty and follow up consideration of newer equipment was also an item that I was responsible for and was directly involved in projecting figures for annual budget calculation.

DC Machine, Owner 1979-1994
A hobby of rebuilding engines generated enough interest to make owning and operating my own business very possible, so I purchased a few more pieces of equipment to round out existing equipment, and started out making big money. My business specialized in the complete remanufacture of gasoline and diesel engines, starting motors and alternators. Operations included hot tank cleaning, crack detection, complete head work using a Winona/Van Norman head machine, Sioux valve and valve seat reconditioning equipment, cylinder block reboring with a Van Norman portable boring bar and honing with hand hones, block deck and cylinder head fire deck resurfacing on a Winona/Van Norman surface grinder, crankshaft measurement and condition determination with Starrett tools, regrinding and polishing on a Van Norman 111 crankshaft grinder, and connecting rod rebuilding with Sunnen Rod reconditioning equipment. I also provided general machining services using a New Haven 36 x 144 engine lathe, Cincinnati Super #3 milling machine, indexing parts of a circle with either a rotary or a dividing head.

I purchased an IBM XT in mid 80's. Wrote some programs using the BASICA that was installed in the computer and ran my business with a DAC Easy Accounting software. In 1996, I purchased an IBM Aptiva, running Window 95' and Microsoft Works for IBM, Soft Key CAD Complete, Caterpillar Inc. MCS, Kodak and Micrografx Picture Publisher and Quicken Accounting software. At Rosebud County, I operated a IBM clone and Compaq laptop, running Windows 95', Microsoft Works for IBM, Caterpillar Inc. MCS, Kenwood radio programming software, Ecad, Explorer 4.0 and Quick Books. Recently operating Hewlett/Packard Pavilion mx70 running Microsoft Windows ME.
