Key Qualifications
Mr. Lee is a Planning Manager & Project Controls Manager in program management, construction management and project controls for rail, airport and community development projects. His strength is in developing procurement strategies, Work Breakdown Structure, Cost Controls, Document Control (Primavera Expedition 10.0, Aconex) and scheduling using Primavera 6.0 and P3. Mr. Lee leads the pre-qualification and selection of contractor and prepares tender evaluation report. In addition, he is also an experienced Highway and Bridge design engineer. He is responsible to develop WBS structure, procurement strategies, tender and prequalification procedures for Qasr Al Hosn Rehabilitation project. He develops the Project Master Programme in Primavera 6.0 for pre-qualification, pre-tender, tendering and construction programme of the WBS. He is in charge of Cost Control reporting and preparation of Monthly progress reports and Budget Reports. He perform constructability review of PBUK Design Drawings for Site Enabling Work, Civil & Structural Design.
Lead Scheduler, Runways & AUH Midfield Terminal, UAE

Developed procurement strategies for Midfield Terminal for the expansion of Abu Dhabi International airport. In charge of program management and construction management of Rough Grading (Earthworks), Terminal Apron, Airfield Ground Lightings, Midfield Terminal. Developed Airport wide Work Breakdown Structure, Master Schedule using Primavera 5.0.and identified construction interfaces milestones. Reviewed constructability of Midfield Terminal design drawings. Analyzed claims for extension of time and variation order claims (FIDIC 1987) using impacted as planned methodology for Air Cargo Building (AED 86 million) and Etihad Terminal (AED900 million).

Developed contract package strategy, interface controls, Cost Breakdown and scope of work project wide. Updated Progress Project master Schedule, monitor monthly CPM and Milestone Summary Schedule.
Develop system assurance criteria for this new line based on American NFPA 130 & EN50126 European Standard for Rail system. Develop Electronic Document Control (PMIS) using Primavera Expedition 10.0& Oracle 9.1. Develop Overall Rail System Architecture.
