Professional Experience

Leighton Contractors Project Controls Manager Feb 08 to Aug 08

Originally engaged to assist in the development of Leighton Contractors Oil and Gas business stream and to develop project controls within this stream, the role was altered upon my commencement. The role was revised to develop and implement project controls across Leighton Contractor's organisation across Western Australia. As I had no resources provided, I immediately deployed to the north west of Australia to develop reporting tools and tangible quantity methods for our client Woodside Petroleum, on the Pluto B civil site preparation contract and the 1,500 person accommodation village project in Karratha. This involved "normalising" a large volume of data, the creation of excel spreadsheets, based on Primavera activities, for S Curve graphs, and the creation of an ms access database for manhour tracking and measurement (an estimated 370,000 manhours for one project). I also reviewed software for project controls use, developed manhour estimates, schedule, cost and contract procedures to comply with project controls methodologies, created presentations for mid to senior management outlining the benefits and value adding that project controls brings to an organisation, recruited, liaised with clients, worked on several multi million dollar tenders, performed cost engineering and mentored project managers, planners and schedulers. I was a member of Leighton Contractor's Senior Management Team and also instigated weekly safety meetings for all office personnel, as a behavioural approach to developing a safety culture. Due to a continued lack of resources, I worked an average of 65 hours per week. I have excellent references from the client, Woodside Petroleum, who credited myself and an associate with turning these projects around with pro-active methodolgies. My reasons for wishing to leave Leighton will be made apparent during an interview.

Hatch Engineering Associates Project Controls Specialist Jul 07 to Dec 07

This short term contract involved reviewing and revising Programme and Project Controls procedures, and business rules for the TRANSNET program joint venture, in Johannesburg, South Africa. The TRANSNET program has an estimated value of 65 billion South African Rand (approx $US 10 billion) and involves upgrading several existing port and rail operations, including associated rail, road and marine infrastructure. My role involved establishing, and/or revising existing procedures to ensure compliance with client business rules, NEC, taxation issues and foreign exchange handling. I was also involved in forensically validating existing data, creating custom cost reports (SQL) in Hatch's Integrated Project Administration System (iPAS), and mentoring Project Managers, Project Controls Managers, Planners and Cost Engineers. I was engaged by, and reported to, the Programme Directorate, and liaised directly with the client on a number of key issues. The client's Programme director, Neville Eve, has informed me that he is prepared to provide a verbal reference.

Total Group / YemenLNG Project Services Manager Jan 07 to Jun 07

This position involved project services management for an EPC Contract to construct a 320 km long, 38", gas pipeline, from Bal Haf in Southern Yemen, through 60 meter high sand dunes, and a 70¢X, 900 meter mountain descent. The position was principally an administrative function including Cost Engineering and Primavera skills. I was responsible for Budget Monitoring, Expenditure authorization, control and forecasting, schedule review, monthly and weekly progress reports, and administrative management of 54 expat site based employees and 7 management staff in Sana'a, Republic of Yemen. I also acted as deputy Project Manager during the Project Managers absences. During my time in the role I was involved in P3 schedule validation, constructability scenario workshops, cost and budget control, forecasting and contract administration. I left the position and country due to an increase in hostility, car bombs and "incidents" within Sana'a, and disagreement with the project manager's unrealistic forecasts for completion (forecasting Dec 07). My forecast (submitted in Apr 07) forecast completion of the YLNG pipeline in June/July 08. The pipeline achieved gas-in in November 2008, though construction work remains.

Petrocon / Saudi Aramco Lead Project Controls Engineer Mar 06 to Jan 07

Working for Worley Parsons-Petrocon Consortium, in the city of Al-Khobar, Saudi Arabia, I was permanently seconded to Saudi Aramco in the position of Lead Project Controls on the $US 9.5 billion Manifa Program (as at August 2007, the largest offshore oil project ever attempted). Whilst in this role, my other skills were utilised as heavily as my cost engineering skills. I developed Internal Administration Procedures for Change Order Management, Invoicing, Short Form Contracts and others. I authored a Contract Execution Strategy and External Procedures for implementation of Work Unit Rate Contracts for Platform Well Hook-up activities for Aramco's Offshore Projects Division (OPD), assisted in developing prequalification questionnaires and Pro-forma Schedules for the Manifa Program Management Contract, estimated to involve in excess of 600,000 manhours, and developed processes to assist in enabling the contracting department to efficiently use electronic bid tab data received from bidders. This significantly reduces the time taken to assess bids. The role also involved liaison with third parties regarding contractual and cost related matters, liaison with internal parties to ensure compliance with procedures and processes designed to eliminate inefficiencies and also included Schedule and Cost Engineering Activities and SAP based reporting and Contract Management. I provided assistance to Engineering Managers on an adhoc basis. I reported to the Program Business Manager, Steven E Betz and Program Director, Abdulaziz Fallatah, and assisted Project Managers with cost engineering tasks on their separate projects with values between 900 million to 3 billion USD.

Hatch Engineering Associates Lead Project Controls Engineer Apr 04 to Mar 06

I joined Hatch as dual Project Controls Lead, and Cost Control Lead for the Bankable Feasibility Study (BFS), for the Koniambo Nickel Project, a 60Mtpa Pyro-hydrolysis nickel plant to be built in New Caledonia, with construction commencing in 2008. The Joint Venture partner was Technip Oceania, and the engineering was performed in 4 countries. Duties included design, coordination and management of business processes, commitment, expenditure, trending and budget transfer procedures, design of vendor invoice management system, variation tracking, cash flow forecasting of 3rd party and internal costs, and contract administration. For the EP contract, during FEED, I performed the above tasks and was administrator and champion of the Hatch Cost Control system (iPAS), and compiled and generated the monthly cost reports. I assisted the client's Project Director, Roger Laycock, on a number of matters and worked closely with the client team, Falconbridge Australia. I also raised awareness of Sarbanes Oxley compliance through Earned Value Management. I was a member of the Project Directorate, and was the designated Emergency Response Officer for more than 200 employees in the project offices in Brisbane, Queensland, Australia.

John Holland Engineering Project Controller / Cost Engineer / DBA Feb 03 to Oct 03

My role on the construction phase of the Comalco Alumina Refinery in Gladstone, North Queensland, Australia, was to provide and monitor budget allocations, variations and out of scope works, and provide financial E.O.P. reports and preparation of weekly and monthly man-hour and progress "S" curves (Gantt Charts) by area and discipline to monitor the Cost Plus Performance Incentive Based Project. I liaised with the Senior Scheduler and Lead Discipline Engineers regarding the P3 schedules impact on cost savings and schedule delays. I was responsible for cost and budget control and, significantly, the design and implementation of Commodity Quantity, Purchasing and Costing Databases that significantly reduced cost coding errors, and improved the monthly reporting period from 6 days to 2 days. Software used included Access, Excel, Teamworks, InfoWorks and other internal Systems. I was also utilised as a Database designer and solution provider by the Project Manager. I received an innovation award from Bechtel Australia, and recognition from Comalco for the systems and methodologies I designed and implemented.

Bechtel Corporation Senior Cost Engineer & DBA - Piping Apr 02 to Nov 02

The Goro Nickel project in New Caledonia is a HPAL Nickel Refinery that included a Coal fired power station, unloading wharf, overland conveyor and steam plant, in the worlds largest Nickel Plant. The project was originally valued in excess of USD $1.8 billion. Based in Brisbane, Queensland, I was employed in the Project Controls Team, which consisted of Cost Engineering, Scheduling and Contract Administration. The role was similar to the position above with John Holland and also included International Currency conversions, tracking actual and potential deviations from the project master budget, Civil and Piping Estimating, liaison with stakeholders on design and variation issues and budget allocations.
Within my first 2 months of employment I initiated a restructure of the budget due to the potential of problems and omissions within the control budget I had identified. I identified cost savings (trends) of approximately $80,000 USD for piping whilst in the role and liaised with Engineering Managers and Procurement personnel identifying further savings as design progressed. The piping scope was in excess of 330 km of pipe, including exotic titanium grades. The project was suspended in Nov 2002, for a cost review.

Ausco Building Systems Senior Planner / Scheduler (Contract) Feb 01 to Jun 01

Ausco, formerly James Hardie Building Systems, are an accommodation solution provider, designing and constructing modular accommodation units for the private and mining sectors. The project involved the design and construction of a state of the art 500 person single persons quarters, including all civil and infrastructure work. The client was Woodside Petroleum in joint venture with Kellogg Ltd. This position involved me in the Tender Preparation and then the further development of the Primavera P3 schedule, schedule of rates development, contract interpretation, deliverables execution and financial and quantity reporting. In May 2001, I re-estimated the schedule and costs for the entire project. Outcomes: Upon project completion in Dec 01, six months after I had finished my contract, my re-estimate of the scheduled work programme and the resource leveled CPM Primavera Schedule that I finalised in June 01, was accurate to within 14 days. The project value was in excess of AUD $20 million.

CB&I and SDR Construction Scheduler / Planner / DBA Jun 95 to Jul 00
Western Australia and Far North Queensland

For both of these Perth based Construction companies, I performed multi tasking roles, planning and scheduling in Suretrack and Primavera Project Manager and providing material, schedule and cash flow forecasts for multi million dollar construction projects. These projects included the construction of the Ernest Henry Mine in Cloncurry, Queensland, and numerous Tender Schedules. The role I played was similar for both companies and involved EPC as well as Cost Plus Performance lncentive contracts on Greenfield and Brownfield sites. I created and updated resource leveled and logic linked schedules in Primavera Suretrak and Project Manager. I prepared 3 week look ahead plans and schedules and designed and prepared weekly and monthly manhour and progress S curves to monitor the project. l also performed Critical path analysis of the schedule (CPM / PERT) and improved the tracking of quantities installed versus manhours expended (budget and schedule) through the design of Primavera Schedule scenarios and several Microsoft Access databases that were formed around complex multi-tiered cost code structures. Outcomes: The procedures I established significantly minimised reporting errors and reduced end of month reporting time frames from approximately 5 days to 1 day from close off. I refined my Contract Administration, planning and database skills.

Prior to 1995, l held positions as a field based Administration Supervisor and mine scheduler for various companies throughout Western Australia for 3 years, and between 1989 and 1994 I worked as a surface and underground Mine Surveyor on a number of Gold Mines in Western Australia. I also gained qualifications as a Surface & Underground Mines Rescue Worker, and Industrial Rescue Worker.

Upon completing my University Entrance exams in 1984, I worked for several Seismic Oil and Gas Exploration companies in every desert in Australia, and spent 18 months (as offshore line foreman) working shallow water marine seismic (Telseis) in the Monte Bello & Ah Chong Island groups in 1985 - 86.
