SUMMARY OF EXPERIENCE
Dr. John Cox is a Licensed Structural Engineer with extensive experience in all phases of the design and construction of nuclear facilities and offshore platforms. Outstanding knowledge of code requirements and standards for steel, concrete, and masonry structures for radioactive service. Published author of multiple papers on seismic design and engineering, MCNP, and other engineering applications. Decisive problem solver, effective at interfacing with all levels of contractors, designers, engineers, and management.
For more than ten years Dr. Cox was involved in structural design and construction of nuclear facilities at Los Alamos National Laboratory, including new buildings, special purpose structures, and upgrades of older buildings to meet modern codes. He has managed environmental projects and has extensive experience with those involving RCRA-regulated tank systems for hazardous wastes.
His experience also includes design and construction of offshore platforms; analysis and design of special equipment and facilities for recovery of spent nuclear fuel elements at the Hanford Site; structural design of a transuranic (TRU) waste recovery building at the Idaho National Engineering Laboratory; and design of the diesel generator building for upgrade of process canyons at the Savannah River Site.
Dr. Cox is experienced in the application of the Los Alamos National Laboratory (LANL) computer program MCNP for criticality analysis of nuclear reactors and other critical assemblies.

* Site Engineering Office (SEO), The Shaw Group (Stone & Webster), Cherry Hill, New Jersey. Lead structural engineer for discipline team conducting liaison services between the Shaw design office in Cherry Hill and the general contractor/construction management team, WGI/RUST. Work includes developing dispositions for non-conformance reports (NCRs), processing field change requests (FCRs), requests for information to clarify construction documents (RFIs), and participating in engineering change requests (ECRs) and configuration change impact assessments (CCIAs), both required for change control. Conducted seismic analysis of fire water pump house and associated tank and piping system for foundation design, and structural analysis and design of other BOP structures.

Conduct structural and seismic analysis of the Economic Simplified Boiling Water Reactor (ESBWR) system and components to support design certification and licensing by the Nuclear Regulatory Commission. Conducted probabilistic safety assessment (PSA) of concrete shear walls for in-plane and out-of-plane seismic loads using the CDFM (Conservative Deterministic Failure Margin) procedure developed for the Nuclear Regulatory Commission.
Savannah River Site, Aiken, South Carolina
* Structural Mechanics Group, Bechtel Savannah River Company. Conducted seismic qualification of original concrete production plant structures for new service. Calculated capacities of walls and slabs for seismic loads. Developed calculation procedures based on strip method of analysis for concrete floor and roof slabs and shear walls. Used these procedures to compute demand/capacity ratios (D/C.) Dr. Cox won this assignment based on his extensive experience with structures at other Department of Energy Facilities including Los Alamos National Laboratory, the Hanford Site, the Idaho National Engineering Laboratory and the Savannah River Site.
Post-tensioned Parking Structure, Saskatoon, Saskatchewan
* Inspected and conducted structural evaluation of a three-level aging concrete post-tensioned parking structure and pile foundation for the Royal University Hospital in Saskatoon. Supervised the inspection team and built a finite element computer model of the structure and foundation, including tendon compression and load balancing, using RISA-3D software. Concluded that part of the structure could continue in service until a new facility could be planned and built. Defined loading restrictions necessary. Concluded that another part of the structure should be closed until safe conditions could be restored by upgrades or replacement. Concluded that much of the damage observed was due to differential settlement of separated pile groups and that a new structure should have a continuous grade beam foundation. Made these recommendations to the operating staff of the Hospital. Prepared the proposal and conducted this work while with Wardrop Engineering Inc.
Mines in Saskatchewan, Mexico and British Columbia - New and Upgraded Facilities Projects
* Supervised a staff of structural engineers and draftsmen, advised and participated in the structural engineering work and signed and sealed structural engineering drawings issued for construction by the Mining Division of Wardrop Engineering Inc. in Saskatoon, Saskatchewan.
* Designed structure for a 500 metric ton underground surge bin for feeding raw potash ore from the mining face to the skip-loading pocket. Agrium

Neutron Tube Target Loading Project, Los Alamos National Laboratory, Los Alamos, NM
* Designed and supervised design and drafting for a complex of buildings comprising an expanded tritium facility for neutron tube target loading. Structures included a new reinforced masonry shear wall building; modification and upgrade of an existing reinforced concrete building; the foundation for a new manufactured steel building; and the site stack and stack foundation. Wrote design criteria, prepared construction specifications and drawings, developed structural test and inspection plans, and integrated structural design with electrical, mechanical, architectural and clean room disciplines.
* Performed support services for the Laboratory during construction of the expanded tritium facility. Reviewed and approved vendor submittals called for in the project specifications; responded to the contractor's request-for-information construction documents; and supported the change control process to prepare as-built project records. Received open recognition by the Laboratory for being responsive and thorough in carrying out these duties.
Project Support at Los Alamos National Laboratory
* Developed a finite element model of a pressurized stainless steel reaction chamber used in the Laboratory plutonium facility. Computed the ultimate failure pressure and identified the failure modes. Results were used as input to operating procedures for the equipment.
* Conducted seismic analysis of a nitric acid tank farm expansion for building PF-4 in TA-55, and designed structure for tanks and piping support and anchorage.
* Completed an evaluation of seismic safety for the two "in vivo" measurement chambers in the Health Research Laboratory. Recommended anchorage upgrades to meet current DOE requirements. Work included seismic analysis of the two chambers and recommendations for seismic upgrades.
* Performed evaluation of Building 6 in TA-53 to seismic requirements of FEMA-178.
* Designed an addition to Building 29 in TA-35 to house beam targets for the DARHT Project. Work included producing drawings and specifications for construction.
* Designed elevated steel structural support for the replacement main air compressor for the CMR Building Upgrades Project and produced construction drawing.
* Conducted conceptual and detailed design of a Weapons Engineering Tritium Facility upgrade for rack storage of tritium canisters in Building 205A at TA-16 including seismic certification, fabrication drawings and specifications.
* Conducted seismic analysis of numerous glove boxes including support framing for nuclear facilities in TA-3, TA-55 and TA-35.
* Performed evaluation of Building 21-1001 to seismic requirements of FEMA-178. Also designed roof support upgrade for this building.
* Designed a reinforced masonry PC-3 storage vault and drilled pier foundation for the Beryllium Technology Facility including seismic analysis. Work included producing drawings and specifications for construction.
* Conducted nuclear criticality analysis of the Annular Core Research Reactor with Fueled Ring External Cavity (ACRR-FREC ll) for the LANL Weapons Response Program testing at Sandia National Laboratory. LANL Monte Carlo computer code MCNP was used for modeling and analysis of the reactor alone and with LANL test assemblies in place.
K-Basin Spent Nuclear Fuel Project, Hanford Site, Richland, WA
* Carried out numerous structural analyses and design assignments for the Cold Vacuum Drying System (CVDS) and the Hot Conditioning System (HCS). Designed seismic anchorage and supports for equipment in the CVDS building.
* Developed finite element models for the 25-ton HCS process enclosure, the process pit covers, and HCS oven and trench-mounted piping assembly. Used these models to compute design loads and seismic anchorage forces.
* Designed trunnion supports for the pit covers; seismic anchorage for the process enclosure; and spent fuel canister support ring and shear bolts for the hot conditioning oven.
* Received written recognition and an award from Merrick & Company for the quality and quantity of work on these projects.
Savannah River Site, Canyons Upgrade Project, Aiken, South Carolina
* Developed structural design criteria document and served as structural engineer of record for design and drafting for a reinforced concrete shear wall building to house a new diesel generator power system. Special issue resolved was showing sufficient friction at the soil/foundation footing interface to prevent the building from sliding during an earthquake.
TRANSURANIC (TRU) Waste Treatment Demonstration Project, Idaho National Engineering Laboratory, Idaho Falls, Idaho
* Performed seismic analysis of equipment support structures and for major elements of the TRU process building at Pit 9 including walls and shredder balcony.
* Designed large retrofit penetrations in the 2'-0 thick reinforced concrete partition wall between arc melter and soil sorter cells of the Treatment Facility.
* Performed seismic dynamic analysis of a finite element model to demonstrate concept feasibility. Prepared detailed design for input to drafting.
* Was structural engineer of record for the construction drawings. Also, for the Treatment Facility, designed the steel frame and concrete deck mezzanine floor for the shredder/separator cell.
Lawrence Livermore National Laboratory, Livermore, California
* Assigned to the Reactor Design Section of the Mechanical Engineering Department. Designed core support structure, planned and evaluated component development and environmental testing for the Troy IIA beryllium oxide ramjet propulsion reactor. Special issues resolved were support of the reactor core for loads due to gravity and ram air pressure drop; thermal stresses in ceramic core elements; and accommodation of differential thermal expansions.
* Developed procurement specifications for the refractory metal alloy base support structure for the follow-on flight configured Tory IIC test reactor.
TERA, Inc., Houston, Texas
* Designed a large open-bottom structural steel gantry building to house remote operations for remediation of Pit #9 at Idaho National Engineering and Environmental Laboratory, Idaho Falls, Idaho. Client was the team of Sonsub Corporation and Lockheed Environmental Corporation.
* Developed and presented a 3-day series of lectures on structural design and seismic analysis of offshore oil and gas platforms to a group of Snamprogetti engineers at a seminar in Castle Gondolfo (Rome), Italy.
* Developed a procedure for seismic analysis of offshore platforms together with Dr. Takaki Kagawa, geotechnical engineer, who provided the seismic soil-structure interaction model. Procedure is published in Proceedings Eighth World Conference on Earthquake Engineering, San Francisco, 1984
* Project manager for design and integrity assessment for over 200 RCRA-regulated hazardous waste tank storage systems in twenty-five states. Was licensed professional engineer in each state. These included both underground and aboveground systems with capacities from 1,000 to 4,000,000 gallons. Participated directly by inspecting many existing systems, and making assessments of structural and mechanical integrity and compliance with appropriate industrial standards. Made recommendations for upgrades to EPA regulatory standards when necessary.
* Project manager for preparation of Part B permit applications for five RCRA-regulated hazardous waste management facilities in Texas.
* Resident structural engineer in Milan, Italy, for seismic analysis of the Mila 6 oil production platform offshore Sicily in the Mediterranean Sea. Procedure described above for seismic analysis of offshore platforms was used.

* Designed and supervised design of structures for over 30 offshore oil and gas drilling and production platforms for the Gulf of Mexico, Philippine Sea and West Africa.
* Served as project engineer on the installation team responsible for design and offshore mobilization of jacket installation aids and the flare boom module for the Union Oil Heather Platform in the North Sea.

* Full time Instructor in the School of Civil Engineering and Engineering Mechanics. Taught the following courses to returning veterans from World War II studying for an engineering degree under the U.S. "GI" Bill: statics and dynamics; civil engineering materials laboratory (concrete and steel); strength of materials; determinate structures; indeterminate structures.
* Was Research Associate for strain gage instrumentation and locomotive load testing of two steel railway bridges to investigate structural behavior and fatigue failure of floor beam hanger members under service loads. The American Railway Engineering Association (AREA) sponsored the work. Results were used to upgrade the AREA steel bridge design code.
* Designed, drafted, monitored shop fabrication and installed instrumentation for a one-seventh scale model of the actual bridge frame and conducted load testing in the structural engineering laboratory at Purdue. Results verified field measurements and were published by the AREA. This work was used for my Master's degree thesis.
