For the greater part of my working career I've been deployed in the construction industry. Projects successfully undertaken covered infrastructure, industrial, commercial, health and leisure sectors thereof and the delivery implementation methodologies included (i) unit rate, fixed price for procure & construct (ii) cost reimbursement (and target price) for engineer, procure & construct (iii) lump sum for EPC and (iv) design, build, operate & transfer of industrial projects undertaken on combined unit rate and fixed fee components. Whilst conceding that my work experience hasn't, per se, encompassed PFI and PPP project delivery schemes that have gained (justifiable) ascendancy and popularity in recent years - particularly for enhancing, renewing, upgrading, operating and maintaining socio-economic (and national) infrastructure, I have, nevertheless, a sound understanding of the principles and mechanisms which these innovative implementation methodologies enshrine.
I've been intimately involved in budgeting, cost monitoring and variance analysis, formulation of management & financial accounting data (including hands-on control of Payables, Receivables, VAT, etc) and project administration (including weekly & monthly payrolls, inventory control and camp administration) since the 1970's. In the past two decades my job specification has increasingly encompassed commercial responsibilities including, but not limited to, interpretation of and familiarisation with FIDIC compliant Contract documents, generating and exchanging (contractual) correspondence with Owners, Subcontractors and Implementation Agencies. Additionally, I have a basic understanding of Federal Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR). Notwithstanding the limited extent to which my work obligations (and experience) have encompassed liaison with the public, my awareness of the overriding and exasperating importance, which is attendant on service providers, to fully understand the legal and statutory rights of consumers and to communicate therewith in an informative, polite, factual and prompt manner, that wholly acknowledges these legal, statutory and chartered rights, is complete and absolute.
Details given below in my work history summary indicate extensive experience with Timberline (and JobPac) accounting / payroll / project management software operated in a PC LAN environment, bespoke (and sophisticated) mainframe operated ERP system (with fully interfaced Procurement / Inventory Control – Warehousing / Accounts Payable / Project Reporting modules) and MS Office Suite software. However, it should not be assumed from the absence of express reference therein that I haven't an intelligible understanding of the operational principles enshrined in, and software applications (such as SAP, Oracle, Hyperion, JDEdwards and related middleware & bolt-ons like document management programme Hummingbird) oriented to, ERP, ECM, SEM, SCM, CRM, KM, HRM, BSC, ABC/ABM, TQM and other acronyms that are now deemed to constitute the quintessential ingredients for entrepreneurial success in today's rapidly changing and competitive business environment.
In an industrial sector, such as construction, - which is highly competitive and where operating margins are traditionally low, identifying and recording changes that vary the original scope of works and, accordingly can have a significant impact on project costs and resource utilisation, is of paramount importance. The overriding and crucial need, therefore, to develop and maintain an integrated document management control procedure (which facilitates traceablility / accountability) and to generate timely correspondence to, for example, protect one's contractual rights to an adjustment of the Contract price, is inculcated firmly in my work ethic.
My employment background in the construction industry, which regrettably has a relatively poor reputation for safety enforcement, has heightened my acute awareness of health & safety issues. Notwithstanding putative cost mitigation, which perceived innocuous non-compliance with HSE provisions might be deemed to engender, I have maintained an uncompromising posture on the absolute and inviolate need to promote and fully adhere to all HSE stipulations.
By remaining focused on, and dedicated to, the vital deliverables of statutory compliance, cost, schedule, quality, safety, security, training and customer relations - which constitutes the basis of my working philosophy, I'm sure that, within my prescribed remit I will attain the operational objectives of any construction industry employer (operating in any jurisdiction) cost-effectively and to their utmost satisfaction.

I studied in the Faculty of Arts for a B.A. degree in economics, geography and logic. In June 1963, I temporary discontinued and intended returning after a twelve-month break in UK.
