Over fifteen years in Supply Chain Management - Contracting for oil and gas Industry. Experience includes Management (requisition to close-out ) of EPC - Upgrader type Contracts for clients like Shell in their Anthabasca Oil Sands Downstream Expansion Project, BP Canada Energy Empress Project, BA Energy Heartland Upgrader Project, Petro-Canada RCP Project and Shell Petroleum Development Company of Nigeria where I handled mostly Logistics type Contracts like - warehouse clearing and forwarding; provision and operation of light, heavy, land, and marine equipment; tanker handling and loading; and aviation operation and maintenance. Responsibilities involves the provision of comprehensive service and support to contract holders and sponsors in the management of the full contracting process from strategy development to final close out.
Confident in the use of Contract Management tools viz: including Expedition, e-Procurement, Prolog and SAP.
EMPLOYMENT HISTORY
JACOBS ENGINEERING GROUP INC., March 2007 – December 2008 [Intermediate Subcontract Administrator]
Summary of Responsibilities:
* Development of subcontract management strategies and implementation for a wide range EPC and EPCM type contracts and subcontracts.
* Management of the subcontracting process for assigned subcontract packages including RFP package planning and development; sourcing and qualification of bidders; formation, assembly, and issuance of RFP's and addendums; negotiates subcontracts and changes; prepares and issues subcontract documents; and administration of subcontracts per procedures and also Close-outs.
* Identifies and advises project and supply management of commercial risks inherent in proposals and subcontracts.
* internal and external supply management presentations.
* Coordination of the Subcontractor Prequalification Process.
Details:
I have worked in three Upgrader Projects viz: BP Energy Empress Project, BA Energy Heartland Upgrader and the Petro Canada RCP Project. I have managed the entire contract management cycle very big and small upgrader type Contracts for example:
Preliminary and Advanced Geotechnical Investigation Studies Contracts: Value ranged from $100,000 to $300,000
Piling Works Contracts - value from $6-$10 Million.
Undergrounds and Foundation Contracts value from $20 to $40 Million
Field Erected tanks value from $2 to $4Million
Module Fabrication Contracts value from $15 to $20Million
Pre-Engineered Building for Warehouse purposes – value ranged from $800,000 to $3 Million
Refractory Installation Contract value range from $1 to $3 Million
HAZOP Facilitation Contracts – value ranged from $10,000 to $100,000 at completion
Hydro-Testing and Miscellaneous Cleaning Services Contract range from $500,000 to $1.5 Million
Post Weld Heat Testing Contract value from $100,000 to $800,000
Minor Works Contracts like the Janitorial, Battery Commission and loading, Cathodic protection, Plumbing Maintenance, Road Maintenance and Snow Clearing – these range from $5,000 to $500,000 depending on scope.
Contract Close-out is very important in Project management. Currently the Project lead Close-out Specialist on the Petro-Canada RCP Project from customization of the Canada Work Instruction Procedure for that Project, sending of Notification documents, Reconciliation of Contract Values, Acceptance Certification for the Contractors, issue of Close-out Change Orders up till the Archiving of the Contract Project documents.
BANTREL, March 2006 – February 2007 [Senior Contracts Specialist]
Summary of Responsibilities:
* Managed moderate to complex upgrader type (sub) contracts ranging from $5,000 to $15 Million. The example of Upgrader type Contracts formed were: Geotechnical Investigation and Site Survey Contracts ranging from $80,000 to $500,000 on completion. Management of Cooling Tower Contracts value from $1.5 to $4 Million, HAZOP Facilitation Contract value ranged from $50,000 to $300,000 on completion, Formation/Administration of Transportation and Heavy Hauling ranged from $800,000 to $1.5 Million, Formation/Administration of small Vendor Representative Contracts for the Supply of Water, Propane Gas, Electrical installation Air Conditioning and Plumbing value ranged from $5,000 to $ 100,000.
* Maintains a continuing review of the progress of each (sub) contract and provides management with information regarding any financial, legal or technical difficulties. Maintain the Procurement management System – Primavera Expedition as a Super user.
* Prepares change order and amendments, negotiates with sub-contractors to obtain settlement.
* Performs all tasks involved in the formation and award of moderately complex (sub) contracts.
* Communicates with bidders and personnel within Bantrel to establish clear definition of requirements and to assure performance to the stated project requirements.
* Arranges and chairs meetings as needed to perform the work.
ASPEN TECHNOLOGY INC. CANADA, Aug. 2005 – Feb 2006 [Contracts Analyst]
Summary of Responsibilities:
* Contract Drafting/Administration for process optimization software licenses for sales Mangers covering Europe, Middle East, Asia, Alliance Partners (Shell and Schlumberger), and Value Added Resellers for a wide range of companies.

SHELL NIGERIA, 1991 - 2004 [Senior Contracts Analyst – Logistics & Aviation, 2002 – 2004]
Summary of Responsibilities:
* Implemented fit for purpose contracts for Land, Marine, and Aviation type contracts.
* Implemented quick win contracts for purchase of Automated Gas Oil for Major projects.
* Managed tendering processes from ITT to Contract/PO award and Project/Contract closeouts.

Summary of Responsibilities:
* Ensured that 80% of portfolio contracts (Minor $0 – $100,000USD; Major >$100,000USD) were processed within 8 weeks.
* Prepared contract plans in different areas of business, monitored quarterly, and reported actual against plan.

Tender Board Secretary – Production Directorate, 1995 - 1998
Responsibilities:
* Ensured that contract panel agenda were promptly prepared and distributed at least 48 hours before meeting schedules.
* Ensured that meetings were convened at the right time and that panel members were present including sending out notices for change of schedules and, in the absence of primary panel members, making sure that the alternate members attended.
* Moderated the panel meeting and took accurate minutes of meetings to reflect approvals, representations, and outright rejection of proposals.
* Ensured that all original documents were promptly returned to the sponsor departments with the minutes of meeting.
