My position started with Palm Water and then transferred internally in April 09 to Palm Utilities the holding company of Palm Water and Palm District Cooling as Group Procurement Manger. We are currently involved on some of the UAE's most prestigious projects; PW and PDC provide services to many of Dubai's Landmark developments. PW involved in constructing desalination plants, sewage treatment plants, recycling plants, potable water and treated wastewater distribution networks, wastewater collection networks and polished water. PDC is the region's leading supplier of chilled water to multiple buildings for air conditioning and other uses. My Key Responsibility as a Group Procurement /Commercial manager is to provide and support all pre and post contract commercial activities within Palm Water, Palm District Cooling, maintaining accounting functions, preparing financial status reports including analysis and forecasting and performance, coordinate commercial activities between the Group, the client and the governmental entities as will as subcontractors and vendors, manage the commercial and financial activities between the different departments for the projects, develop job specific procedures along corporate guidelines and review constantly, evaluate contracts to identify key or unique commercial terms for claims, form relationships with Client/PQS/Consultant/Supply Chain/Regional Staff and also continuously promote Company Image and make marketing as necessary. review and conclude signing of agreements with Contractors / Clients, manage cost reporting of all allocated projects, reporting on costs spend, forecast and the anticipated final cost of the project, manage and make assessment and valuation of contractors applications and processing payment certification in accordance with the clients processes, produce appropriate commercial correspondence and contractual notices in accordance with contractual conditions, undertake final account settlements, provide support to estimating resources, offering guidance and advice on project scale/scope as required, evaluate tender and award consultancy, sub-contract for all projects. I have also been selected by Dubai World as an internal auditor in the organization.

Project: Thames Water Utilities Limited – Thames Gateway WTP
Project Value: £210 Million
Worked with Franklin Andrew / Mott MacDonald Group on the Utilities Division with Thames Water on IchemE Contract, the project was UK's first major desalination plant abstracting water from the tidal Thames. Franklin Andrew provided Project and Cost Management to Thames Water. Due to the size and complicity of this project the job has been divided into three phases, (Main Desalination Plant, Process works and Bio Diesel Plant), each phase has been awarded to a principle contractor to design and build their individual schemes with a very tight programme. This was the most challenging and difficult part of the project were all contractors needed to work concurrent with each others to meet their contract programme and hit the project completion date. My position was Commercial Manager on the project and responsible for all the commercial aspects. My Key duties includes Managing alliance Contractor and provide procurement support and tender negotiation as well as contractual support as necessary to complete the project on target and avoid delays, Managing schemes cost and programme, Approval of interim payments and final accounts, Financial negotiations with alliance contractor, in terms of target cost negotiations and Procurement of major sub-contracts, Ensuring all contractual requirements were met, Cost reporting and Auditing accounts. Negotiation and settlement of variations and extras, Advising Thames Water senior management on contractual matters and correspondences, and Ensured all contractual notices issued as contract requirement.

Project: Single Entity Contract for Southern Water
Project Value: £750 Million
Worked with Costain Regional Civils and Asset Management Division on Southern Water S.E.C Contract, the Scope of work included programme of improvement works on behalf of Southern Water across Hampshire, Kent, Sussex and the Isle of Wight. This project is known as 4 Delivery, which is a consortium between Southern Water Costain and Montgomery Watson Harza. My main responsibilities included Subcontract procurement and management of subcontract account, Super User in Enterprise One – Costain new Accounting System, Checking and approval of interim and final accounts submitted by subcontractors, Placing sub-contract orders with various sub-contractors and also managing sub-contract account for all site mobilizations scheme wide (250 Schemes), Responsible for several projects at any one time (Value Approx £40m), Acting as PQS on some of the schemes outsourced as packages to tier 1 contractors, Cost and value forecast to complete, Analyse extension of time submitted by subcontractors and any other contractual correspondence, Identification, negotiation and settlement of variations and extras, Advising management on contractual matters and correspondence, Prepare cost report, subcontract liability and accruals on monthly basis, Giving commercial guidance and support to project team, Ensuring that all contractual notices were issued as required, Management of five QS's, Auditing subcontract accounts.

Nov 2001 – Jan 2002 Position: Intermediate Quantity Surveyor
Project: Channel Tunnel Rail Link
Project Value: £120 Million
Worked with Carillion Plc on Section Two of the Channel Tunnel Rail Link, the Scope of works included survey, design, obtaining statutory approval, installation, testing and commissioning. The principle elements of work includes responsibility as the principle contractor of section 2, construction and operation of railhead at Kent Portal Swanscombe, constructing overhead catenary system, track laying and testing and commissioning of Section two of CTRL. My roles as a section QS on this project was to work closely with my section works package managers and commercially support them in contractual matters and producing weekly cost report to monitor the progress and cost. I was also responsible for raising Early Warning and Compensation Events according to NEC Option C Contract. The role was also to look after several different type of subcontractors account and set up payments certificates, re-measure and prepare final accounts. I was also reporting directly to my commercial manager and prepared monthly Liability, Cash Flow and periodic Forecast according to the contract requirements, Managing two Assistant QS's
Sep 1998 - Nov 2001 Edmund Nuttall Limited
Position: Graduate / Assistant Quantity Surveyor
Project: Channel Tunnel Rail Link
Project Value: £115 Million
Worked with Edmund Nuttall on Channel Tunnel Rail Link Section Two, this contract comprised the construction of 5.3 km twin bore running tunnels
(internal diameter 7.15m), a 500m long cut & cover tunnel and retained cut approached at Ripple Lane Dagenham portal together with emergency access and incident control facilities. A ventilation shaft was also constructed at Wayside. My role was to assist Senior Quantity Surveyors and Commercial Manager on general QS duties, Controlling and Managing Subcontracts accounts, Cost Controlling of Labour and Plant on site and also preparing liability and forecasting on monthly basis.
