Field Materials Management on a Gold Mine Expansion Project in Northern Peru. Included management of field procurement, expediting, material control, and warehousing personnel totaling 32 and the control over Structural, Mechanical, Piping, Electrical and Instrumentation Materials. Trained both Fluor Daniel field staff and client personnel on utilization of the MATMAN Material Management Database.
Management of the piping material take-off activities on various electrical power projects for Duke/Fluor Daniel. Coordinated the estimate and front-end piping material takeoff activity on a group of five sulfur plants constructed in Mexico. This included estimate quantities for new piping components, insulation & paint requirements, as well as demolition piping.
Established scope of work breakdown coding between the Irvine and Mexico City engineering offices on the grassroots Cantarell Nitrogen Project, to establish clear procurement responsibility for each of the offices which were work-sharing the engineering and procurement effort.

Performed piping material takeoffs and associated RFQ and PO package development at the jobsite under adverse conditions on the Pemex Cactus Fire Project, a ten month rebuild of a natural gas plant which had suffered extensive explosion and fire damage in Chiapas, Mexico. Generated reports for the field construction which summarized type and quantities of materials needed (by circuit number).
Performed the coordination and expediting of the pipe spool work at a fabrication shop in Tulsa, Oklahoma for a Union Carbide Cogeneration Power Plant, erected in Taft, Louisiana. Did additional pipe spool coordination and expediting at two separate fabrication shops in the Philippines on a project for Pilipinas Shell Petroleum Corp.
At the Chevron El Segundo, CA. refinery jobsite, controlled the disposition of surplus piping materials via transfers between several locations, and kept home office accounting abreast of the corresponding movements in material dollars.
In the Houston office, assisted the material engineering group in development of new piping specs in Specwriter. Worked in tandem with engineering, design, procurement, expediting, and traffic groups to insure that the proper materials reach their correct destinations in a timely fashion. Performed critical status reporting to project management, via utilization of material status reports, to identify potential problem areas due to vendor slippages in ETA dates on critical material requirements. Called attention to and presented solutions to definitive as well as potential material delivery slippages which adversely affected construction schedules.

Applied management defined contingency bumps to these takeoffs and submitted the resulting requirements by Area/Unit/Work Breakdown Structure to the estimating and project controls groups for calculating field labor rates and to use as a basis for reinforcing the contract proposal numbers.
Refinery Expansion Estimates Pemex Salamanca/Madero/Tula Exp. Projects

Assisted the estimating group in assessing material and labor costs for three separate refinery expansion proposals in central Mexico. This was done by performing preliminary valve takeoffs from close to 400 P&IDs, and then summarizing these takeoffs for input into the estimating department's ICARUS database.
Grassroots Nitrogen Production Plant Cantarell Nitrogen Supply Project
(1998) Atasta, Campeche, Mexico
Performed valve takeoffs from master P&IDs into GMS, and processed Bill of Material file downloads from the piping design group's PDS database to material control's GMS database, for piping materials identification and RFQ/PO package development for the procurement group. Established unique scope of work breaks between the Irvine and Mexico City engineering offices by creating separate fabrication categories within GMS for each office's respective material requirements on each bill of material.
Refinery Expansion Irving Oil Refinery Expansion Project
(1998) New Brunswick, Canada
Established the home office GMS database and downloaded the piping specification files from material engineering's Specwriter database to material control's GMS database, and initiated material takeoffs from P&ID's and isometrics. Contacted various mechanical and pipe fabrication contractors in the eastern (New Brunswick) Canada area and solicited shop surveys from them, to help project management assess what local resources and labor were available for this refinery expansion project.

Established the home office GMS database and downloaded the piping specification files from material engineering's Specwriter database to material control's GMS database. Coordinated the identification of piping material shortages at shop and at jobsite toward the tail end of this power project. Investigated possible utilization of surplus material at one location to resolve shortages at the other, and initiated the procurement effort of remnant shortages for the field personnel. Issued the final 300 second-stage AFC isos to the shop and field and executed the downloads of the home office BM and PO data files to the jobsite materials manager.

Performed piping material takeoffs from field designed and engineered isometrics into FD's inventory control database (GMS) at the Chiapas jobsite for the rebuild of a natural gas plant which had suffered an explosion and extensive fire damage. Created RFQ and PO packages and forwarded them to the jobsite procurement manager for purchase of these materials, and generated material requirement reports by individual circuit (work package) for the field construction leads to inform them of the types and quantities of piping materials needed to complete field erection.

Controlled the pipe fabrication work at the pipe fabrication shop and expedited pipe spool shipments in accordance to the scheduling needs at the jobsite. Consisted of the fabrication of 2,250 mark pieces, including 30" diameter 1.375 inch thick wall carbon steel spools, as well as various sizes of 304SS, 316SS, 1 1/4 Chrome spools. Ensured the completion of all phases of fab, radiography, spool marking/painting, tagging/barcoding, FD QC approval and shipment of all spool pieces from the shop in Tulsa to the jobsite in Hahnville, Louisiana.

On-site Material Control Specialist, responsible for determining piping material requirements from isometric drawing revisions made by field engineers and designers and maintaining those changes in the GMS material management database. Developed RFQ and PO packages as necessary for field procurement personnel. Monitored material surplus and shortages from two different units, LSFO and Alky/Tame, and regularly published a report of these numbers to the two units warehouse managers, the home office, and the client so all were aware of material availability as field changes occurred. Coordinated the transfers of material between fab shops in Utah and California, the on site LSFO unit, Alky/Tame Unit, Cogen Project, an FCCU Jacobs Engineering unit, and Chevron's own warehouse to maximize the usage of surplus materials from previously completed CCR, Penex, Naphtha, NHT1 and offsites units.

Lead Material Control Specialist, responsible for front-end set up of the GMS piping material control system and the training of new hires. Assisted material engineering group in the development and review of material specifications in Specwriter, and conducted a materials estimate for a proposed ethylene unit, involving material from 124 process and instrumentation flow diagrams.

Lead Material Control Specialist, responsible for reviewing the integrity of material requirements text file downloads from CAD system (Intergraph) to Fluor Daniel's material control system (GMS). Included verification of proper fabrication category coding to insure that sufficient piping materials were bought and shipped to the appropriate shop(s) and field. Work on site included setting up field personnel with capability to generate periodic electrical materials status reports, and highlighting shortage materials for the electrical subcontractor to procure materials against.

Controlled the pipe spool fabrication work at the Interbeton (now Petrotech) shop facility in Tabangao, on the fabrication of 7,800 small bore (6" & smaller) diameter carbon steel mark pieces, within fluctuating material delivery/availability constraints from overseas manufacturers/suppliers and accelerated field construction demand. Upon my arrival, shop was only able to fabricate, X-ray, clear QC & ship 2,200 pieces in their previous 8 months of operation. By making production related changes with respect to piece marking and color coding procedures, bolstering the material handling manpower, adding additional pipe transport vehicles and streamlining the QC spool piece clearing operation, succeeded at expediting the remaining 5,600 mark pieces through all stages of fabrication and shipment to the jobsite in the 4 month period of January through April, 1994, and held the total fabrication costs down to a level which was 7% below the client approved funding amount.
Asset Renewal Project Pilipinas Shell Petroleum Corporation
(1993 - 1994) Bauan, Philippines
Controlled the pipe spool fabrication work at the AG&P shop facilities in Bauan on the fabrication of 4,800 large bore (6" to 36") diameter carbon steel mark pieces. Utilized the planning module programs of Fluor Daniel's Global Management System (GMS) database and shipping status reports from the home engineering office extensively as tools in determining both anticipated and actual material availability. This aided in guiding AG&P's project management and shop superintendents toward scheduling the work in the shops in a manner which would provide maximum support of field construction demand. It also prevented bottlenecks in production which otherwise would have risen from partially fabricated pieces left incomplete due to material shortages. Participated in weekly progress meetings with AG&P project management, AG&P shop production foremen, Fluor Daniel and G&P QC inspectors, and reported results back to field construction management, F.D. cost and scheduling personnel, and F.D. project manager in the home engineering office. Contract was completed on schedule, with full accountability on all surplus materials, within the budgetary requirements.
