Project Background

In today's environment of rapidly changing technology and the increasing demands of government organizations to operate effectively and more efficiently, agencies need to ensure that their information technology projects are being implemented at acceptable costs, within reasonable and expected timeframes, and are contributing to tangible, observable improvements. Governments within the National Capital Region (NCR) have recognized the importance of this activity and have made this initiative a first step in achieving regional data interoperability. To that end, the Metropolitan Chief Information Officers (CIOs) have developed a plan for achieving data interoperability across the NCR and the Office of the Chief Technology Officer (OCTO) has been tasked with the program management of the projects to accomplish that plan.

Position Details

* Fiscally responsible manager of over $20 million in Department of Homeland Security federal and DC government capital budget in support of the NCR and WARN programs
* National Capital Region Interoperability Program (NCRIP) - Program Management Office (PMO); a direct report to both NCR Program Director and interim Deputy Chief Technology Officer. Manage NCRIP multimillion dollar program budget, procurements, federal grants, and all other business activities
* Manage project related budgets, formulation, and reporting. Build and mange each project related budget and optimize each project spending while ensuring circular A-133 terms and conditions are being met
* Collaborate with Deputy Program Director in developing/maintaining each aspect of program's financial strategic direction, including NCR's short and long-term business goals
* Publish internal processes and accounting issues; ensuring monthly financial statements do incorporate the impact of all relevant project spending, milestones, and project deliverables. Broaden financial planning to ensure that impacts of rebased budgets are identified and properly documented and communicated to Program Director
* Develop, implement, enhance, and enforce NCR's sub- project's operational policies, procedures, and budget. Properly ensure compliance with all regulatory requirements to include specifics relating to federal grant, capital, and operational spending
* Forecast for activities in support of all procurements, purchase of goods and services for the daily operation of the organization, in addition to procurement of equipment for the construction and operation of NCRIP and Wireless Programs. Regularly Develop methodologies, procedures, and practices for procurement within the program requirements
* Analyze complex and critical procurement proposals with significant financial and operational impact. Develop and recommend strategy for the effective implementation of procurement policies and reforms. Represent OCTO in key meetings with suppliers, and facilitate negotiations on behalf of the District government

Wireless Programs Financial Manager
