The Sakhalin Energy concession area contains an estimated 1 billion barrels of oil and 16 trillion cf gas reserves. The operations within the scope of the HSE MS include a single arctic platform and the Phase II project involves a massive integrated development of two further off-shore platforms, 1800 kms of pipelines, and oil export terminal and the world's largest LNG facilities. The total cost of the development is around $10 billion making it the single largest integrated oil and gas project in history. Responsibilities included management of a $2M HSE man-power services contract, managing a multi-discipline team of staff and contractors, and development and auditing of HSE hazard controls for land transport and construction activities. Roles and responsibilities included writing scoping studies and technical terms of reference for specialist EIA sub-contractors (e.g. ecological assessment, soils & hydrogeology, air quality & emissions modeling, solid & liquid waste assessments), as well as managing the progress of work to budget and schedule.
