1988–Present: South Coast Air Quality Management District, Diamond Bar, CA, a government regulatory air pollution control agency
Job functions:
March 1999 – Present: Policy analysis and rule development. Responsible for New Source Review (NSR) rule administration and development. Currently developing new rules to track Emission Reduction Credits (ERCs) for NSR equivalence. Earlier wrote amendments to Prevention of Significant Deterioration (PSD). Co-developed Best Available Control Technology (BACT) guidelines. Involved in pollutant credit trading and ERC programs. In 2002, proposed amendments to fee rule so as to equitably balance revenue and expenses for Fiscal Year 2002-2003. Proposed and wrote amendments to fee rule for Fiscal Year 2001- 2002. These fee adjustments resulted in the first balanced budget in a decade. As part of rule making, conduct public outreach and perform public presentations.

January 1996 – March 1999: Designed and administered self-audit programs. Developed and administered Certified Permitting Professionals Program (CPPP). Administered and maintained database for the Certification and Registration Program for registering IC engines, charbroilers, degassing equipment, etc. Developed and wrote CPPP training manual. Some of the other programs that I worked on during this time included: Self Audit Program for Dry Cleaning Industry; Technology Review for the Steel Slab Reheating Industry; Best Available Control Technology (BACT) Guidelines update; and, Air Toxics Risk Assessment Procedure

July 1988 – January 1996: Conducted periodic inspections of industrial sources. Assisted small businesses in achieving environmental compliance. Processed air pollution permits. Conducted Rule Effectiveness Studies on Spray Equipment for Volatile Organic Compounds and on various AQMD rules.
