Lagan International Ltd, Environmental and QA Manager – Cheddi Jagan International Airport Runway Rehabilitation – Guyana, South America
My position as Environmental and QA Manager for the Rehabilitation of the runway CJIA, Guyana involves the production, implementation, supervision and monitoring of the Environmental, Construction, Traffic and Emergency Management Plans as part of the requirements of the construction permit issued by the Ministry of Public Works and the Environmental Protection Agency. I also manage Quality Assurance in relation to the construction works and Lagan International’s BS EN ISO 9001: 2000 and ISO 14001: 1996 accreditations. Other aspects of the role include the day to day running of the security of the site, liaising with the CJIA Authority in obtaining appropriate security clearance for visitors, deliveries and employees, both expatriate and local. Monitoring, overseeing and appointment of subcontractors and of groundwater testing, waste management, community liaison and local employment and reporting to the EPA, MOPW and CJIA are conditions of the contract.

As Environmental Manager for the project my work includes ecological and landscaping surveys, audits, reports, design amendments, monitoring environmental compliance, noise monitoring, and contaminated land issues-identification and mitigation. Community relations was a critical element of the project and I co-ordinated and programmed the community liaison team and community helpline, with regard to notification of works, complaints, public meetings and home visits to residents particularly affected by the works. Environmental and health and safety training of local subcontractors was been a key factor in the success of the environmental aspects of the project and I held regular briefing and training sessions for sub-contractors involved with the project. I had day to day contact with members of the Employers Representative, The BEST Commission (the Governments’ Environmental body), the Bahamas National Trust, Department of Environmental Health The Ministry of Public Works and the general public. I undertook regular audits of the project systems and site works in accordance with the current contract documents together with managing the day to day control of incoming, outgoing and internal documents and quality system.

My role included the control of project briefs and standards of sub contractors work, ensuring that project management and quality plans were followed and updated as necessary, together with the production of Environmental Impact Assessments and Environmental Impact Statements in accordance with EC Directives 85/337 and 97/11/EC. These road schemes ranged in length from 16 kilometres to 52 kilometres throughout the Republic of Ireland as a result of the implementation of the National Roads Plan. The position also included the planning and preparation of reports for submission to the National Roads Authority and An Bord Planna (Government Department), meetings with officials from these Departments, attending Public Consultations and Inquiries, and detailed design of mitigation for designated sites and protected species.

•    Environmental Auditor, Site Representative and Adviser to National Assembly of Wales (Halcrow U.K. A55 D.B.F.O. Project) The A55 ( Llanfair Pwllgwyngyll to Holyhead) consisted of 32 kilometers of dual carriageway across Anglesey, North Wales. In the position of Environmental Auditor I was advisor and site representative to the National Assembly of Wales with regard to Environmental procedures and progress of the construction of the A55.
•    Ecologist - Channel Tunnel Rail Link Ecological Works (Hythe to Gravesend). Evacuation, translocation and recording of reptile and amphibian populations.
•    Production of Management Plan, supervision and inspection of horticultural maintenance works, in particular tree maintenance works along the M5, between Junction 11 and 16. Client: Highways Agency.
•    Site ecologist Ashlett Creek Water Treatment Works This scheme bordered the New Forest, a coastal SSSI, supported a high invertebrate population interest, and carried high environmental importance as a "show case" scheme. Client: Southern Water PLC
•    Written review with recommendations for further work on 'THE PREVENTION OF WILDLIFE CASUALTIES ON ROADS THROUGH THE USE OF DETERRENTS: Prevention of Casualties amongst Deer Populations' . (SW335/v2/08-97) August 1997. Production of amphibian and update of badger best practice guidance notes for inclusion into the Design Manual for Roads and Bridges. Client: Highways Agent
