CAREER SUMMARY
Throughout my career in civil and defence life, I have worked for top Australian Contractors, working on major civil engineering, rail & mining contracting projects. Through these projects I have gained considerable 'safety and technical' experience in the following sectors: roads, rail infrastructure, bridges, water treatment works, dams, process plants, mining & tunneling. With over 15 years in construction & in the safety field, projects have varied in size from $10 million to $2 billion AUD, working under traditional contracts, joint venture and partnering/alliance contracts.
I recently held the position of Regional Safety Manager for Taiwan Shinkansen Trackwork Joint Venture. Their construction of Taiwan's High Speed Rail system is valued at over 450 million US Dollars. The safety standards I worked to in Australia are the same standards I applied in my Region in Taiwan. This led to some challenging situations due to the differing work ethics and standards in Taiwan's construction industry. The experience this has given me is invaluable, as I have been learning to deal with and negotiate with people of different cultures. This has made me look at more innovative and creative ways to make the working environment safe.
I now hold the position of Regional Safety Manager (Motorway) for a Thiess John Holland Joint Venture based in Victoria, Australia. The project is a 2.5 Billion Aus Dollar Tollway on the Eastlink from Mitcham to Frankston. This project is still very much in the early stages and presents just as many challenges as in Taiwan.

Summary
The project is a joint venture between Thiess LTD & John Holland contractors due to finish in March 2008. It is the largest civil project in Australia at the moment at a cost of 2.5 billion Australian Dollars for the construction of a Tollway from Frankston to Mitcham. It includes 2 by 3 lane tunnels at 1.5 Km long, 17 walking bridges and 24 interchange ways and 12 multi lane over passes with on and off ramps over existing freeways and railway lines. I am the Regional Safety Manager of Motorways however I am also doing early earth works & early bridge works until more Safety Managers have been hired. My job also entails developing procedures and carrying out inductions and assessments on the plant and personnel.

Summary
TSTJV are the principle contractors of Taiwan's High Speed Rail Project. The project is approximately 387km long and is divided into 5 Regions of assorted topological conditions. The rail and civil construction has to contend with numerous earthquakes, tropical storms, flooding, land slides, hot and humid working conditions.
The speed of the trains on this viaduct system will exceed 305kph. Safety during the construction and testing is paramount.
Responsibilities
* To communicate and instruct a team of local and foreign Safety Engineers. Oversee safety for the remaining 4500 plus construction workers and staff in the 185km Region I am responsible for.
* To monitor safety standards in accordance to Local and International Safety Regulations
* To implement contractual safety requirements given by the client THSRC.
* To carry out Regional Safety Inductions, chair Regional Safety Meetings, develop and implement procedures, risk assessments and method statements.
* To compile all safety data, including trends and statistics into a report, which is presented to the Board of Directors on a monthly basis.
* To Liaise with the client Taiwan high Speed rail Corporation, Construction Labour Authority, Environmental Protection Authority, and all sub-contractors: Mitsubishi Heavy Industries, Toshiba Corporation, Fujita Corporation, Samsung/Doosan, Nihon Engineering, Kawasaki Corporation, Toa Doro Kogyo Co. LTD, Kuea Haw Construction Co. LTD, MVM Rail Pty Ltd, Ming Chung Enterprise Co. Ltd, Barclay and Mowlem, Chen Long Construction Co. Ltd, Green Steel Structure Corporation, Gold Sunny Electric Engineering, Sun Point International Co. Ltd, and Belfinger Berger.
As Regional Safety Manager I was responsible for 7 tunnels, the longest is 7.4km long, the shortest being 1.2km long. These come under the safety regulations for tunneling and mining (BS6164). This includes emergency rescue training, tunnel inductions, Air monitoring and tunnel fire fighting procedures.

The completion of Collins Street Extension was a pre-stressed bridge over existing train rail lines (Spencer St Station) & to implement tram rail lines on the bridge.

The project consisted of 6km of electrification, installation of rail, new signalling system and construction of new platforms & 3 stations. My duties as Safety Advisor include inductions, JSEA's, & manual handling presentations, working at heights training, Hazard Identification, site and plant inspections, liaison with management personnel, liaison with union representatives, Work Cover Authorities, Auditing and training of Subcontractors. * This was a brown field process (Uranium, Gold, Copper and Silver) plant along with underground mining. This project was the largest construction project in Australia for some time of approximately $2 billion including the underground works.
* Safety Advisor on the civil process work, earthworks (dams) and finished underground services as the Safety Advisor along with close liaison with the electrical and mechanical contractors and interfaces between the disciplines.
