Senior Project Manager / Environmental Specialist
Ecology and Environment, Inc., 1990 - 2004
Managed three RCRA Facility projects under contract to the U.S. Air Force Air Combat Command Headquarters (USAF/ACC HQ) Whiteman Air Force Base (AFB), MO.
* Closure of hazardous waste storage facility, prepared closure documentation for state regulators, oversight of subcontractors performing the collection of soil and water samples.
* Assessment of two Areas of Concern (AOC) and one Solid Waste Management Unit (SWMU) that included preparation of Findings documentation for state regulators, oversight of subcontractors performing the collection of soil samples.
* Base wide survey and sampling of electrical transformers to identify potential PCB oils.
* Under separate USAF/ACC HQ contract, served as field manager at 6 mid-western AFBs as well as Schriever AFB and NORAD in Colorado. Surveyed industrial and potable water source cross-connections, tested backflow prevention devices, and performed water vulnerability studies.
* Under contract to the U.S. Air Force Space Command Headquarters (US AFSPC HQ) managed the development of SPCC Plans and HazMat Emergency Response Plans at Malmstrom AFB, MT, and F.E. Warren AFB, WY. Conducted field assessments of 220 remote Missile Alert Facilities and Launch Facilities (MAFs/LFs) for each base, and all on-base facilities at Malmstrom AFB.
* Under contract to the U.S. Air Force Reserve Command Headquarters (US AFRC HQ), managed the review and updating Hazardous Materials Response (HAZMAT) Plans at 12 AFRC bases and conversion of each bases plans into the EPA's One-Plan (also referred to as the Integrated Contingency Plan (ICP)) format. Each facility on base was thoroughly surveyed for hazardous materials and storage practices and spill contingencies.
Managed numerous projects under contract with Sandia National Laboratory (SNL), Albuquerque, NM.
* For SNL's Air Quality Department, conducted air emission source and pollution control equipment inventory and assessment and permitting at all SNL facilities.
* Conducted statistical/data analysis and development support for environmental surveillance databases.
* Oversaw Confined Spaces Program in which over 500 buildings in all Technical Areas were inspected. The Confined Spaces Program led to the identification, assessment and classification of more than 1,500 confined spaces.
* Conducted Annual Environmental Monitoring Program that entailed the collection of multimedia for data analysis to detect the release and/or migration of radioactive material and hazardous substance releases from SNL property.
* Managed field effort to reclaim a four-acre salvage yard involving 750 tons of hazardous and non-hazardous waste. This included logistical coordination, documentation and data management for the removal of over 20,000 items for the implementation of a corrective action strategy.
* Field manager for RCRA facility investigations at DOE's Pantex Plant, TX and Hawthorne Army Depot, NV, under contract to the U.S. Army Corps of Engineers (USACE). This included the oversight of drilling contractors for soil boring and sampling of 50 locations for the installation of monitoring wells and the sampling of the wells and the sampling of over 30 separate SWMUs. Handled sample management, quality assurance/quality control, waste management coordination, logistics coordination and performed database management of samples and wastes.
* Managed the closure, remediation, and revegetation of a 350-acre surface mining operation on Indian leased property near Albuquerque, NM. Provided expert on-site technical guidance and coordination with the BIA, BLM, and the New Mexico Environment Department to address the environmental sensitivity concerns of all involved parties. Supervised the preparation of the site revegetation and closure plan, which included developing specific revegetation equipment requirements, seeding species and seeding rates.
* Managed numerous mercury contamination investigations, remediations, and site restorations of natural gas pipelines in Colorado, Kansas, New Mexico, and Wyoming for four different national clients. Prepared the workplans, field monitoring and sampling plans, health and safety plans, and the final reports. Supervised field sampling and remediation crews, provided analytical data review and presentation and developed several sample tracking databases for over 4,000 samples.
Operations Supervisor
City of Aurora, Colorado, 1987 - 1990
Supervisor of a five person office, for the Arkansas Valley Range Project, of the City of Aurora, Colorado, in southeastern Colorado. This project consisted of the revegetation of over 20,000 acres of land in the Arkansas Valley; whose owners had sold their water rights. Responsibilities of this position included the daily operations of the office, managing the budget, scheduling field work, and providing public relations liaison between local water sellers and the City of Aurora. Developed seeding species mixtures and rates for individual field conditions; established effective weed control/management practices; compiled and maintained field progression and species vigor/composition data; mapped water sale areas; and developed and implemented wildlife habitat sites.
