U.S. Department of the Interior, Bureau of Land Management (BLM), Resource Management Plan (RMP) and Environmental Impact Statement (EIS).
The applicant is currently serving as a functional expert in the natural resouce and environmental planning project, as technical reviewer/quality assurance officer of written documents, and as a resource specialist for special management area designations, fish and wildlife, science and research, and hazards materials management for the alternatives development phase of the RMP development process for four BLM planning areas in Wyoming and Utah. In addition, The applicant has provided project management support on the Wyoming projects, including project strategy and planning and management of project deliverables.
PREVIOUS PROFESSIONAL EXPERIENCE
NEPA/Natural Resource Management and Planning
U.S. Department of Army, Integrated Natural Resource Management Plans (INRMP) and Associated EIS/Environmantl Assessments (EA).
The applicant served as project manager and technical lead in the preparation of multiple INRMPs for the several installations of the U.S. Army Testing and Evaluation Center (ATEC)and U.S. Army Materiel Command (AMC) located throughout the United States, including Dugway Proving Ground (Dugway, Utah), Deseret Chemical Depot (Tooele, Utah), and Red River Army Depot and Lone Star Army Ammunition Plant (Texarkana, Texas).
McAlester Army Ammunition Plant, Army Materiel Command, McAlester, Oklahoma.
In support of the INRMP development process for McAlester Army Ammunition Plant, The applicant also served as project manager and technical lead for an invasive species survey.
Red River Army Depot and Lone Star Army Ammunition Plant, Army Materiel Command, Texarkana, Texas.
In support of the INRMP development process for Red River Army Depot and Lone Star Army Ammunition Plant, The applicant also supported the field effort of the Planning Level Survey (biota, amphibians and reptiles, and birds).
Deseret Chemical Depot (DCD), Army Materiel Command, Tooele, Utah.
The applicant supported the preparation of the INRMP and supporting EA for the Deseret Chemical Depot near Salt Lake City, Utah. The applicant also supported the field effort of the Planning Level Survey (soil invertebrates, fish, and raptors) as part of the preparation of the INRMP for DCD.
Combustion Risk Assessment
Human Health Risk Assessment Protocol (HHRAP) and Screening Level Ecological Risk Assessment Protocol (SLERAP).
Under EPA's Combustion Initiative (funded by EPA's Resource Conservation and Recovery Act (RCRA), Enforcement, and Permitting Act (REPA) contract), The applicant was involved with the technical revision of protocols that provide guidance on screening level human health and ecological risk assessments. Ms. Pryor's involvement consisted of the verification of pathway-specific equations and the development of an extensive database that includes fate and transport parameters for over 200 compounds. This experience also involved extensive literature and database review of toxicity equivalency factors (TEFs) in order to develop an approach for modeling the exposure and effects of PCDD and PCDF congeners in screening level risk assessments. She also assisted in the compilation and review of toxicological profiles that were included in the protocols. The applicant was also involved in the beta-testing of the companion software (IRAP-h View, EcoRisk View) developed to support the risk assessment process, has provided technical validation, and has contributed in product development.
Combustion Risk Assessment Technical Support, EPA Region 6.
The applicant provided various forms of technical support needed to complete health risk assessments for 11 RCRA facilities in Louisiana. Support included calculation of emissions rates, preparation of maps using GIS, and evaluation of air modeling data. The risk assessments were performed using guidance for risk assessment for combustion and hazardous waste facilities recommended in EPA's HHRAP and SLERAP.
Risk Assessment and Risk Assessment Work Plan Oversight. DOE Hanford Mixed Waste Treatment Facility, Washington State Department of Ecology Nuclear Waste Program.
The applicant contributed to technical oversight and pre-construction risk assessment/permitting support to Washington State Department of Ecology Nuclear Waste Program for the evaluation of point source and fugitive air emissions from proposed vitrification/thermal treatment facility at Hanford reservation. The plant would apply thermal treatment and vitrification technologies to treat low-level and high-level mixed wastes (Area 300 wastes) stored at Hanford. Technical support included determination of emission rates, air dispersion modeling using ISCST3 and CalPuff models, and chemical and radionuclide fate and transport modeling, chemical speciation, exposure assessment, and toxicity assessment for several human health and Native American exposure scenarios and several ecological receptors. The applicant used IRAP-h View, EcoRisk View, and Microsoft Access to characterize risks and identify chemicals and radionuclides of concern.
Human Health and Ecological Risk Assessments, Deseret Chemical Deport, Utah Department of Environmental Quality.
The applicant supported human health and ecological risk assessments of air emissions from thermal treatment of chemical (nerve gas and Mustards) munitions at Tooele Chemical Agent Disposal Facility and Chemical Agent Munitions Disposal System, in Tooele County, Utah. Risk assessments performed to prepare RCRA permits for the facilities. The project involved the determination of unit-by-unit and cumulative risks and hazards. The applicant performed analyses to determine sensitivity of health risk estimates to changes in facility operation duration. The risk assessments followed guidance for risk assessment for combustion and hazardous waste facilities recommended in EPA's HHRAP and SLERAP.
Human Health and Ecological Risk Assessment, BF Goodrich Kalama, Inc., EPA Region 10.
Serving as deputy project manager and risk assessor, The applicant assisted EPA for developing RCRA permit for combustion unit at specialty chemical manufacturer. The risk assessments followed guidance for risk assessment for combustion and hazardous waste facilities recommended in EPA's HHRAP and SLERAP.
Other Risk Assessment Experience
Cumulative and Secondary Systemic Effects Review, Hanford Site, Washington, Argonne National Labs/DOE.
In an effort to capture "big picture" cumulative systemic (noncancer) risks, including secondary and tertiary effects, of potential human exposure to chemical and radiological contaminants, The applicant on a team that conducted in-depth toxicological effects reviews for 10 contaminants. Worked with database professionals to develop a useful tool for screening for secondary and additive systemic effects. Contaminants reviewed included TCE, DCA, arsenic, chromium, cadmium, nickel, lead, chloroform, benzene, and nitrites/nitrates.
Barbers Point Naval Air Station (NAS), Oahu, Hawaii, Comprehensive Long-term Environmental Navy (CLEAN) II.
The applicant supported the U.S. Department of the Navy in conducting a human health and ecological risk assessment for the Barbers Point NAS as part of the proposed plan for base closure. Responsibilities included (1) extensive research of land use and habitats for receptor selection and habitat characterization, (2) the development and design of Excel spreadsheets for the exposure analysis, (3) human health and ecological risk characterization, and (4) preparation of final reports.
Other EPA/REPA Experience
Tribal Environmental Summit and Tribal Policy Meetings, EPA Region 6.
From 1997 to 2001, The applicant provided ongoing support in the development and presentation of EPA Region 6's annual Tribal Environmental Summits and Tribal Policy Meetings. The applicant played a major role in the conference support, including the compilation of an Executive Summary of each of these conferences for distribution to tribal leaders from 65 federally recognized tribes in EPA Region 6, summit participants, and other federal agencies responsible for Indian Country.
National Environmental Justice Advisory Council (NEJAC), EPA Headquarters, Office of Environmental Justice.
From 1997 to 2001, The applicant provided ongoing support to the Health and Research Subcommittee at the quarterly meetings of the NEJAC, a federal advisory committee. Support included (1) providing onsite logistical support, (2) completion of a detailed meeting summary, and (3) tracking of action items established by the Subcommittee.
Water Quality of Transboundary Surface and Subsurface Water Indicators along the International Border of the United States and Mexico, EPA Region 6.
Under the REPA contract with the EPA, The applicant supported the EPA Border XXI Program Water Workgroup to develop indicators of quality of transboundary surface and subsurface waters. The applicant served as project manager of this work assignment, which involved statistical trend analysis of historic water quality data (from the U.S. and Mexico) for numerous analytes at sampling locations in the border region. EPA's Border XXI Initiative is an initiative designed to continue developing environmental cooperative agreements between the EPA and its Mexican counterpart, the Secratariat of Environment, Natural Resources, and Fisheries [Secretaria de Medio Ambiente, Recursos Naturales y Pesca (SEMARNAP)].
Delatte Metals, Ponchatoula, LA, Response Action Contract (RAC) for Remedial Enforcement, U.S. EPA Region 6.
As part of the Remedial Action Contract (RAC) for Remedial Enforcement with the EPA Region 6, The applicant conducted the Screening-Level Ecological Risk Assessment for the site and supported the field investigation of a $3.5 million remedial investigation work assignment at a Superfund site in Louisiana. The ultimate goal of the work assignment is to locate and determine the extent of groundwater and soil contamination that the previous landowners released into the area. Field support included hand auger sampling and trapping/collection of invertebrates, reptiles, amphibians, and small mammals, as well as data management and data validation.
