Environmental Operations Manager
Senior Environmental Manager for the domestic and industrial residuals operations within the state of Florida. Within this period and for the first time, Azurix North America was in full compliance with all residuals operations within the state. As the senior environmental operations manager, I was responsible for the submission of over 500 reports on a monthly basis to multiple local, state and federal agencies, in compliance with local ordinances, Chapter 62-640, F.A.C and Section 503, 40 CFR. My duties also included the settlement of prior enforcement cases, compliance activities, training and land acquisition and mapping. During this period, Azurix provided for the first time precise and accurate reports to existing customers, including maps, permit revisions and QA/QC on all processed residuals.

Senior Engineer Wastewater
As a Senior Engineer I supervised 5 engineers and GIS technicians to provide wastewater data acquisition and QA/QC for all new and existing projects. I was also responsible for reviewing and approving new projects and new improvements to the WWTFs in the county. In addition, I evaluated bid responses and offers for civil projects, bid preparation packages and submittal of RFP Packages for public release. As a supervisor, I was responsible for monitoring and pproving new data acquisition information into the county's infrastructure database. I provided and scheduled training, performance review evaluations and project assignment and conflict resolution. As an additional duty I was charged with developing and submitting a grant package in the amount of $850,000 for the implementation of a critical facilities database. The grant was awarded and project was implemented.

Residuals Coordinator, Southwest District
Engineer II responsible for the permitting and enforcement of all residuals activities in the Southwest District, FDEP. As the permitting engineer, I had the primary responsibility to review and issue operating permits to new and existing domestic and industrial wastewater residuals management facilities. During my tenure, more than 15 facilities were permitted and about 400 industrial and domestic wastewater facilities were modified. As part of this process I reviewed O & M plans, operating protocols, completion of construction reports and sampling protocols, among many others. As the residuals coordinator, I was responsible for enforcing the existing rules and regulations for the processing of residuals. These activities included processing of review of periodic residuals processing reports, complaints, preparation of consent orders and warning letters and penalty matrix production. As an additional duty, I designed, developed and implemented a residuals tracking system for the monitoring of residuals. This program became the basis for a statewide residuals tracking system now in place.

Industrial Wastewater Inspector
Engineer I responsible for the inspection of industrial wastewater facilities in the Southwest District. These industries included phosphate mining facilities (open pit), distilling facilities, electroplating, citrus processing and concrete batch plants, among others. My duties included periodic inspections, review of monthly operating reports, DMRs, preparation of compliance and non-compliance documents such as warning letters, consent orders, administrative orders, etc. I was also responsible for reviewing Contamination Assessment Plans and Reports, sampling proposals and operator reports. I also inspected any dam and settling areas for future abandonment and remediation.
