PROFESSIONAL EXPERIENCE:

    NORTHROP GRUMMAN CORPORATION, Bethpage, NY    1997 to Present

    Manager - Environmental, Safety and Health, Northeast Region, Northrop Grumman Integrated Systems

    Responsible for all environmental, safety and health program development/implementation and compliance activities at the Bethpage site, as well as support of those activities at other sites within the Northeast Region. Manage a staff of six exempt and three non-exempt personnel and an operating budget of $5.5 million. Emphasis on timely and cost-effective support of property disposition and facility consolidation involving conduct of site environmental assessments and clean-ups for over 20 parcels of property, ranging in size from one acre up to a 105-acre Government-Owned Contractor-Operated complex. Tenure characterized by excellent agency and contractor relationships, maintenance of budget and schedule requirements, zero Notices of Violation and an injury/illness rate that is approximately 30 % of the industry average. Currently working to achieve ISO 14001 certification.

    FLORIDA POWER & LIGHT COMPANY (FPL), Juno Beach, FL    1974 to 1996

    Manager - Hazardous Substances Regulation (1989 to 1996)

    Planned and directed FPL's regulatory approval/permitting, compliance and reporting functions for all water, solid/hazardous waste, hazardous substances and site remediation requirements. Evaluated impact, developed cost-effective compliance strategies and facilitated implementation of new environmental legislation and regulations mandated by EPA and the Florida Department of Environmental Protection. Led a staff of 10 exempt and two non-exempt personnel. Controlled a $1.4 million operating and project budget.

    •    Directed remediation of 30+ petroleum and hazardous substance-contaminated sites and received over $2.7 million in state reimbursement funds.
    •    Developed and coordinated a program of cost recovery for environmental improvements that generated an additional $17 million in revenues to the company over a three-year period.
    •    Captured $2 - 3 million annually in revenues and cost-avoidance through implementation of proactive pollution prevention initiatives.

    Appointed FPL's representative to the Global Environmental Management Initiative (GEMI), an association of U.S. Fortune 500 companies dedicated to improving the environmental, health and safety management practices of business worldwide. Appointed FPL's representative to the Policy Committee of the Utility Solid Waste Activities Group.

    Assistant Manager - Environmental Technical Services (1983 to 1989)

    Directed an eight-person technical staff supporting meteorology, air and water pollution control, hazardous waste compliance and environmental MIS technologies for FPL operations throughout the State of Florida.

    •    Prepared hazardous waste operating and closure permit applications for nine facilities, negotiated closure requirements and obtained "clean closure" approval for all nine locations.
    •    Supported and participated fully as integral member of departmental team preparing for and undergoing examinations by the Japanese Union of Scientists and Engineers leading to FPL's award of the Deming Prize for Total Quality Management.

    Environmental Specialist (1979 to 1983)

    Supported environmental/regulatory planning, licensing, compliance and reporting functions for two major power plant expansion projects ($1+ billion in total capital cost). Led project team members and environmental consultants in the preparation of siting studies, site assessments, environmental impact statements and permit applications. Controlled $2+ million budget for assessment costs and licensing fees.

    Nuclear Licensing Engineer (1974 to 1979)

    Developed licensing strategies and coordinated technical, legal and logistical support for successful construction permit and operating license hearings for two nuclear power plants. Direct liaison to the Nuclear Regulatory Commission on licensing and compliance issues.

MILITARY SERVICE:

    Six-years of active duty service with the U.S. ARMY CORPS OF ENGINEERS providing engineering, facilities and infrastructure support to field and staff personnel worldwide. Promoted through increasingly responsible command and staff positions in the U.S., Thailand and Vietnam. Airborne/Ranger-qualified. Awarded Bronze Star Medal. Attained rank of Lieutenant Colonel in the U.S. Army Reserve.
