I have been successful in applying my knowledge, skills and abilities in meeting the challenges of implementing a comprehensive Loss Prevention Program on a large oil and gas project in Saudi Arabia. Prior to this I was instrumental in delivering a strong environmental compliance program in the province of Alberta. I bring extensive knowledge and experience in all facets of environmental applications, including air monitoring, hazardous waste, site remediation and water well investigations related to both contaminant issues and coal bed methane development. I have a strong background in environmental legislation related to oil and gas development.

Professional Experience
Environmental Health & Safety
Environmental Health Manager - SNC Lavalin Europe BV – Saudi Arabia – June 2007 to Present
Located in Shaybah Saudi Arabia, I am responsible for the implementation of key aspects of the project's Loss Prevention Program, ensuring compliance with Saudi Arabian Law and Client safety program for the construction of a 250 million barrel gas oil separation plant. My duties have involved the industrial hygiene aspects of a 1200 man work force including camp accommodations, kitchens, sanitary facilities and water and waste water treatment. In addition I conduct safety inspections and assessments on all jobs related to my responsibilities.
Accomplishments
* Worked with client and subcontractor to ensure the construction and commissioning an 1100 cubic metre/day RO plant.
* Implementation of Job Site Analysis and Work Permit with the subcontractor.
* Implementation of a behavioural based safety reward system.
* Improved food quality and hygiene for all workers on site.
* Developing and implementing the Construction Site Environmental Management Plan.

Environmental Compliance
Compliance Investigator – Alberta Environment – Calgary, Alberta – January 1991 to May 2007
In general, I was responsible for the administration of the provincial environmental compliance program for the Ministry of Environment in the Calgary office. My main duties included the receipt and assessment of alleged violations of environmental legislation originating from public complaints, industrial and municipal reporting and incident response. The investigations consisted of detailed analysis of a parties due diligence including the physical inspection of facilities, the review of operational policies and procedures, the assessment of failed equipment, interviewing affected staff and the collection of physical evidence.
I was heavily involved in my last two years with the Ministry with coal bed methane issues and coordinated the development of policies and procedures related to the investigation of coal bed methane related ground water complaints. Over the 16 years I was in the Calgary office I coordinated environmental assessments, site reclamation and remediation activities and reviewed and provided technical advice on a wide range of environmental issues from legislation to water issues. I was further involved in the development of internal policies and procedures and training documents. The mentoring and training of new staff and for a brief a four year period was the Team Leader for the Compliance Group in the Calgary office supervising staff in carrying out the compliance program.
Accomplishments
* Team leader for a diverse group of staff implementing the compliance inspection and enforcement program in Southern Alberta.
* Calgary representative on internal training program committee.
* Heavily involved with the development of policy and procedure.
* Responded to, and investigated the worst industrial explosion to befall Calgary.
* Developed internal and external training material.
* Identified and investigated hydrocarbon contamination extending a city block and worked closely with the proponent to implement technology to address remediation.
* Active member of the provincial emergency response team responding to environmental emergencies. (Wabamum response, sour gas blow outs, spills and industrial and municipal releases).
* Involved in Y2K preparations.
* Department representative G8 meeting. Conducted environmental and hazard and risk assessment of municipal and industrial activity.
* Representative on EUB Technical subcommittee site reclamation/remediation.
* Representative to CAP Reclamation Remediation committee.
* Representative to the EUB Can Oxy Sour gas application safety committee.
* Developed strong working relationships with industry, municipalities and other regulatory and enforcement agencies.
* Coordinated with the City of Calgary Fire Department development of a joint air monitoring unit.

Investigator – Alberta Environment – Edmonton, Alberta – September 1989 – December 1990
As an investigator in the Edmonton office I was responsible for receiving and assessing public complaints, regulatory referrals, and industrial non-compliance reports as well as conducting environmental inspections and audits of regulated facilities. I conducted due diligence investigations to determine if sufficient evidence existed to take appropriate action. Worked with industry to correct non-compliance with approval and legislated conditions. I prepared comprehensive investigation files, issue documents and briefings.
Accomplishments
* Completed enforcement training.
* Planned and conducted air monitoring surveys of the Ft. McMurray/Ft. McKay corridor concentrating on emission sources from Syncrude and Suncor.
* Planned and conducted mobile surveys of major industrial facilities in central Alberta.
* Received extensive emergency response training.

Environmental Monitoring
Air Monitoring technologist – Alberta Environment – Ft. McMurray, Alberta – December 1985 to August 1989
As the Ministry representative in Ft. McMurray the position evolved to encompass many of the facets of the environmental monitoring program with a focus on air monitoring, consisting of industrial inspections, plume tracking, and source identification and the operation of two air monitoring units and a mobile unit. I was also involved in spill response, source monitoring audits and air monitoring audits. I also assisted other Ministry representatives in their duties in the area.
Accomplishments
* Planned and conducted with Edmonton staff a comprehensive air monitoring survey.
* Compiled, interpreted data and drafted the "Mobile Air Monitoring Survey, Ft. McKay – Ft. McMurray Corridor"
* Received initial training in emergency response and enforcement.
* EIA review for ALPAC and Suncor Expansion.

Waste Management Technician – BC Ministry of Environment – May 1982 to November 1985
Over the four years I was with the BC Ministry of Environment I was in a growth position. I began my career as a Climate Technician responsible for the operation of the NE Climate Network; the collection and compilation of data to assess the feasibility of BC Hydro's proposed Site C Dam. Shortly after I assumed duties for the operation of the Prince George Air Monitoring Network involving the operation of a network of air monitoring stations through out the city and area to assess air quality.
In 1984 I assumed the position of a Waste Management Technician. This involved the administration of the Waste management Act through the inspection of a wide range of industrial activities to ensure compliance with permit and legislative conditions.
Accomplishments
* Initial training in environmental compliance.
* Landfill operation and reclamation training.
* Visible Emissions Certification.
* Compilation and assessment of air monitoring and meteorological data and drafting of annual reports.

Professional Development
Over a three year period I was a part time instructor for SAIT environmental courses. I also developed curriculum for the Environmental Program (Environmental Legislation) and developed and wrote 10 training modules for SAIT Continuing Education.
I have taken extensive internal and external training and development courses.
