Employed by a parastatal organisation and responsible to the Secretary of the Dept of Mining and Petroleum for implementing PNG's first petroleum production projects – the Kutubu US$ 1 billion oil export project and the Hides gas project. Specific responsibilities included:* Direction and co-ordination of a multi-disciplinary team from line agencies in negotiations and for project monitoring & implementation. Coordinate and direct consultant inputs for the project.* Overseeing the Project implementation and sub-contractors in the development of a new 150 km road through rain forest of S Highlands province & construction of an airport. Working with the Provincial Works & Transport Dept to ensure compliance to EIA & EMP requirements.* Working with Government Agencies and the project developer to ensure optimum benefit for the State, Provincial Governments and landowners. Leading negotiations with Provincial Government and landowners to set up agreements for a package of infrastructure and services (worth $200 million).* Co-ordination of project developer, landowners & Provincial representatives to ensure implementation of business development & training & localisation plans. * Responsible for integrating programmes of public works & funding release with Dept of Finance Project Cycle & Works Dept annual work plans.* Plan & implement schemes for water and sewerage & other municipal services in conjunction with the Southern Highlands Provincial Works Department.* Institution building, working with counterpart officers in the Ministry and Province to develop Government capacity. Development of training programmes in association with aid funding.* Manage a team of Provincial field co-ordinators. Liaise with Provincial agencies & landowners to set up, implement & monitor programmes of rural infrastructure & services including feeder and local roads, schools, health facilities,, small scale business & agricultural development.
1985 to 1987 PAPUA NEW GUINEA Planning Manager and Mining Project Co-ordinator for Mineral Resources Development Company. Seconded to Dept of Mining & Petroleum & responsible to the Secretary. Led multi-disciplinary team, supervising & liaising with the Ok Tedi Mining Company in all aspects of project implementation, particularly:- * The acquisition programme for customary land for township, port and a major new road project 120 kms in rain forest to the mine site at 2000ms.* Monitoring the environmental programme for project infrastructure & roads & a programme of rural development for Provincial services & infrastructure.* Training and localisation and business development programmes. * Major infrastructure components and development of hydro power.* Coordinate the planning and take over by Government bodies of water & sewerage systems & electricity infrastructure developed partly by the mining company in the mine town and mine port.* Setting up a Trust Fund for the benefit of future generations of landowners to invest mining royalty & rents for the benefit future generations of landowners.
1981 to 1985 PAPUA NEW GUINEA Public Sector Planner and Planning Manager for Mineral Resources Development Company (MRDC) a parastatal responsible for developing a mining project in which the government had an equity interest. I acted as Regional Planner for the wider Province. My specific responsibilities included:* Collection of base line data for mine town & provincial area. Sectoral programmes & budgeting for education, health & transport services in close liaison with Government agencies, particularly Dept of Works and Dept of Education.* Preparing town plan for the river port town of Kiunga including detailed design of serviced subdivided lots for industrial, commercial & residential uses.* Planning and provision of town services including water and sewerage reticulation and treatment schemes in conjunction with the National Water and Sewerage Board, in the Provincial centre of Kiunga and mining town of Tabubil.* Adviser to Provincial leaders for feasibility, costing & scheduling of rural develop-ment programme & infrastructure proposals for schools, water supplies, roads, etc.* Negotiation of a finance package and agreements with the Dept of Finance and the mining company to provide town power and reticulated water and sewerage.* The implementation of a major programme of capital works, including roads, a hospital, schools, government offices and low cost housing.* Advising local Business Development Officers on the provision of leasehold titles for serviced allotments in Kiunga to businesses, as part of the urban development project. The sale of the lots recouped the development costs.

Specific responsibility for study of extensive coastal reserves of land in the Mombasa Metropolitan District. Recommendations to Board for a phased plan of reclamation & alternative land uses including nature reserve, commercial use, hotels & residential use with a low density (site & service) housing scheme.
1975 to 1981 KENYA Provincial Physical Planning Officer, Coast Province Ministry of Urban Development & Housing. I was recruited through Crown Agents for ODA, UK to work for the Dept. of Physical Planning, Mombasa with a staff of 20. Responsible to the Director of Physical Planning for the Provincial Office. Specific responsibilities:-* Adviser to Dept of Physical Planning on all aspects of physical planning.* Responsible in conjunction with government departments, international agencies & consultants for assessing feasibility studies for development projects such as:-Diani tourist complex and township, including environmental impacts location, expansion and impact of improved port facilities, and,siting of industrial complexes along the coast.* Govt representative on W Bank Project - low cost, site & service housing and upgrading. I was actively involved in the plan, design and approval stages.* Preparation of the Mombasa Structure Plan and District Plans; detailed subdivision plans for industrial, commercial and residential uses.* Vetted planning proposals and advised developers in urban areas and along the Kenya coastal belt with particular reference to the tourist industry.* Development of Four Year District Economic Plans with government departments and private organisations for all Provincial Districts.
