International Studies

Environmental Assessment of the Breakwaters at Aziziyah, Eastern Province, Saudi Arabia. As Senior Marine Fisheries Ecologist and overall Project Coordinator, Dr. White supervised field studies at the Aziziyah facility, including intertidal and subtidal sampling, to identify existing conditions and potentially significant environmental risks and impacts that may have resulted from either construction or operations of the Aziziyah breakwaters. He developed the environmental impact assessment and provided a summary of recommendations regarding potential "critical environmental" features and "significant issues" that may affect the project and how these issues can be avoided or mitigated.

Environmental Damage to Marine and Coastal Resources Resulting from the 1991 Gulf War Oil Spill, Saudi Arabia. Dr. White prepared planning documents to assist the Presidency of Meteorology & Environment (PME) assess the impacts along the Saudi Arabian Gulf that resulted from the 1991 Gulf War oil spill. Dr. White was Program Manager for the $11 million oceanographic and fisheries and the $3.0 million coral reef surveys being conducted to further assess the oil spill impacts. He developed work plans, oversaw implementation of extensive oceanographic and fishery studies, including toxicological studies, in the Arabian Gulf. He worked with the King Fahd University for Petroleum & Minerals (KFUPM) and the Australian Institute for Marine Studies (AIMS) to establish sampling sites and transects to estimate the density, diversity and condition of fish and algal populations of coral reefs and to determine the effect of the 1991 oil spill on coral reef colonies along the Saudi Arabian Gulf.

Evaluation of the Monitoring and Assessment of the Environmental Damages and Rehabilitation in the Marine and Coastal Resources, Kuwait. Principal Scientist assigned to review and evaluate the Terms of Reference for the Marine and Coastal Damage Assessment submitted by the Public Authority for Assessment for Damages Resulting from Iraqi Aggression. The Terms of Reference describe the expected output from the five-year monitoring and assessment program, and includes assessments of remediation strategies and cleanup treatment technologies applicable for the damaged and contaminated environment. They also include processes to determine the nature and extent of injuries to natural resources and to quantify the resulting resources and service losses resulting from the 1991 Gulf War oil spill. Dr. White reviewed and commented on all oceanographic and fisheries survey reports submitted after each cruise, and evaluated and suggested recommendations to standardize sampling protocols for fish, shrimp, zooplankton, phytoplankton, ichthyoplankton, benthic macroinvertebrates, and coral reef surveys.

Fatal Flaw Analysis, New International Airport at Doha, Qatar. Conducted a reconnaissance-level field survey of the project area, including the intertidal and subtidal areas proposed to be filled, to identify existing conditions and to identify potentially significant environmental risks that may result from either construction or operations of the proposed airport. Met with representatives of the Qatar Supreme Council for the Environment & Natural Reserves to identify the preliminary scope of the environmental impact assessment process. Provided a summary of recommendations regarding potential "critical environmental" features and "significant issues" that may affect the project and how these issues can be avoided or mitigated. The summary also identified data gaps that need to be addressed to meet applicable international standards.

Ecological Studies, Ministry of Electricity and Water, Kuwait. Prior to construction of a major oil-fired power generation and desalination facility, Dr. White led a group of marine scientists in a comprehensive investigation of marine resources for Chas. T. Main, Inc. and the Kuwait Ministry of Electricity and Water.

Foundation for Russian/American Economic Cooperation. Member and delegate, U.S.-Russian Joint Commission on "Economic and Technological Cooperation (formerly the Gore-Chernomyrdin Commission). As regional delegate to the forest/timber sector of the Commission, I evaluated planning and policy documents and submitted a Situation-Target-Proposal (STP) entitled, Development of a Customer-Driven Commercial Harvesting Framework for Optimal Marketing and Export Sales of Russian Far East Forest Products, that was presented to the Commission in April 1998.

Fisheries Management/Studies

Development of an Environmental Impact Statement for Essential Fish Habitat (EFH) for the Bering Sea and Gulf of Alaska. As part of the environmental review team, I am provided guidance on technical issues to the National Marine Fisheries Service for the development of an EIS for EFH for groundfish stocks, Pacific halibut, tanner and king crabs, scallops, and salmon in the Bering Sea and Gulf of Alaska.

Review of the Science Underlying Atlantic Large Coastal Shark Management. As part of a five-person independent review team, I was assigned by the United States District Court for the Middle District of Florida, Tampa Division, to review the science underlying the 1999 Large Coastal Shark Management Plan prepared by the National Marine Fisheries Service (NMFS), under the authority of the Magnuson-Stevens Fishery Conservation and Management Act and the Administrative Procedure Act. Each panel member assessed the models used in the stock assessment of Atlantic large coastal shark populations and the scientific conclusions and scientific recommendations contained in the 1998 Shark Evaluation Workshop Report, based on scientifically reasonable uses of appropriate fisheries stock assessment techniques and best available biological and fishery information.

Northwest Treaty Tribes and the Washington Departments of Game and Fisheries. Implemented procedures and interpreted management plans for salmon, steelhead trout, and herring in the Puget Sound region submitted by the Northwest Treaty Indian tribes and the Washington Departments of Fish and Game.

Forest Ecosystem Management

Economic Assessment of Proposed Forest Ecosystem Management Options Developed for the Central Cascades. Project Manager for this comprehensive evaluation, which included commodity production (i.e., timber products, special forest products, commercial and recreational fisheries) and non-commodity production (i.e., recreation, tourism, scenic quality, water quality). Developed options that focused on understanding how various management plans and policies might affect local, regional, tribal, and state communities, and analysis of potential affects on important social values and activities.

Interagency-Funded Forest and Natural Resources Management Program, Olympic Peninsula, Washington. Program Manager for an inter-agency funded forest and natural resources management program investigating the effects of forest management and streamside timber removal on coho salmon and cutthroat trout productivity in 14 watersheds on the Olympic peninsula.

Assessment of the Effects of Forest Canopy Removal on the Productivity of Aquatic Insects and Juvenile Cutthrout Trout on the Olympic Peninsula, Washington. Program Manager responsible for evaluation of the effects of forest canopy removal on the emergence dynamics and population structure of the Chironomidae in stream systems on the Olympic Peninsula, Washington.

Habitat Conservation Plans/Endangered Species Act

Plum Creek Timber Company, L.P., Habitat Conservation Plan, Central Cascade Mountain Range, Washington. Senior Scientist and Technical Author assisting Plum Creek Timber Company develop a multi-species, ecosystem-based Habitat Conservation Plan (HCP) and environmental impact statement (EIS) for more than 420,000 acres in the central Cascade Mountains. Developed as a requirement under the Endangered Species Act to allow timber harvesting in the range of the northern spotted owl, the HCP calls for creation and maintenance of a variety of forest structural conditions including old-growth and riparian reserves that provide sufficiency, quality, distribution, and abundance of suitable habitat necessary to maintain the viability of the northern spotted owl, marbled murrelet, grizzly bear, and gray wolf. The plan also considers the habitat requirements of 280 other fish and wildlife species in the Planning Area.

King County, Washington, Habitat Conservation Plan, Wastewater Treatment Division. Senior Fisheries Ecologist assisting King County, Washington prepare a Habitat Conservation Plan (HCP) for their Wastewater Treatment Division (WTD) as required under the Endangered Species Act.

Environmental Appraisals/Reviews/Audits

Pre-Acquisition Site Assessments and Environmental Appraisals. Program Director providing landowners, banks, and prospective real estate purchasers strategic advice and an efficient way to analyze properties and objectively evaluate potential short- and long-term ownership risks. The process is a systematic environmental investigation and interpretation of applicable land use and environmental regulations (including Endangered Species Act constraints) that define the property rights of land ownership and the potential risks to lenders and real estate buyers.

Remedial Investigation/Feasibility Studies, U.S. Superfund Sites. Senior Scientist responsible for evaluating documents prepared for Superfund sites throughout the United States. Determined the extent of danger posed to water quality, fish, and shellfish resources in freshwater and marine environments and reviewed more than 50 Remedial Investigation/Feasibility Study documents for extent of danger posed to the environment from the release of contaminants.

National Oceanic and Atmospheric Administration (NOAA), Hazardous Materials Assessment and Response Branch, Technical Assistance Project, Superfund Sites. Senior Scientist with the Superfund Site, Technical Assistance Project providing senior technical review of documents relating to the impacts of contaminants from Superfund sites to natural resources of concern to NOAA.

Stream Ecology/Wetland Creation and Evaluation
