Career Summary    Charles has been working for the Baku office of URS Dames & Moore since 1999. During this period he has worked on numerous EIAs related to the oil and gas industry, including project managing a number of baseline survey teams in the field and subsequently co-authoring associated environmental statements. Charles has also co-ordinated various public consultation programmes to European Bank for Reconstruction and Development (EBRD) procedures. Charles has also been involved in both formal and informal scientific training seminars that have been integrated into various URS Dames & Moore projects as part of public participation processes. He has attended a number of NGO seminars sponsored by Initiative for Social Action and Renewal in Eurasia (I.S.A.R.) as well as those hosted by United Nations Development Program (UNDP). Charles developed and managed Frontera Resources public participation program and acted as project coordinator for the preparation of a preliminary habitat management plan in association with individuals from the International Union for Conservation of Nature (IUCN), Azeri NGO’s, the Azerbaijan State Committee on Ecology (ASCE) and EBRD, for the Shirvan Nature Reserve. Recently Charles has been working on developing mitigation strategies that involve a strong community relations component and educational initiative element. Prior to this Charles worked in a number of capacities, both in basic and applied science, as well as in Information Technology (IT) consulting. Notable in applied sciences is his past experience as managing director at Croco-Cun Zoological Park, Puerto Morelos, Q. Roo, Mexico where he worked as Project director for the development of a breeding program for the protected Mexican crocodile (Crocodylus moreletti), and working as a research scientist at the University of Mexico substation for the study of lake and marine biology. Prior to that Charles worked in a technical capacity in the technical product development department at Abbott Laboratories (diagnostics division).
    
Career Details    Baseline Ecological Characterization

    •    Project manager for baseline ecological characterization and sensitivity analysis for the proposed right of way (ROW) of the Baku-Tbilisi-Ceyhan (BTC) pipeline. Responsibilities included preliminary risk assessment and survey-specific HSE plan production, design of various scopes of work for the Azerbaijani biologists involved, extensive fieldwork as lead scientist and team leader, data management and final report production.
    •    Project manager for baseline characterization of an ecologically sensitive area to be potentially traversed by oil and gas pipelines (Baku-Tbilisi-Ceyhan). Responsibilities included preliminary risk assessment and survey-specific HSE plan production, design of various scopes of work for the Azerbaijani biologists involved, fieldwork, data management and final report production.
    •    Project manager for an ornithological survey along the Azerbaijani Caspian coastline with the aims as follows:-    To identify and count all species of bird in the study area and accurately map their distribution, most species being overwintering waterfowl.-    Attempt to determine prime feeding and roosting locations; observe and interpret any patterns of diurnal movement (employing a system of coordinated counts as necessary).-    Pinpoint concentrations of waterfowl or other species, particularly species regarded as internationally or nationally threatened. Assess potential risk from pollution and other man-made causes. Responsibilities included survey coordination, report compilation and final QA/QC of scientific reporting.
    •    Task manager for baseline characterization of nine potential well sites for a confidential client in southern Azerbaijan. Planning and experimental design of the surveys, logistical coordination, supervision and support of the survey team of scientists and technicians, and Field supervision of data collection.
    •    Task manager for baseline ecological characterization for a semi-desert region in the vicinity of a proposed Oil/Gas terminal expansion in eastern Azerbaijan. Responsibilities included: Planning and experimental design of the surveys, logistical coordination, supervision and support of the survey team of scientists and technicians, and Field supervision of data collection.
    •    Led a team of International environmental scientists, from URS Dames & Moore and other consultancies, on an expedition into the Shirvan Nature Reserve in Azerbaijan to verify and document the presence of fauna species included in the International Union for the Conservation of Nature (IUCN) Red List of Threatened Animals. This work was performed for Salyan Oil and included tracking, identification and camouflaged surveillance of watering places, sensitivity mapping coupled with GIS integration, and the assemblage of an associated photographic database.
    •    Seconded to Frontera Resources, Azerbaijan, from URS Dames & Moore to perform duties as project coordinator and contributing scientist for the development of a Habitat Management Plan (Phase 1) for the Shirvan Nature Reserve. Responsibilities included coordination of a team of international scientists and technical support. Numerous reconnaissance surveys, including surveys into the neighbouring Bandovan Game Refuge were performed as part of this project. The preliminary surveys were undertaken to document the existence of wildlife corridors for large mammals between the two state-run areas. In addition, responsible as liaison to both Government officials and NGOs concerning this project.
    •    Coordinated a team of scientists from Autonomous National University of Mexico, (UNAM), Substation for Marine and Freshwater Sciences, Puerto Morelos, Q. Roo, Mexico and the Si’an Khan Biosphere Reserve, on data collection expeditions. This included a series of skin-diving transects along the Coral Reef, identifying and recording data concerning biodiversity parameters, with special emphasis upon particular bio-markers for use in future governmental review of Bio-diversity related National and International Conventions.
    Social / Environmental Auditing and Impact Assessment
    •    In-country HSE manager for Sangachal coastal sediment transport study (ongoing). Responsibilities include scientific liaison with local environmental scientists, fieldwork HSE compliance and reporting, data gathering and liaison with URS UK environmental scientists.
    •    Project manager and biologist currently working on URS developed mitigation plans for a proposed Oil/Gas terminal expansion in eastern Azerbaijan. Responsibilities include close liaison with scientists involved, primary author of mitigation plan itself, and ad hoc consultancy regarding technical issues. Responsibilities also include the development of an educational program regarding this plan and subsequent information dissemination.
    •    Primary author of site-specific impact assessment and mitigation measures chapters for an ongoing SEIA. Responsibilities included field data collection and subsequent analysis to produce sensitivity scoring and associated mitigation for a number of exploration and production well sites in Southern Azerbaijan
    •    Technical reviewer for BP Shah Deniz Environmental Scoping and Overview EIA for Stage one and Full Field Development, Azerbaijan. Responsibilities included technical review of available literature and documentation, identification of data gaps, and development of Scopes of Work where in area where data was deficient.
    •    Biologist working for Dames and Moore, Baku, Azerbaijan. Responsible for the Environmental Impact Assessment of Block 12 oil field development by Frontera-Georgia Ltd. Responsibilities include an extensive literature review, report generation, on-site inspections, and liaisons with local scientists. Also responsible for coordination of GIS data in reference to the preparation of a habitat map for the immediate and surrounding areas.
    •    Biologist responsible for reviewing the native fauna and flora of Shirvan Nature Reserve in the Azerbaijan Republic with respect to the impact of current petroleum industry development. The project is giving particular emphasis to animal species included in the Red Book of Azerbaijan and in the International Union for the Conservation of Nature (IUCN).
    •    Biologist for the evaluation of environmental baseline conditions and possible environmental impact of a proposed development by a confidential client in Georgia. Responsibilities include an extensive literature review, on-site inspections, report generation, and liaisons with local scientists.
    •    Coordinated a team of biologists performing environmental impact assessments of mainland construction sites adjacent to the coral reef off the Yucatan Peninsula, Mexico. Responsibilities included performing wildlife surveys in both healthy and damaged reef areas to determine the species most sensitive to habitat degradation. These species served as “markers” in subsequent reef assessments.
    •    Part of a team of biologists at Autonomous National University of Mexico, (UNAM), Substation for Marine and Freshwater Sciences, Puerto Morelos, Q. Roo, Mexico. Took part in a number of projects concerned with corral reef ecology and the behavior of the resident organisms. Coordinated the study of territoriality of the Longfin Damselfish (Stegastes diencaeus).
    •    Part of a team of biologists at UNAM involved in analysis of marine species important to the local fishery. Responsibilities included collection of data on population sizes and age compositions important for the determination of extant fishing pressure. Results were used in setting local fishing regulations.
    Public Consultation and Disclosure
    •    Project manager for an oil company sponsored public conservation awareness program. Responsibilities include production of booklets, pamphlets, and giving public presentations on the subject of conservation both in Azerbaijan and abroad.
    •    Environmental scientist working for URS Dames & Moore responsible for the development of a technology transfer program for Azerbaijani subconsultants relating to fauna and flora baseline characterization. Responsibilities included training seminars and the necessary related documentation regarding:•    Planning and experimental design of the surveys•    Logistical coordination•    Data collection and analysis
    •    Chief liasing consultant for URS Dames & Moore, under contract with Frontera Resources in both Azerbaijan and Georgia. Responsibilities included: stakeholder identification and analysis, preparation of ‘public participation’ materials in accordance with EBRD procedures, and presentation of project goals and components to national Non-Governmental Organizations (NGOs) as well as ongoing liaison with key social and biodiversity related NGO’s. The information gathered has been used in a number of capacities, including the integration of public concerns into project output. Also included in responsibilities was the development of a number of questioners and frequent interviews to gauge public opinion regarding various projects.    
    Wildlife Management
    •    Project manager for two programs for mitigating potential impacts on the Spur-thighed Tortoise (Testudo graeca ibera). This included the management of on site BP HSE presence and procedural outline for what to do with tortoises found during construction efforts. Responsibilities included the authoring of preliminary plans for each option. The main effort focused on species augmentation through a ‘headstart’ program with assistance from specialists around the world. The idea is to breed the animals and subsequently release them to add to currently viable populations in Azerbaijan. The program maintains a strong interface with the local educational institutions and NGOs.
    •    Biologist working for URS Dames & Moore, Baku, Azerbaijan. Responsible for developing a conservation strategy for the threatened Goitred Gazelle within Shirvan Nature Preserve. This includes methodology concerning both Population Assessment and Long-term Monitoring. This work was undertaken in response to concerns of the State Committee of Ecology regarding potential impact on the protected wildlife from petrochemical industry activities.
    •    Managing director at Croco-Cun Zoological Park, Puerto Morelos, Q. Roo, Mexico. Responsibilities included overseeing development of appropriate habitats for the resident species and general animal husbandry (diet determination and care of sick or injured animals). Also responsible for educational seminars given to local school groups regarding tropical ecosystems and animal behavior.
    •    Project manager for the development of a breeding program for the protected Mexican crocodile (Crocodylus moreletti) at Croco-Cun Zoological Park and conservation center, Puerto Morelos, Q. Roo, Mexico. Responsibilities included determination of appropriate sex ratios for each enclosure and oversight of habitat construction aimed at maximizing reproductive success. Also served as liaison to local journalists for the project duration.
    Experimental Science
    •    Part of a scientific team examining the underlying neurochemical mechanisms of audiogenic seizures in DBA strain mice at Northern Illinois University, Illinois, U.S.A. Responsibilities included the design of experiments, subsequent data collection, as well as chemical analysis of nervous tissue and necessary statistical analysis.
    Recent Conferences/Seminars/Workshops participated in
    •    Initiative for Social Action and Renewal in Eurasia (ISAR) hosted conference: “First Annual Exhibition of work of Azeri NGOs”, June 3, 2000, Baku, Azerbaijan. The goals of the conference included a familiarization of NGOs with the private sector.
    •    Ecores sponsored seminar “Environmental Aspects of the Baku- Tbilisi -Jeyhan Pipeline”, July 8-9, 2000. Participants of the seminar included NGOs from Azerbaijan, Georgia, and Turkey, government officials from various state ministries, and private sector environmental consultants. Goals of the seminar and associated round table discussions included a consolidation of interested stakeholders’ concerns, both environmental and of a social nature, regarding the potential construction and rehabilitation of the above-mentioned trans-national oil/gas pipeline.
    •    Caspian Environment Programme (CEP) sponsored workshop “Second Working Meeting for Data and Information Management (DIM)”, December 14 – 15, 2000, Baku, Azerbaijan. Participants included lead scientists from all Caspian littoral states, Azeri NGOs, and representatives from the private sector. Workshop topics centered on the development of a comprehensive transnational database regarding Caspian Sea environmental parameters.
    •    Conference hosted by Institute for Ecological and Legal Problems (Eco-Jurist), Russia & Ecolex, Azerbaijan, “Legal Problems of Ecological Control Regarding Oil Exploration and Production”, January 26-27, 2001. Participants included NGO representatives from Azerbaijan and Russia. Conference topics included the roles of Azerbaijani and Russian NGOs in ecological monitoring activities and the associated legislative basis as well as the determination of relevant standards for various industrial practices.
    •    Initiative for Social Action and Renewal in Eurasia (ISAR) hosted conference: "Role of NGOs in Society in Azerbaijan" March 1-4, 2001,Baku, Azerbaijan. Participants included Azeri NGOs and NGOs from Israel, Croatia, amongst others.
