OVERVIEW

I am a registered professional engineer with a strong background in geology.
I have over 13 years of experience working in the petroleum industry, government
research, engineering consultancy, and currently as a project manager for multi-million dollar RCRA/CERCLA hazardous waste programs for the U.S. Air Force. For the past six years I have managed the technical project planning, budgeting, cost estimating, contract procurement/administration, and contractor oversight for the execution of engineering investigation, construction, and operation and maintenance projects associated with the clean-up of petroleum and chlorinated hydrocarbons in soil, groundwater and air.

I am seeking a position in Houston, TX as my fiancée has just accepted a position in Oil industry and we will both be relocating to Houston in April 2003.

EXPERIENCE        

12/99-present    Project Manager/Contracting Officers Representative
        U.S. Department of Defense (DOD), Hill Air Force Base (AFB), UT

Since joining Hill AFB in December 1999, I have been responsible for the financial and technical project planning, budgeting, cost estimating and contract procurement/ administration of a DOD SuperFund Site. As project manager I am responsible for developing current and out year budgets for the execution of multi-million engineering projects (up to $5M). I have particular responsibility for writing statements of work, preparation of cost estimates and procurement documents. As a qualified Contracting Officers Representative, I evaluate and select appropriate contract mechanisms, negotiate contracts and supervise successful contractors to ensure progress control and schedule milestones are met. I manage both Architect/Engineer constructor (A/E) and
Operation and Maintenance (O&M) contracts. Current O&M duties include developing and implementing engineering technologies to ensure cost effective operations of hydraulic control systems, minimizing system downtime, while meeting system performance objectives.

I am directly responsible for generating and submitting RCRA/CERCLA compliance and permitting documentation to State and Federal authorities, required per the Federal Facilities Agreement. Given the sensitive nature of contamination to air and water in residential areas surrounding the base, I serve as liaison to both local community and regulatory agencies. Often working one on one with individual residents, and making formal presentations to community groups, city councils, media groups, and State and Federal regulatory agencies.

1/97-11/99    Project Engineer
        EA Engineering, Science, and Technology, Inc., Sparks, MD

My primary responsibilities included project planning and technical development of scopes of work, cost estimation, budget preparation, and contract administration. Additionally my role included coordination and supervision of field staff and sub-contractors. My technical experience covers a wide range of technical areas including well drilling, use of geophysical tools, and the analysis of geophysical data. I have extensive experience completing wells using hollow stem auger, air rotary, mud rotary, and air percussion hammer. I am an experienced numerical modeler and have developed several groundwater flow and transport models, using MODFLOW/MT3D, for the U.S. Navy at SUBASE Bangor, WA, Aberdeen Proving Grounds, MD, and Brunswick Naval Station, ME.

I completed Remedial Investigation/Feasibility studies (RI/FS) for U.S. Army Corps of Engineers (USACE), Baltimore District, at a number of DOD sites (e.g. Andrews AFB and Dover AFB). Prepared a natural attenuation evaluation for "gasoline alley", and performed air sparging and bioslurping pilot scale demonstrations for USACE at Fort Drum, New York. I developed remediation strategies and Corrective Action Plans for petroleum hydrocarbon releases at a former fuel farm and implemented a JP-4 product recovery system at U.S. Coast Guard site, NC.

9/92-12/96    Graduate Research Assistant/Graduate Teaching Assistant
        Utah Water Research Laboratory (UWRL) Logan, UT

To obtain funding for my PhD studies I co-authored a successful proposal and received a US$318K grant from the U.S. Environmental Protection Agency-Rocky Mountain Hazardous Substance Research Center. In addition to Ph.D research, I was actively involved in teaching engineering classes and laboratories at the senior and graduate engineering level. I also served as assistant laboratory manager for the UWRL, a U.S. EPA certified organics, metals, and radionuclide laboratory.

My research focused on the abiotic redox reactions between manganese oxide, a
naturally occurring oxidant, chlorinated phenolics, and polycyclic aromatic hydrocarbons. I designed and built an electronic potentiostat to control redox potentials in geochemical systems. Using the potentiostat I was able to conduct experiments at very precise and stable voltages and pH's. Due to the analytical nature of my research I am trained in a number of organic and inorganic analytical techniques including gas chromatography, high-pressure liquid chromatography, inductively coupled plasma spectroscopy, atomic absorption spectroscopy, infrared spectroscopy, raman spectroscopy, and x-ray diffraction.
I am 40-Hour OSHA Hazardous Waste Health and Safety Trained (HAZWOPER).

11/89-9/92    Soil Physicist
        Ministry of Agriculture and Fisheries (MAF Tech.), New Zealand (NZ)

I was responsible for the implementation of regional soil and groundwater surveys for both government and commercial clients. Developed mathematical models describing the transport of oxygen, water, and heat to the root systems of agricultural crops and successfully used these models to better determine irrigation strategies for optimum growth and product storage. Growers using these strategies have realized increased crop yields and better product storage resulting in longer export shelf lives. Data collection for these models required the understanding and use of fuel cells for oxygen and time domain reflectometry for water content data collection. Additionally I designed
systems for solid and liquid municipal waste application to land and the composting of paunch and fish processing waste. Both efforts resulted in significant waste disposal cost savings. In some cases the sales of paunch and fish compost offset the cost of disposal, resulting in net revenue generation. I supervised two technicians over the duration of these projects. During my tenure at MAF Tech I published four peer-reviewed papers.

11/88-3/89    Petrophysicist
        Shell B.P. and Todd Oil Services Ltd. New Plymouth, NZ

Shell BP and Todd Oil Services is a joint venture conducting exploration, operation, and development of both on- and offshore oil and gas reserves on the west coast of the North Island of New Zealand. I was employed as a petrophysicist on an internship to collate seismic information collected from the Kapuni oil field in Taranaki. Using Shell Oil proprietary software, I evaluated well log geophysical data and incorporated the well file data into a VAX database. Using the database, I conducted a petrophysical analysis of the data and prepared productivity and longevity forecasts for the Kapuni oil field. Successful completion of this project required a close partnering with petroleum engineers, and reservoir geologists.

I am a certified diver. I have worked as a part-time construction diver for civil construction projects, including dams, bridges, docks, wastewater pump stations, and wastewater treatment lagoons.
