Other primary responsibility included providing program reviews of CERCLA, RCRA, and NEPA documentation within the Fernald Division and responding to congressional, senate, and press inquiries. Also, included project management including analysis of budget, schedule, contractor award fees.
* Special Projects: Lead in resolving Atomic Energy Act regulatory applicability issues. Identified and resolved conflicting low-level waste disposal design and siting requirements under the Atomic Energy Act and CERCLA regulations which resulted in revised in-house policies saving approximately $200 million for the agency. Effort required yearlong coordination with Congressional oversight committee (Defense Nuclear Safety Board) personnel for acceptance and approval of technical approach. See Deputy Assistant Secretary Memorandum, dated September 25, 1995. ) Also, initiated establishment of a Mixed Waste/Low-Level Waste Center of Excellence located in Idaho during a reorganization effort in the Department to oversee technical approach above. Headquarters personnel were transferred there during downsizing efforts in 1998
* Identified technical capacity sizing errors in proposed uranium groundwater treatment facilities managed by Fluor-Daniel resulting in eliminating $50 million dollars in construction costs.

Project required fast-track approach to produce Discharge Monitoring Report (DMR) in 3 month time period.
* Project engineer for studies of Odor Control Facilities for Montgomery County Composting Facility in Maryland. Conducted test programs on existing on-site scrubber for calibration and evaluation of odor control methods (e.g., masking, cooling, incineration, adsorption, absorption). Selected members from community to conduct sensory analysis panel testing of samples from that test program. Project engineer for evaluation of compost pilot studies for Montgomery County, Maryland. Studies included tests to evaluate the effects of sludge compost mixtures, reduced temperature levels, and other parameters related to odor production and release. Assisted in evaluating feasible odor control technologies. Actual bench-scale tests were performed in conjunction with E.I Dupont DeMour and Co's Engineering Test Center. Nomination for George Bradley Gascoigne Medal by Chesapeake Water Pollution Association for the successful application of odor control alternatives at a County-owned composting facility located in Maryland.
* Prepared design drawings and technical specifications for chlorination of filter influent at Alexandria WWTP in Virginia. Involved evaluating hydraulic operating requirements of existing chlorine supply, handling, and piping. Designing new twelve-feed line chlorine solution line piping to filters including preparing testing program to ensure that injector pumps operated effectively with new chlorine injector's in place.
* Coordinated preparation of retention basin and pump station design specifications for Seneca WWTP Expansion Project in Maryland. Prepared sediment and erosion control plans, stormwater hydrologic studies, and design of stormwater management facilities for project.
* Reviewed construction shop drawings, processed construction change orders, information requests as construction coordinator for emergency sewer repair project involving collapse of 60-inch main interceptor to Alexandria WWTP.
* Performed laboratory work and monitored activated sludge pilot plant designed for phosphorus removal. Monitored potable pilot plant for chlorination/dechlorination technologies including ozone, UV, chlorine gas/liquid emulsions, and peroxide.
