Manager HAZMAT/Remediation for Project RIO (Restore Iraqi Oil). Responsible for performing oil spill assessments/remediation utilizing local subcontractors and assessments and remediation of petroleum and hazardous materials on all well heads, all crude gathering pipelines, gas/oil separation facilities, crude pumping stations, refineries, and refined product pipelines and loading facilities in northern and southern Iraqi oil fields damaged during Operation Enduring Freedom. (USACOE)

Project Manager and Technical Lead for the preparation of several Due Diligence audits of large concession areas in central and western Kazakhstan (Texaco, Repsol, Amoco, BP, Schlumberger, CGG). The audits included the assessment of potential environmental issues related to Soviet era drilling and production activities including unplugged seismic shot hole locations, crude oil gathering and pumping facilities, pipelines, refinery operations and, in one case, ballistic missile debris on a former Soviet Era test range. The end use of the audits was for cost negotiations with the Kazakhstan government and the establishment of baseline conditions. Two of the Due Diligence audits were approved for cost negotiations by the Ministry of Ecology. Several week field efforts were necessary to complete the audits, including the use of land and air surveys.

Project Manager for the preparation of baseline environmental assessments utilizing local subcontractors, technical operations reports and environmental impact assessments for three large concession areas in central and western Kazakhstan (Texaco, TEPCO, BP-Amoco, Repsol, Union Texas and Central Asian Petroleum).

Project Manager for the preparation of two environmental impact assessments for proposed seismic studies in western Kazakhstan (Schlumberger, CGG).

Project Manager for the preparation of an estimation of remediation cost for a Soviet era refinery in western Kazakhstan. Remediation estimates included the assessment of NORM waste (Tengiz-Chevron).

Project Manager and Technical Lead for the design of an oil pit closure in Abu Dhabi to prevent the further contamination of an important fresh water aquifer. The design included the use of proprietary technology to recover the oil from the pit. The technology produced "pipeline quality" oil that could be recycled to offset the cost of the project (Confidential Client).

Project Manager for the remediation of a release of light south Texas crude oil from a pipeline manifold entering a crude oil storage facility (KOCH) in Corpus Christi, TX. A dual phase vacuum extraction system using a liquid ring vacuum pump system was designed and installed to address both phase separated hydrocarbon recovery and soil contamination.

REPRESENTATIVE DOWN STREAM PETROLEUM PROJECTS:
Project Manager and Technical Lead for the investigation and remediation of a large Phase Separated Hydrocarbon plume at a loading facility at a major refinery (KOCH) in Corpus Christi, TX. The project included the plume definition and the design and installation of a hydrocarbon recovery system. Prepared and implemented Health and Safety Plan for company personnel and subcontractor for drilling into, completing wells and sampling phase separated hydrocarbon.

Project Manager for an on-going, five year project which included the site assessment, including the preparation of an ecological risk assessment, for a 140 acre parcel of combined commercial, residential and public park land property adjacent to five former product storage and distribution terminals and associated pipelines (Exxon, Mobil, Star Enterprises, Coastal Crude Gathering Company and Chevron). This has included the installation and monitoring of over 200 groundwater monitoring wells, the plugging and abandonment of 4 private water wells and the public scrutiny of both local government departments and local environmental activist groups. Subsequent to the site assessment, a remedial action plan to address soil and ground water contamination was prepared and is being implemented. Maintained overall responsibility for implementation of the project Health and Safety program.

Project Manager for the dismantling of a groundwater recovery/treatment system at a former bulk storage/distribution terminal. Responsible for preparing bid package, preparing Job Safety Analysis in conjunction with selected demolition subcontractor, holding contractor orientation and daily safety meetings, oversight of construction activities, Loss Prevention Observations and coordination of disposal at client approved facility. (ExxonMobil)

Project Manager for the operation and maintenance of ground water monitoring and recovery systems comprised of over 150 wells at three refineries (KOCH) in Corpus Christi, TX in accordance with the requirements of the refinery's'safety and health program..

Project Manager and Technical Lead for the assessment and remediation of a leaking fueling system at an airport facility in Georgia located in fractured granite bedrock. The project included removal of the leaking system, product and dissolved phase delineation, design and installation of a 150 ft. by 30 ft. deep cut-off trench with recovery wells, the design and construction of a product separation/groundwater treatment system and the design, installation and permitting of a land application system to dispose of recovered/treated groundwater. Special care/monitoring of subcontractor performance was required in implementing this project as free phase jet fuel was present. (Georgia-Pacific)

Project Manager for the assessment of hydrocarbon product leakage from Underground Storage Tanks and for the preparation and implementation of Corrective Action Plans at numerous facilities in Tennessee, Texas, Florida and Georgia.Site Assessment and Remediation:

Project Manager and technical lead for a Phase III ground water contaminant assessment and health risk assessment of a formaldehyde manufacturing facility in South Carolina (Georgia-Pacific).

Manager and lead technical evaluator for a Phase III environmental audit of a commercial hazardous waste disposal site located in South Carolina for the Office of the Governor of South Carolina (Department of Energy and Environment).

Prepared an independent third-party evaluation of NASA's overall groundwater monitoring strategy associated with extensive ground water contamination caused by the disposal of Freon in evaporation ponds at the White Sands Test Facility, New Mexico (NASA – Johnson Space Center).

Project Manager and chief investigator for a ground water and surface water contaminant investigation for an abandoned asbestos and mercury containing waste pile at a joint compound plant in Virginia (Georgia-Pacific).

Designed and supervised the installation of a ground water monitoring system for two waste water treatment sludge land application areas at a tissue mill in South Carolina. Additional project task included the determination of sludge application rates (Georgia-Pacific).

Project manager for an NQA-1 Hydrogeologic Site Characterization Study for siting a Low Level radioactive waste disposal facility in Southern Illinois (Illinois Department of Nuclear Safety)

Project Manager for the development of work plans (SMP, FSAP, HASP and QA/QC plans) for a ground water contaminant assessment at a closed mixed municipal and industrial waste disposal site located adjacent to an estuary in Texas (Port of Corpus Christi).

TECHNICAL DESIGN AND CONSTRUCTION:
Project Manager and author of a Soil and Groundwater Management Plan (SWMP) for the construction of a storm water detention pond on a former oil field equipment manufacturing facility required for the widening of a major interstate through Houston. The plan identifies field screening procedures to identify potentially solvent and petroleum hydrocarbon contaminated soils and specifies analytical protocols for confirmation analyses. Project Manager for the preparation of an excavation plan for the construction of a storm water detention pond located on a former manufacturing facility to prevent recharge of storm water to a shallow aquifer contaminated by solvents. (TxDOT)
