EXPERIENCE
* Over 25 years experience with environmental, health and safety aspects of power plants, energy facilities and industrial plants:
Supervised environmental issues for new construction, operations and remediation efforts at one of the 10 largest electric utilities in the USA – with plants in eight States and 18,000 MW of generation.
Managed environmental aspects of construction projects for land-based and barge-mounted power plants and energy facilities in numerous countries for a major development company.
Experience with major energy facilities, industrial plants, oil and gas development, pipelines, transmission lines and incinerators.
* Direct experience with:
Selecting acceptable project sites for new facilities;
Advising project developers on environmental issues and acceptable solutions;
Developing environmental design criteria for use by the engineering team; Identifying lead agency, together with environmental limits, permit requirements and approval schedule;
Preparing permit applications for submittal to agencies;
Determining impact of project on the environment, with the main issues normally being air quality, water quality, noise and socio-economics;
Managing the preparation of EIAs;
Negotiating permit conditions with agencies;
Obtaining approvals from local and national governmental agencies;
Obtaining funding from multi-national financial institutions;
Representing company in discussions with lender's engineers and owner's engineers;
Preparing Environmental Monitoring and Management Plans, Spill Prevention
Control and Countermeasure Plans, Pollution Prevention Plans, Emergency Response Plans, HSE Training Programs;
Developing cost-effective environmental monitoring programs in accordance with agency requirements and project budget;
Evaluating compliance with environmental constraints;
Conducting environmental audits;
Developing compliance strategies when environmental or safety shortcomings are identified;
Advising senior management of impending regulatory changes, and evaluating impacts on future operations;
Making presentations to company management, industry organizations, news media, politicians and at public meetings.

* Excellent communications skills, representing clients at public meetings, with the news media (including national publications and TV), as an expert witness, before regulatory agencies and in front of legislative bodies (including US Congress).
