PROFESSIONAL EXPERIENCE

Regulatory Compliance

•    Responsible for supporting, maintaining and improving upon existing programs to ensure regulatory compliance. Complete and submit reports and permits to various regulatory agencies regarding air, water and waste.

•    Involved in development and implementing of permit reorganization; on demand, interfaced with various agencies including federal, state and local agencies regarding permit regulations and requirements.

•    Responsible for preparing and implementing General Multi-Sector NPDES permit, TPDES, Storm Water Pollution Prevention (SWPPP) and Spill Prevention, Control and Countermeasure (SPCC) plans.

•    Provided environmental engineering support in assembling a master equipment list of air components not being monitored due to VO partial pressure. Project included: identifying tagged and untagged equipment monitored for leaks, reviewing the facility piping and instrumentation diagrams, coordinating with on-site staff, obtaining information from LDAR personnel and providing a final report to fulfill permit requirements.

•    Assisted operations personnel on-site intermittently with daily on-going operating requirements. Primary services: review and process ISO environmental management system forms, provide agency notification of reportable events and assistance with waste manifests and disposal arrangements.

•    Prepared annual H-10-H Well Pressure Monitoring Reports for Underground Storage in Salt Formations for 30+ gas storage wells to fulfill Statewide Rules 95 & 97. Project Involved reviewing and compiling data from daily well activity logs and submitting final reports to regulatory agencies.

•    Performed waste characterization, classification and registration using STEERS.

Environmental Due Diligence

Project Engineer/Manager on environmental due diligence for highways, and various public and private development projects. Conducted regulatory agency reviews with federal, state and local agencies and performed Phase I Environmental Site Assessments consisting of site reconnaissance; study of past and present land use, soil, geological and drainage review and regulatory agency file review.

Land Development

Design engineer in the preliminary planning and engineering of land development for subdivisions located in North Central Texas. Organized, designed and drafted paving, water, sanitary sewer, storm water and storm water pollution prevention plans for construction documents. Coordinated with the surveying and planning departments to ensure that projects were completed within budget and on schedule. Other tasks included: drainage area design, volume analysis, cost and quantity estimates, creating exhibit drawings, performing engineering calculations and attendance at pre-construction, city council and local planning and zoning meetings.

Public Works

On-Site Resident Inspector for the development of a large regional storm sewer drainage system in the City of Rowlett, Texas. Monitored construction activities daily to ensure compliance with construction drawings, specifications and documented daily activities on field reports to be submitted to the division manager and city engineer. Other tasks included: inspection of local delivery trucks, monitoring rebar spacing performing engineering calculations and addressing project concerns with the construction supervisor and foreman.

Transportation

Currently performing as Project Engineer for a statewide environmental services contract with TxDOT. Ongoing projects include environmental review and modifications for the Dallas High Five Project. Solvent-impacted groundwater from a VCP site has prompted design changes to chemical resistance materials and construction methods to avoid creating preferential pathways for contaminant migrating. This fast-track project is being managed to stay ahead of the on-going construction schedule. The project involved:

•    Obtaining data to evaluate the need for engineering modifications based on compatibility of materials, migration of contaminants and environmental liability issues

•    Reviewing geotechnical information to evaluate subsurface conditions from soil-boring logs, well gauging data and groundwater analytical data

•    Evaluating the impact of the known contaminants on currently proposed material including: compiling a materials list from specifications, compiling a list of contaminant characteristics and contacting existing and potential suppliers of alternative and supplemental materials to assess cost, constructability and compatibility

Texas Department of Transportation            Engineer Aide
Bryan, Texas                        Summer Intern 1996

As an Engineering Aide for Texas Department of Transportation, oversaw change orders and produced spreadsheets for local transportation projects. Provided assistance in updating and calculating cost and quantity estimates for various TxDOT proposals and performed fieldwork involving testing, monitoring, and inspection of the fabrication of concrete beams utilizing different sampling methods.

As a Civil Engineer, provided junior-level environmental support to assist engineers in the environmental planning and operation of various military related projects. Prepared and presented a “Dumpster Siting Plan”, performed under scheduling and time constraints. The plan was completed to the satisfaction of the client. The plan addressed issues relating to visual impact, accessibility, proper waste disposal and the feasibility of existing refuse containers located on the military base. Inspected and surveyed various buildings to update a large custodial contract for the Fort Hood military base.
