Worldwide experience in the civil / water engineering profession.
Ten years practical overseas experience in planning, management, design and implementation of community-based self-help water supply projects for domestic and irrigation purposes in Thailand, Malaysia and Honduras. The main goal of these projects was to foster community participation at every stage of project development by personally getting the villagers involved in the consultative process leading to 'appropriate' and sustainable technological solutions to their water problems. Succeeded in obtaining the villagers' participation at the following stages: project needs assessment, planning, surveying, designing, technical training in project construction, water user group institutional capacity building and project maintenance.
Experience in preliminary and detailed civil design, project planning, feasibility studies, water use studies, hydrological and hydraulic modelling, cost estimation and project budgeting, consultant/client liaison, construction supervision and inspection, monitoring and evaluation for a wide range of water resources and water supply projects. Implemented the following projects: reinforced concrete and gabion weir diversion spillways; water harvesting through construction of numerous rainwater catchment tanks and farm and community ponds; water pipelines, an elevated water tank; shallow well drilling; a river intake; pumping stations; storm water and sanitary sewers; drainage schemes; and landfills.
Able to work within a budget and meet deadlines in a range of circumstances with peoples of diverse cultures and technical backgrounds.
Received a commendation from the Canadian Ambassador to Thailand for the design and construction of a gabion weir.
Working knowledge in the application of several engineering design software, including hydrological and hydraulic water models, (HEC 1, HEC-HMS, HEC-RAS, TR20, TR55 and Heastead Methods software), IFDM groundwater models and pipe systems. PROFESSIONAL EXPERIENCE
PROJECT MANAGEMENT / SITE SUPERVISION AND QUALITY CONTROL
Nakhon Sawan Water Harvesting Program, Nakhon Sawan Province, Thailand. Responsible for project needs assessments, survey, planning, design, project management and construction supervision for twelve fero-cement rainwater catchment tanks at local elementary schools. The tanks ranged in size from 12,000 litres to 50,000 litres and were used solely for drinking purposes. In addition, managed the construction of several hundred fero-cement water cisterns (2000 litre capacity) in five villages. Spearheaded the program's community participatory approach by involving villagers and teachers in the planning, construction and maintenance of the tanks and cisterns.
Water Resources for Agriculture Project (WRA) and Water Harvesting Program, Nakhon Sawan, Province, Thailand. Responsible for assisting Thai Government officials to plan and implement a wide range of water resources projects to support agriculture and domestic water supply systems for more than 30 villages in Phai-Sali District. Surveyed, designed, managed human and material resources, trained villagers in construction methods and system maintenance and supervised construction of over eighty farm ponds (400 cu.m – 2400 cu.m capacity), two community ponds (14,000 cu.m and 20,000 cu.m capacity), a branched village water supply system and one reinforced concrete diversion weir with a canal system for irrigation purposes. Community participation was encouraged from project conception to completion.
People's Volunteer Weir Program, Lampun Province, Thailand. Responsible for project needs assessments, hydrological studies, surveying, planning, design, technical training of villagers and site supervision of three reinforced concrete weirs and one gabion diversion weir including improvement of the exiting canal system. The width of the weirs ranged from 15m to 24m with crest heights ranging from 1.5 m to 2.2m. Spearheaded the program's community participatory approach by involving the villagers in every stage of projects development. Trained water user groups to maintain their irrigation systems infrastructure and manage their limited water resources efficiently. Raised funds for a gabion weir project through the Canadian and New Zealand Embassies special project funds. Negotiated terms of contract and project implementation with community development workers, government personnel and villagers. Monitored and evaluated projects after completion. Wrote periodic reports as required by the clients.
Lampun Shallow Well Drilling Program, Lampun Province, Thailand. Responsible for the management of drilling numerous shallow wells. The rotary drilling rig used was 'appropriate technology' as it was locally manufactured and operated by local communities.
La Finca De Los Ninos Water Supply Project, Tegucigalpa, Honduras – Supervised and managed a villager constructed water supply branched pipeline system for an orphanage. Ensured project construction was in compliance with drawings and specifications. Conducted a village water supply needs assessment survey.
Frey Farm Landfill, Lancaster, PA – Resident Project Representative responsible for project oversight and administration on behalf of the owner for the construction of a 12-acre cell and an 18-acre cap landfill project. Verified work performed by the Contractor, Subcontractors and QC firm were in compliance with project documentation (drawings, specifications and submittals). Performed field inspections, staff supervision, technical problem solving, collecting and logging field data, organizing meetings and creating the final Certification Report.
Lagan Valley River Improvement Scheme, Belfast. N. Ireland – Responsible for quality control support to the resident engineer for a large-scale wastewater disposal system and an overflow diversion weir.
DETAILED DESIGN
Heliport Project, Fort Campbell, Kentucky - Designed a small clay-core dam, overflow spillway and stilling basin.
Site Improvement Project, Andrews Airforce Base, Maryland – Designed a storm water sewer and a surface water drainage scheme.
Site Improvement Project, Daws Hill US Navy Base, UK - Designed numerous soakaways for storm water removal.
Michigan City Sewer Extension, Michigan City, Indiana - Designed a sanitary sewer system.
Kota Tingi Water Supply Project Phase III, Johore, Malaysia - Detailed civil and hydraulic design of a river intake, six 1.0 meter, siphon pipes (approximately 10.8 km), and a 490 mld capacity raw water pumping station. The designs were part of a large-scale water treatment works.
Sengai Selangor Phase IV, Selangor State, Malaysia - Detailed civil design of rapid sand filters, wash water recovery tanks and drainage pipe design for a 756 mld capacity water treatment plant.
Chonlabratan Irrigation Extension Scheme, Khon Kaen, Thailand - Hydraulic, civil and structural design of two 1190 mld reinforced concrete flumes (total approximately length 3.0 km).

PRELIMINARY DESIGN, HYDRAULIC AND HYDROLOGICAL ANALYSIS
Pimmit Run Flood Study - Feasibility study to ascertain various channel and culvert improvement options in order to remove residents from a flood plain. HEC-RAS hydraulic model was used for this purpose in Co. Fairfax, VA.
North Carolina Flood Plain Mapping Study - Assisted in the hydraulic study for computing water surface elevations for the "100th year flood" using HEC RAS, WISE and Code H2.
Hart Miller Island Reservoir Project, Baltimore, MD – Land grading, reservoir storage and outflow calculations using HEC 1.
Michigan City Flood Study for the Michigan City Sanitation Department, IN - Technical support for a hydrological and hydraulic study. Used HEC-HMS, HEC-RAS, TR55, Hydrocal and Autocad 14.
Singapore Pre-feasibility Water Supply Scheme, Johore, Malaysia - Hydraulic analysis and cost evaluation for a large-scale 2000 mld water supply system from Malaysia to Singapore. The project was to analyse various pipe sizes, combinations and pumping conditions to select the optimum cost-effective system for planning purposes.
National Water Resources Study, Malaysia - Hydrological study for water resources planning. This included hydrological data collection and processing for input into a rainfall/runoff simulation model.
Mun River Basin Water Resources Development Master Plan, Thailand -Initial environmental evaluation for potential medium and large-scale water projects. Interim report writing.
Ground Water Model, Nigeria - As part of my MSc Degree completion, conducted a U.K. based IFDM groundwater modelling investigation for predicting water table decline under different abstraction rates and boundary conditions for oases in N.E. Nigeria.
National Water Resources Study, Malaysia - Pre-feasibility study of a small-scale reservoir and earth dam.
Sabah University Water Supply Scheme, East Malaysia - Hydraulic design and analysis of a large-scale looped pipe system for a proposed university. The design software used for the analysis was Watnet 4.
Water Use Study, Michigan City IN – Present and future water use for a commercial area was estimated.
