* Assisted a major natural gas pipeline project in SE United States to obtain environmental permitting and clearances to construct on a fast track schedule. Conducted PSD analysis, NSR review, air dispersion modeling (using TSCREEN and ISC AERMOD), Cost Impact Studies for BACT and MACT Control Technology Applications, NSPS compliance testing, schedules & notifications, performed emission inventories for various pollution sources including fugitive emissions, and Risk Assessments, in support of several major source category PSD, Title V and Hazardous Waste Destruction Facility applications. Project Accomplishments at McDonnell Douglas:
* Designed over 25 Water/Wastewater/Stormwater recycling as well as waste pollution prevention projects for the manufacturing facility. Technologies utilized included mixed ion-exchange, reverse osmosis, ultra-filtration, centrifuge solids, separation, froth floatation, ultra-pasteurization, electrolytic reduction, solvent distillation, bacteria disinfection with chemical agents, and multiple pass media filtration.
* Obtained environmental permits and approvals from the regulatory agencies for projects ranging from new construction to installation of new industrial equipment with potential to cause pollution. Some of these permits were to obtain approval of new industrial buildings and the surrounding civil infrastructure. Environmental permits obtained successfully included Air, Water, Wastewater, Stormwater, Hazardous Waste Disposal, Solid Waste Disposal, and land development in sensitive wetlands areas and areas with sensitive water bodies.
* Responded to several spills at McDonnell Douglas manufacturing facility, ranging from gasoline and diesel to jet fuels such as JP4 & JP10. Supervised the first spill response operations for product recovery, contamination assessments, remedial action plans, remedial treatment, and disposal of waste after remediation operations. Also, directed the complete quality assurance on sampling, monitoring and lab analysis of constituents of concern.(COCs)

* Investigated a major catastrophe that resulted in emergency hospitalization of employees and evacuation of 3000 employees from the facility due to sudden release of a cloud of toxic and irritant vapors into the facility's HVAC system and the outside environment from a metal plating process line involving 24 process tanks, electrical rectifiers and chemical storage areas. Conducted a root cause analysis, and prepared a final report with the findings and recommendations. The findings indicated operator error, faulty system design, lack of fail-safe systems, and insufficient employee and supervisor training in chemical safety. Developed a complete system upgrade design with proper ventilation controls, suitable process tank construction and safety interlocks. Developed a new operation manual for employees & supervisors to follow. Also provided extensive training in the operation, control and maintenance of the metal plating unit.
* Supervised contractors and consultants on multi-disciplined civil & environmental infrastructure construction projects. Reviewed safety and health practices at active construction sites, as required. Also, reviewed contractors HSE Plans for their projects.

Position: Senior Air Permitting Engineer III
Primary Job Function: Review permit applications, evaluate BACT for proposed projects, conduct air modeling to assess impact to environment & surrounding human receptors, evaluate test reports that document performance of air pollution control devices (APCDs), and prepare final permits for issuance to permit applicants. Also, interface with consultants, other agencies and enforcement staff on important issues and at crucial meetings.

Project Accomplishments at FDEP:
* Developed an electronic based database system to track permit applications throughout their life cycle
* Streamlined permit development process so as to expedite the issuance of permits to applicants
* Developed a system to preview permit applications so that the permitting authority does not spent time sending out too many letters of incompleteness to prospective applicants.

Position: Associate Process Engineer
Primary Job Function: Design of Oil & Gas, LNG, Refinery and Petrochemical plant process components, plus design of associated utilities such as boilers, power generation turbines and auxiliary equipment.

Project Accomplishments:
Client: Occidental Petroleum
* Was lead process engineer on an Oil Shale mining project in Cathedral Buffs, Colorado. Designed 100,000 bpd synthetic fuel facility that utilized oil shale as the raw material. Conducted engineering studies to determine best feasible technologies to control pollution at these facilities. Provided technical support in design of mining off-gas treatment, materials recovery and enrichment processes, wastewater treatment and disposal systems, steam and power generation, and miscellaneous process equipment.

Client: ARCO GAS
* Developed Process Design, P&I diagrams, Procedures Manual, Equipment Specifications and Engineer's cost estimate for LNG Project in Port Arthur Texas. Also, performed design for utilities and auxiliary equipment.
Client: Exxon Baytown, Texas, Petroleum Refinery
* Assessed the plant operation for achieving process optimization and energy savings. Reviewed P&I diagrams, process vents, rupture discs, pressure relief valves, fugitive emission leaks, vapor condenser operating parameters, startup shutdown flare emissions, operating parameters for thermal oxidizers, boilers, heat recovery units, economizers, etc. and cooling tower operating parameters and scale forming factors..

Position: Shift Chemical Engineer-Assistant Plant Operations Manager
Primary Job Function: Supervise Ammonia, Fertilizer and Petrochemical plant operations, coordinate with maintenance, process lab and safety departments to ensure safe and efficient operation, develop operational strategies to optimize efficiency, plan and implement plant shutdowns as necessary, make plant design modernization recommendations, and ensure compliance with environmental, safety & health regulations.
Project Accomplishments at GSFC Ltd.
* Developed a more environmentally safe way to capture toxic wastes such as process sludge containing arsenic and other toxic metallic constituents. This project helped in prevention of contamination in storm water run-off which eventually was flowing to surrounding rivers and lakes near the manufacturing facility.
* Supervised the contractors responsible for replacing the high pressure synthesis gas pipeline that exits from the gas compressors. Ensured compliance with all worker safety, hot permits for welding, permits for cold work, zone access restrictions, and hydrostatic testing of piping for leaks before job completion. Coordinated with safety department for all permits and special hazard assessments.
