ENVIRONMENTAL COMPLIANCE SPECIALIST
Ten years of environmental regulatory compliance work on linear energy transmission construction projects.
* Performance of environmental compliance fieldwork tasks for all phases of transmission line construction, including:
* Pre-construction wetland/watercourse/waterbody delineation surveys.
* Pre-construction threatened and endangered species suitable habitat surveys.
* Permit compliance and consultative advisement for ongoing clearing and construction activities, including inspection of erosion control devices and materials; overseeing installation and maintenance of exclusionary measures for endangered species, checking for compliance regarding staging of vehicles and equipment, fueling areas and other best management practices; and providing advisement concerning possible jurisdictionality of problem wet areas as per USACE 1987 Wetland Delineation Manual parameters.
* Post-construction surveys to document as-built conditions as baseline data for ongoing monitoring of wetland recovery and upland erosion control earthwork and materials installation.
* Most compliance work performed on construction of underground natural gas pipelines co-located with existing overhead electrical transmission line rights-of-way.
Particular projects on which task work was specifically ongoing construction permit compliance work.
* Gulfstream Pipeline, central Florida, 2004: Lead Wetlands/Wildlife Mitigation Compliance Advisor - monitoring clearing crew activities to prevent take of endangered and protected species; inspection of silt-fencing daily and removal of gopher tortoises found within construction corridors in a.m. before equipment activities began; identifying and monitoring reproductively active migratory bird nests found within work corridor; confirm and stake-out wetland boundaries, investigate problem areas.
* U.S./Mexico border fence construction, southern California, 2008; Environmental Inspector - monitoring of construction activities to prevent take of endangered plants and animals; daily inspection of vehicle and equipment staging area and fueling area measures to prevent fuel and other pollutant leakage and spillage; removal of wildlife found within construction areas.
* Monitoring of clearing crews and construction activities for drilling pad and pipeline construction for shale oil exploration, northern Louisiana, 2008; Environmental Specialist - inspection and monitoring of clearing crews to ensure integrity of wetland boundaries, recommend and monitor erosion controls, and delineate wetlands and streams for proposed pipeline routes; provide general regulatory advisement for ongoing and proposed transmission development activities.

Wetlands
„X 40 hours of training by an established educational institute in wetland delineation (Ralph Tiner's IWEER).
* Extensive wetland delineation experience.
* More than 350 energy transmission corridor wetlands delineated since 2000.
* Experience delineating in OH, IN, WI, NC, SC, GA, AL, LA, TX, OK.
* Over 600 miles of linear energy transmission corridor walked for wetland work since 2000.
* 15 large single-site delineations.
* Experience defending wetland jurisdictionality/boundaries in the field to regulatory agency officers.
* Extensive experience in monitoring the recovery of wetlands following construction disturbance.
* Experience with Southeastern salt marsh plant communities and coastal site assessments.
Botanical
* General knowledge of dominant plant species in many communities.
* Extensive knowledge of wetland plant species.
* Knowledge of plant anatomy and dichotomous keys for identifying unknown species.
* Experience with several vegetative plot sampling methodologies.
* Knowledge of Natural Heritage Inventory methodologies for evaluating native community integrity.
* Botanical work performed mainly in the Southeast and Florida, but also north to Wisconsin, and west to the Dakotas, Wyoming and New Mexico.
Birds
* General knowledge of bird species, behavior, and habitats.
* Southwest Raptor identification training from the U. S. Forest Service (USFS).
* Trained/experienced in USFS methods to survey for Mexican spotted owls.
* Trained/experienced in capturing, handling and banding red-cockaded woodpeckers.
* Extensive large-tract red-cockaded woodpecker surveys performed from helicopters and ground transects.
* Played leading role on 32,000-acre survey in south Florida, planning and conducting searches for protected nesting birds, other listed wildlife, and listed plants. Surveys included helicopter searches for nesting sandhill cranes and other wading birds, plus ground surveys by ATV and pedestrian transects for Sherman's fox squirrel and listed plants.
Other Wildlife
* Numerous endangered species habitat surveys on linear transmission construction corridors.
* Conducted suitable habitat surveys for Indiana bats as part of linear project in IN and OH.
* Extensive experience surveying for gopher tortoises in Florida, Georgia, South Carolina, and Alabama.
* Trained/experienced in gopher tortoise excavation, handling, biometric data collection, and mitigation.
* Limited experience in other herpetological capture/survey methods.
* Experience electro-shock surveying aquatic fauna in cypress swamps.
Stormwater Management - Reporting and On-site Inspection
* Performed comprehensive on-site inspection and evaluation of 200-acre sand mining operation in NC.
* Documented stormwater dynamics of mine site, including rain-event visits and subsequent water sampling
* Report included fuel storage, secondary containment inspection, settling pond sampling/testing
* Full Report document submitted to NC State water quality regulators.
Other Reporting and Management
* Wrote reports for EPA documenting Hurricanes Katrina/Rita "HAZMAT" debris removal from LA wetlands.
* Wrote protocols/created data sheets/ maps for wildlife survey efforts on 32,000-acre survey site in Florida.
* Managed more than 15 wetland delineation and protected species projects since 2002.
* Authored and prepared numerous environmental reports for submission to Federal/State agencies.
* Co-wrote report on native prairie communities in North Dakota for the Parks and Recreation Department.
* Acted as crew leader, managed field operations for trail crews numbering up to 10 subordinates.
* All daily fieldwork activities documented in logbooks from 2000 to present.
